The above opinion was raised by delegate Nguyen Anh Tri ( Hanoi ) at the group discussion this morning (May 23) on practicing thrift and fighting waste.
According to Mr. Tri, in reality, there are still many problems of waste, many abandoned and deserted houses; many projects have not been resolved and are pending; many issues have been approved by the National Assembly but have not yet been put into practice, which is very worrying.
Considering that the fight against waste in the past was to find mistakes for discipline, Mr. Tri said that this work must go further, be more proactive from ideas, plans, strategies in investment, use and solving social problems.

Citing the Bach Mai and Viet Duc hospitals in Ha Nam, which have been abandoned for many years, Mr. Tri said that the two hospitals were initially invested in by the Ministry of Health and were expected to serve patients from Thanh Hoa, Nghe An, and Quang Binh without having to go to Hanoi. According to him, this was probably a bit arbitrary and later there were delays and they have not been put into use for many years.
A few days ago, he heard that Ha Nam province would continue to build a university village, a center with about 25 large universities. "I do not object, but I need to think more carefully. That is the idea of the university itself to seek investment in construction. If Ha Nam proactively spends 2,900 billion VND to build and then invites schools down, it is not certain that it will be successful," said Mr. Tri, and he is worried that these university projects will be wasteful and slow to progress like hospitals.
The Hanoi City delegate also added that once when he was working in Ha Nam, he met a provincial vice chairman who said that "experience shows that one student can support three people, so we are determined to build a university in Ha Nam". He said that when he heard that, he was very worried and then the idea and construction of this university were not successful.
He suggested that functional units and the Government need to think more carefully and thoughtfully before deciding to invest.
Concerned about the situation of abandoned and wasteful public works, delegate Tran Hoang Ngan (Ho Chi Minh City Delegation) suggested that attention should be paid to the direction of General Secretary To Lam on combating waste. According to him, many unfinished projects only need 5-10% of the funding to be put into operation.
The delegate said that not only public assets, but also many private assets, many abandoned houses and buildings on the market, "right at Ben Thanh market there is a skeleton building left there, very painful". Mr. Ngan said that relevant agencies need to focus on removing public or private assets because they are all social resources.
Also speaking on this issue, delegate Nguyen Minh Duc (HCMC) said that the General Secretary once emphasized that fighting waste must be like fighting foreign invaders. So how should we identify waste?
From the issue of public investment, medium-term capital disbursement to savings and budget spending in the areas being mentioned, delegates said that we must frankly acknowledge that many projects were invested in before but are still behind schedule, and the completion time is unknown, so we need to strengthen inspection to work with state management agencies and project owners to find out the causes and obstacles to resolve.
