Construction of hydroelectric plants in Kon Tum: Rugged roads

Despite repeated reminders from local authorities, some hydropower plant projects in Kon Tum have not yet cleared the land or completed the roads leading to resettlement areas, causing many difficulties for local people.

People criticize resettlement land

Dak Pru 3 Hydropower Plant Project (invested by Dak Pru 3 Hydropower Joint Stock Company) was approved for investment in 2019 by the Kon Tum Provincial People's Committee, with a capacity of 5MW, built in Dak Nhoong commune (Dak Glei district). The project has a construction cost of more than 173 billion VND, expected to be completed and put into operation at the end of the third quarter of 2022.

According to the plan, when the project is implemented, about 55 households will be affected with an area of ​​19.85 hectares; of which 18/55 households need resettlement land with an area of ​​4.7 hectares. In 2021, the site clearance work was carried out, but so far the project is still "deadlocked" because many households have not agreed.

According to the results of the work of the Inspectorate of the Department of Finance with the Dak Glei District Construction Investment Project Management Board (the unit responsible for implementing compensation, resettlement support and site clearance for the Dak Pru 3 Hydropower Plant project) and affected households, some households did not agree on land allocation and did not cooperate in counting crops. Particularly for the resettlement plan of 4.7 hectares, households did not agree on the location of the land for resettlement because the land was bad and the water flow was not enough. Through the inspection, the Inspectorate of the Kon Tum Department of Finance determined that the project was 2 years and 6 months behind schedule. Mr. Nguyen Van Vinh, Head of the Department of Agriculture and Environment of Dak Glei District, said that the project would only be implemented when the people agreed to land allocation.

Meanwhile, also in Dak Nhoong commune, Dak Pru 1 Hydropower Plant has been built and put into operation for many years. However, according to Mr. Nguyen Van Vinh, people reported that during the rainy and stormy season, the hydropower plant released flood water, affecting trees and crops. Currently, the Dak Glei District People's Committee is coordinating to verify.

13 years and the road is not finished yet

Dak Drinh Hydropower Plant has a capacity of 125MW, invested by Dak Drinh Hydropower Joint Stock Company, built in Kon Plong district (Kon Tum province), commercial power generation in 2014. Up to now, the compensation, site clearance and resettlement work of the project has not been completed by the investor, especially the road to avoid flooding in the reservoir of branch 1 of the hydropower plant is still in disrepair. This road is more than 8km long, leading to the resettlement and farming areas of Dak Tieu, Dak But villages (Dak Nen commune) and Dak Lang village (Dak Ring commune, both in Kon Plong district), built by the investor in 2012, but has not yet been completed to hand over to local management.

Kon Tum Provincial People's Committee has directed specialized agencies to work with Dak Drinh Hydropower Joint Stock Company to repair and hand over the reservoir flood avoidance route to local management, but the investor has not fulfilled its commitment. Therefore, Kon Tum Provincial People's Committee has requested the investor to repair and complete the project before the 2025 storm season. If the project is not completed and handed over to local management by the deadline, Kon Tum Provincial People's Committee will report to the competent authority for consideration and handling according to regulations.

Mr. Nguyen Thanh Hai, Chairman of the People's Committee of Dak Ring Commune (Kon Plong District), said that it will take at least 1 year to completely repair the road. It is now June, only 3 months left until the rainy season of 2025 (in September), but the investor has not yet coordinated to measure and assess the current situation to proceed with the repair. "The road to avoid flooding in the reservoir is currently seriously degraded, the road surface is eroded, making travel very difficult and potentially unsafe. The most worrying thing is that during the rainy season, vehicles carrying goods and agricultural products will not be able to move. The longer the repair is delayed, the more miserable the people will be. People request the investor to speed up the project to ensure the safety of the people," Mr. Nguyen Thanh Hai shared.
