Talking to reporters of TN&MT Newspaper, Mr. Pham Thai Son - Vice Chairman of Van Chan District People's Committee said: The district has built and implemented 4 models of collecting and treating domestic solid waste in 4 communes: Chan Thinh, Binh Thuan , Dong Khe and Suoi Giang. In each commune, there are from 100 to 200 households participating in the model, each household contributes from 20,000 - 50,000 VND/household/month. In 2023, the District People's Committee will continue to build 4 more models of domestic waste treatment for 6 communes and towns in the district.

Reporter: Sir, the Project to enhance the capacity of domestic solid waste management in Yen Bai province for the period 2020-2025 was issued to put waste collection and treatment into order, towards collecting and classifying waste at the source. How has Van Chan district implemented the Project, sir?

Mr. Pham Thai Son: - Immediately after the People's Committee of Yen Bai province issued the Project to enhance the capacity of managing domestic solid waste in Yen Bai province for the period 2020-2025, with a vision to 2030, the People's Committee of Van Chan district developed and issued a plan to implement the Project in the district with specific goals, targets, and tasks until 2025 and orientations and goals until 2030. Up to now, the district has achieved specific results.

In addition to the 4 models that have been put into operation and the 4 models being implemented, Van Chan district has directed specialized agencies and People's Committees of communes and towns to guide households to self-classify and treat domestic solid waste at home by digging landfills in non-concentrated residential areas, in mountainous, remote and isolated communes. Along with that, in rural areas, waste has been classified at source, organic waste is reused as fertilizer, plastic waste is collected and recycled, and a part of other domestic waste is buried in residential areas. Up to now, in Van Chan district, the rate of collection and treatment of domestic solid waste in rural areas has reached about 35%; the rate of collection and treatment of domestic solid waste in urban areas has reached about 70%.

PV: Currently, Yen Bai province is actively implementing waste classification at source. How is Van Chan district implementing this content, sir?

Mr. Pham Thai Son: - Regarding waste classification at source, the district has directed specialized agencies and People's Committees of communes and towns to propagate and guide households to self-classify waste at source. Currently, some rural areas in the district have implemented waste classification at source, especially in areas that have met new rural and advanced new rural standards. The rate of waste classified at source in Van Chan district is over 30%.

According to the issued Project, in the period of 2020-2025, Van Chan district will invest in two incinerators from the state budget. Up to now, the district has arranged land funds to implement the project (each land fund has an area of about 6,000m2 ), which has been added to the district's land use planning until 2030.

Reporter: Sir, what difficulties have you encountered in implementing the collection, transportation and treatment of household waste in the area?

Mr. Pham Thai Son: - The problem is that in residential areas, awareness and consciousness of compliance with environmental protection laws of a part of the people are still limited. Self-management models on environmental protection are ineffective due to lack of regular maintenance funding. Self-management activities are mainly in the form of urging and reminding, without specific forms and mechanisms of punishment to deter, so people's awareness is still low.

The rate of collection and treatment of solid waste in urban areas of Van Chan district is about 70%.

The classification of solid waste at source is still limited, mainly implemented in central areas, near major roads. On the other hand, hazardous solid waste and ordinary solid waste are dumped together, causing long-term and serious consequences for the environment and human health, especially the health of workers directly collecting and processing waste.

PV: So in the coming time, what specific solutions does the district have to increase the rate of waste collection and treatment in the area?

Mr. Pham Thai Son: - In the coming time, the district will continue to promote propaganda and education to raise awareness and sense of responsibility of people in environmental protection, especially waste classification at source. Along with that, promote the construction and implementation of models for collecting and treating domestic waste in communes and towns in the district; expand the models that have been implemented in communes, create dissemination and continue to replicate the model.

On the other hand, the district promotes the mobilization of social resources to purchase equipment and means of transport for the collection and treatment of domestic waste, especially in communes that have met the new rural standards and communes in the district's new rural development roadmap. The district continues to review land funds to plan for waste disposal sites in communes and towns in the district; mobilize social funds to carry out the work of clearing land funds; strive to arrange a centralized waste disposal site for each commune and town.

Van Chan focuses on implementing site clearance to serve the investment project to build incinerators, ensuring a clean site when implementing the project. In addition, continue to upgrade and renovate the district's centralized landfill in Son Thinh town and treat the environment to avoid causing pollution around the landfill area.
