The Hanoi City People's Committee has just issued Official Dispatch No. 4333/UBND-NC on strengthening labor safety and hygiene and assigning commune-level civil servants to coordinate in participating in the city's labor accident investigation team.
The document stated that the City People's Committee agreed with the proposed content in Submission No. 4187/TTr-SNV dated July 23, 2025 of the Department of Home Affairs on issuing a document directing the People's Committees at the commune level to strengthen occupational safety and hygiene and assign commune-level civil servants to coordinate in participating in the city's labor accident investigation team.
Accordingly, the People's Committee at the commune level assigns 1 to 2 full-time or part-time commune-level civil servants to advise on occupational safety and hygiene in the locality; coordinate initial investigations of occupational accidents in the area (participate in scene examination, autopsies, etc.) and participate in the city's occupational accident investigation team.
The tasks of commune-level civil servants assigned to advise on occupational safety and hygiene include: Implementing plans and instructions from competent authorities; advising on propaganda on occupational safety and hygiene in the locality, especially for workers working without contracts; advising the People's Committee at the commune level to conduct specialized inspections or integrate inspections on occupational safety and hygiene, especially for individual housing construction projects; strictly handling violations when detected.
The City People's Committee assigned the Department of Home Affairs to monitor and supervise the implementation of the People's Committees at the commune level; develop specific emulation and reward criteria for the People's Committees at the commune level, including the content of implementing occupational safety and hygiene work.
