Dam Ha Commune determined to break through and develop sustainably

From July 1, 2025, implementing the 2-level local government model, Dam Ha commune was established on the basis of merging Dam Ha town and 4 communes (Dam Ha, Tan Binh, Dai Binh, Tan Lap). Thereby, not only expanding the space but also creating a foundation and motivation for Dam Ha to focus, exploit available potential advantages, and develop sustainably in the coming time.

On July 1, 2025, the 1st Session of the People's Council of Dam Ha Commune, term XVI, officially passed the Resolution on socio -economic development tasks, ensuring national defense and security in 2025. In which, the main goals and tasks are identified as perfecting the organization of the government apparatus after the merger, stabilizing operations soon, and avoiding work interruptions. Special attention is paid to promoting comprehensive digital transformation, applying science and technology to continue reforming administrative procedures, improving the quality and efficiency of public service performance, and building a culture of service for cadres, civil servants, and public employees.

Coming to the Commune Public Administration Service Center (located at the old District Party Committee - People's Council - People's Committee Headquarters of Dam Ha District), Mr. Tran Van Hoa in Binh Nguyen village said: "From July 1st until now, I have come here twice and have been guided and supported very enthusiastically and thoughtfully by the staff. I hope that the commune officials will continue to promote this spirit of service so that the people will always have convenience when handling administrative procedures."

Directly receiving and handling administrative procedures in the field of justice and civil status, Mr. Pham Van Dai (specialist of the Office of the People's Council, People's Committee of Dam Ha commune) shared: After implementing the two-level local government model, his workload increased sharply, with more than 200 citizens coming to transact in a day. However, due to having been trained and carefully prepared in terms of expertise and professionalism, he has so far handled over 1,000 records in a timely and correct manner. According to Mr. Dai, the biggest difficulty for the staff working at the Commune Public Administration Service Center is having to handle administrative procedures in parallel in the electronic environment and on paper, and at the same time having to provide detailed support and guidance because many people are not yet familiar with online public services.

In addition to building an honest, serving, effective and efficient government, Dam Ha commune also focused on reviewing the socio-economic development goals and tasks before restructuring the apparatus, building a new plan with specific targets, tasks and solutions to remove difficulties and obstacles, and unlock resources.

To improve people's lives, the locality is determined to promote economic development and improve investment attraction efficiency. The goal is that by the end of this year, the average income per capita in the commune will be 109.6 million VND/year, and the total social investment capital will reach about 1,970 billion VND.

Promoting the existing advantages in agricultural, forestry and fishery production, Dam Ha will maintain and expand traditional industries and production areas with strengths in the locality. In particular, it will continue to effectively implement the Project on developing concentrated fruit growing areas, developing livestock farming in the direction of farms, family farms, commodity production, applying science and technology in conjunction with ensuring food hygiene and safety, protecting the environment, and implementing well the plan on afforestation, protecting mangrove forests and natural forests.

Especially in the field of aquaculture, the commune continues to request the province to invest in infrastructure for concentrated farming areas, speed up the progress of handing over and leasing sea areas, and develop high-tech aquaculture. Expanding shrimp, marine fish, and mollusk farming facilities in a concentrated and intensive manner, applying VietGAP standards, will create quality products to serve domestic consumption and export.

Bac Viet Aquaculture and Production Cooperative is one of the typical units specializing in producing and supplying marine fish breeds in Dam Ha commune.

As one of the large enterprises specializing in producing high-quality shrimp seeds in Dam Ha commune, Viet Uc Quang Ninh Company Limited is supplying the market with nearly 1 billion shrimp seeds each year. Mr. Do Van Cuong, CEO of the Company said: "In the near future, the enterprise will continue to expand its scale, promote the application of science and technology in production and product consumption stages. We strive to become the largest shrimp seed production center in the Northern region by 2030, while creating more jobs for workers, with incomes higher than the local average."

Besides, Dam Ha also focuses on accelerating the progress of the Dong Dam Ha B Industrial Cluster, implementing well the mechanisms and policies to support and attract investors and businesses to build infrastructure and projects here after being approved by the province.

With the determination to promote the trade, tourism and service sectors, along with effectively exploiting the Da Dung Island eco-tourism site, the locality is urgently completing and implementing the Tourism Plan for the archaeological, historical and scenic relics of the Stork Forest of Nui Hua; enhancing the promotion of the commune's potentials and advantages to attract investors in the service sector such as maritime transport, eco-tourism, eco-tourism, forming a walking city associated with cuisine and night markets, points to introduce and sell OCOP products... In particular, the commune strives to soon start the Dam Ha Eco-Urban Area project on Nui Cuong Island with a scale of about 1,077 hectares, including items such as entertainment areas, marinas, tourist villages, golf courses, commercial service complexes, central urban areas, resort villages, mangrove forest parks... Thereby completing the infrastructure and increasing the attraction of Dam Ha tourism.

After the reorganization, Dam Ha commune has a total area of over 142 square kilometers and a population of nearly 30,000 people. Currently, the commune has no poor households and strives to have no near-poor households by the end of 2025 according to Resolution No. 13/2023 of the Provincial People's Council.

Mr. Tran Anh Cuong, Secretary of the Commune Party Committee, affirmed: Inheriting most of the achievements in economic development, infrastructure and cultural institutions of the old Dam Ha district is both an opportunity and a great challenge for Dam Ha commune. In the coming time, the locality will focus on implementing 5 key groups of solutions on building a clean, strong and comprehensive Party; streamlining and improving the effectiveness and efficiency of the government apparatus; developing marine economy, green industry, high-tech agriculture; promoting digital transformation, improving people's lives and ensuring national defense and security in the area.

Facing new opportunities, with synchronous and comprehensive goals and solutions in all fields, the Party Committee, government and people of Dam Ha commune are determined to create a breakthrough momentum for the locality to develop quickly and sustainably in the coming years.
