On November 10, the People's Council of Da Nang City announced that it had received a proposal from the People's Committee of Da Nang City on the issuance of a Resolution regulating support policies for cadres, civil servants, public employees and workers affected by the rearrangement of administrative units.
For provincial officials from Quang Nam province (old) to Da Nang city (old) for work and vice versa, travel expenses are supported at 400,000 VND/person/month; housing rental expenses are 4 million VND/person/month.
One-time support for relocation costs of 5 million VND/person.
For provincial and district-level officials (formerly) working at the commune level; commune-level officials working in mountainous or island communes or officials seconded to the commune level for 1-36 months, travel expenses are supported at VND 400,000/person/month; housing rental expenses are VND 2 million/person/month.
One-time support for relocation costs of 2.5 million VND/person.
For officials working at central agencies headquartered in Quang Nam province (old) working in Da Nang (old) and vice versa: one-time support of 10 million VND/person.
The total estimated support budget is 377 billion VND. Of which, the support budget for the first six months of 2025 is 120 billion VND, from the Da Nang City budget.
According to the People's Committee of Da Nang City, the issuance aims to create favorable conditions for cadres, civil servants, public employees and workers to work at the new administrative center after the arrangement, ensuring stable travel and working conditions and peace of mind at work.
At the same time, encourage, motivate and create favorable conditions for cadres to strengthen their work in communes to ensure sufficient quantity and improve the quality of commune-level cadres.
Especially in mountainous and island communes, thereby improving the quality of operations of commune-level governments after the rearrangement.
The general conditions to receive support are that the cadre does not have a house owned personally or by his/her spouse; has not purchased or rented a social house or a house owned by public property; and has a distance from his/her residence to his/her workplace of 30km or more (working in mountainous or island communes, the distance is not counted).
Previously, in June 2025, before the merger of the province and city, the Department of Home Affairs of Quang Nam province (old) also proposed to support more than 280 billion VND for 1,885 cadres, civil servants, public employees, and workers to work in Da Nang city after the merger of the two localities, including travel expenses, accommodation, and one-time support for living expenses.
At that time, two support options were proposed, of which option 2 was recommended.
Specifically, option 2: monthly support for travel and accommodation expenses at 5 million VND/person/month, support period is 2 years.
In addition, there is also a one-time living expense support of 30 million VND/person.
The proposal to implement a one-time support policy aims to create conditions for cadres, civil servants, public employees, and workers to purchase essential household items and items for eating, living, and personal activities, thereby contributing to encouraging and creating conditions for them to feel secure in their work and successfully complete their assigned tasks.
