Holistic development

Dien Dien commune was established by merging three communes: Dien Phu, Dien Dien, and Dien Son, formerly part of Dien Khanh district. Over the years, the commune has experienced rapid urbanization; its economic structure has shifted positively towards a multi-sectoral model. Trade and services play a leading role; the proportion of non-agricultural labor is high; the population density is high; and technical and social infrastructure is increasingly being invested in comprehensively. Roads are paved with asphalt or concrete; main streets have sidewalks, streetlights, and shade trees. The power grid meets safety standards. Projects to reinforce irrigation canals and develop internal field roads meet irrigation needs. The commune has 13 targeted provincial-supported projects, 2 projects supplemented by the commune budget, and 5 projects transferred from the former district. Planning work is implemented comprehensively and continuously...

In the orientation towards developing Khanh Hoa into a centrally-governed city, the development of satellite cities and urban expansions is an essential requirement, and Dien Dien is one of the areas with potential and conditions for development. After reviewing the criteria in Resolution No. 112, dated December 24, 2025, of the Standing Committee of the National Assembly on the standards of administrative units, as of May 19th, Dien Dien commune has met 5 out of 5 standards, corresponding to 9 out of 9 component criteria, including 6 component criteria exceeding the regulations, thus meeting the conditions for establishing a ward. Specifically, the commune has a population of 39,117 people (as of December 31, 2025); and a natural area of 63.76 km² . The commune is located within Sub-zone 1 and Sub-zone 5, identified as a specialized sub-regional center in the province, playing a role in promoting the socio-economic development of the sub-region within the province. The commune's urban population has reached 100%. Total budget revenue compared to total local budget expenditure in the commune as of April 1, 2026, reached 124%. The proportion of industry, construction , and services in the GRDP reached 86.28%. The non-agricultural labor force reached 76.3%. In the three years from 2023 to 2025, the commune's per capita income was consistently higher than the provincial average; the multidimensional poverty rate was consistently lower than the provincial average. These results show that the commune has favorable conditions for rapid urbanization, contributing to reducing pressure on population, infrastructure, and land resources in Nha Trang wards.

Expectations for transformation

Walking with us along the smooth asphalt road leading to the Am Chua National Historical and Cultural Monument, Mr. Pham Si Nam, a specialist from the commune's Economic Department, proudly recounted: "This is one of the widest and most beautiful roads in the commune. In recent years, the commune's transportation infrastructure has been invested in, making travel more convenient for the people. After becoming a ward, the locality will certainly have more opportunities for development." Mr. Vo Minh Tim, Head of Hamlet 1, happily expressed: "The people in the hamlet all support the policy of establishing a ward. We believe that after becoming a ward, the locality will receive more investment in infrastructure such as electricity, roads, schools, and health stations, effectively utilizing its potential to develop the economy and improve the lives of the people."

According to the plan, Dien Dien ward will be established based on the existing natural area and population size, while maintaining the administrative boundaries of Dien Dien commune. The establishment of the ward will contribute to promoting economic growth; developing socio-economic infrastructure; and improving the material and spiritual lives of the people. Dien Dien directly borders Bac Nha Trang ward, playing an important role in expanding the central urban area, helping to reduce pressure on population, infrastructure, and land resources in the Nha Trang wards. At the same time, due to its location on important transportation routes, the commune also serves as a bridge between the central urban area and the western areas of the province, contributing to strengthening regional linkages and promoting inter-regional economic development. The move towards establishing the ward is also consistent with the socio-economic development plan of Khanh Hoa province to 2030, with a vision to 2035; meeting the development trends in the urbanization process; and effectively exploiting local potential and advantages.

Mr. Phan Van Tri, Chairman of the Dien Dien Commune People's Committee, said that to realize the goal of becoming a ward, the locality will implement many solutions to promote development. These include accelerating economic restructuring; mobilizing resources to invest in and synchronize infrastructure, develop urban space, improve the efficiency of construction, land, and urban management; promoting high-tech agriculture and modern, efficient commodity production; and effectively implementing social welfare policies. At the same time, the focus will be on promoting the value of the national historical and cultural relic Am Chua and other relics associated with sustainable tourism development, gradually forming and developing cultural, historical, and culinary experience tours; developing spiritual tourism, connecting the Po Nagar Tower - Am Chua heritage route... Simultaneously, the locality will pay attention to improving the capacity of officials and civil servants, promoting administrative reform and digital transformation, contributing to improved management efficiency…

With its existing potential and conditions, the transformation of Dien Dien from a commune to a ward is not only a major step but also a powerful driving force for socio-economic development, creating a new urban landscape for the locality.

Some development directions after the establishment of Dien Dien ward:

The growth rate of the total product value in the locality will reach 11-12% per year; the growth rate of total state budget revenue in the locality will reach 12% per year; by 2030, the proportion of industry, construction, and services in the total product value will reach 96% or more; total social investment will increase by 20% per year; average per capita income will increase by 14%; the annual disbursement rate of public investment capital will reach 100% of the assigned plan; the rate of using online public services by citizens and businesses will reach 85% or more; the level of satisfaction will increase by 5% compared to the beginning of the term...
