Gasoline prices saw a slight decrease from the afternoon of September 25th.
From 3 PM on September 25th, the prices of E5RON92 and RON95-III gasoline decreased slightly, bringing the price of RON95-III gasoline down to 20,165 VND/liter, while the prices of other types of diesel fluctuated with increases and decreases.
Specifically, following adjustments by the Ministry of Industry and Trade and the Ministry of Finance, E5RON92 gasoline decreased by 368 VND/liter compared to the current base price, not exceeding 19,618 VND/liter; RON95-III gasoline will not exceed 20,165 VND/liter, a decrease of 443 VND/liter compared to the current base price;
Prices for various types of fuel were adjusted with alternating increases and decreases. Accordingly, diesel 0.05S will not exceed 18,658 VND/liter (a decrease of 47 VND/liter compared to the current base price); kerosene will not exceed 18,628 VND/liter (an increase of 84 VND/liter compared to the current base price); and mazut 180CST 3.5S will not exceed 15,209 VND/kg (an increase of 79 VND/kg compared to the current base price).
During this price adjustment period, the Ministry of Industry and Trade and the Ministry of Finance decided not to allocate funds or use the Fuel Price Stabilization Fund for E5RON92 gasoline, RON95 gasoline, diesel fuel, kerosene, and fuel oil.
According to the Ministry of Industry and Trade, the global oil market during this price adjustment period (from September 18th to September 24th, 2025) is influenced by several key factors: increased oil exports from OPEC+; escalating geopolitical tensions in the Middle East; and the ongoing military conflict between Russia and Ukraine, with Ukraine continuing its attacks on Russian energy facilities. These factors have caused global oil prices to fluctuate in recent days, varying depending on the specific product.
The average price of refined petroleum products in the world between the price adjustment period of September 18, 2025 and the price adjustment period of September 25, 2025 is as follows: 78.604 USD/barrel for RON92 gasoline used to blend E5RON92 gasoline (down 1.950 USD/barrel, equivalent to a 2.42% decrease); 80.474 USD/barrel for RON95 gasoline (down 2.202 USD/barrel, equivalent to a 2.66% decrease); 87.274 USD/barrel for kerosene (up 0.562 USD/barrel, equivalent to a 0.65% increase); 87.902 USD/barrel for 0.05S diesel oil (down 0.176 USD/barrel, equivalent to a 0.20% decrease). 404,720 USD/ton for 180CST 3.5S fuel oil (an increase of 3,134 USD/ton, equivalent to a 0.78% increase).
In this price adjustment period, given the aforementioned developments in world oil prices, fluctuations in the VND/USD exchange rate, and current regulations, the Ministry of Industry and Trade and the Ministry of Finance have decided on a fuel price management plan to ensure that domestic fuel prices are consistent with world fuel prices; to continue maintaining a reasonable price difference between E5RON92 bio-gasoline and RON95 mineral gasoline to encourage the use of biofuels in accordance with the Government's policy; and to ensure a balance of interests among market participants.
