Dinh Thanh Commune: Deploying mobile teams for the people's service.

In accordance with the new regulations of the Social Insurance Law on social retirement benefits for people aged 75 and above, from the beginning of August 2025, the People's Committee of Dinh Thanh commune has established mobile support teams that go to each hamlet to help elderly people complete the procedures for receiving benefits conveniently and in accordance with regulations.

On weekends, from early morning, the working group of the Commune's Public Administrative Service Center is present at the An Phuc (formerly) commune hall, Cai Keo hamlet, to prepare documents and welcome elderly people who come to complete procedures for receiving social retirement benefits .

The mobile team handles administrative procedures for elderly people aged 75 and above who are eligible for social support policies.

Previously, the People's Committee of the commune assigned the Department of Culture and Social Affairs to take the lead, in coordination with the heads of hamlets and mass organizations, in promptly disseminating policies for the elderly, including social retirement allowances for those aged 75 and over according to the Social Insurance Law and Decree 176/CP. Commune officials, along with the Public Administrative Service Center, went directly to the hamlets to receive applications, provide guidance, and verify information on the spot, helping people – especially elderly people with mobility difficulties – to minimize the need to go to the commune People's Committee.

Many people were delighted not only to receive the subsidy policy early, but also to clearly feel the timely attention of the government to the elderly in handling administrative procedures.

Mr. Truong Van Vang, from Long Phu hamlet, Dinh Thanh commune – who recently received his social retirement allowance after July 1st – shared: “After the merger of Dinh Thanh and An Phuc communes, some hamlets are nearly 20 km away from the new administrative center. That distance means the round-trip transportation costs hundreds of thousands of dong, not to mention the fact that many elderly people are elderly, their children and grandchildren are often away, and sometimes they can't find anyone to drive them. Therefore, many elderly people haven't had the opportunity to complete the procedures. Now that the commune has come down to the hamlet to provide support, I'm very happy!”

Sharing the same joy, Mr. Huynh Van Sum, Chairman of the Elderly Association in Cai Keo hamlet, said: "All the elderly people here are happy that the authorities came to our place to provide guidance. It's convenient, saves time and effort, and we don't have to wait long."

Mr. Nguyen Van Binh, born in 1945, from Cai Keo hamlet, came to complete the procedures.

Previously, in order to promptly support residents in hamlets far from the administrative center of Dinh Thanh commune (formerly An Phuc commune), the Chairman of the People's Committee of Dinh Thanh commune, Nguyen Trung Hieu, directed the Public Administrative Service Center to coordinate with relevant units to develop a plan, establish mobile working groups, and schedule weekend visits to the hamlets to assist residents in completing procedures for receiving social retirement benefits. At the same time, they coordinated with the Commune Police Command to review the population data of those eligible for benefits under Decree 176, and instructed hamlet heads to notify each household.

The commune proactively announces the time and location of support directly at the hamlet level; commune officials directly guide the declaration and preparation of documents, verify residency information and actual circumstances, and promptly report any difficulties or obstacles to the commune People's Committee for handling. These practical actions clearly demonstrate the spirit of a government that serves and is close to the people, contributing to creating satisfaction and trust among the people.
