This is a significant development in the Party's leadership thinking, clearly reflected in the Document of the 14th National Congress, with the goal of building a truly ethical and civilized Party, capable of leading the country in the new context.

From new awareness to urgent need

For the first time, the policy of building a "civilized Party" was clearly defined in the Party's 14th National Congress documents as a systematic strategic orientation. The Resolution of the 14th National Congress of the Party clearly states the task: To continue to vigorously promote the building and rectification of a clean, strong, and comprehensive Party; to enhance the Party's leadership, governing capacity, and fighting strength; and to strengthen self-renewal so that the Party truly "is moral and civilized."

This content not only consistently inherits President Ho Chi Minh 's views on Party building but also represents a new development in leadership awareness and thinking, meeting the requirements of the country's development stage in the context of deep integration and digital transformation.

In numerous recent speeches and directives, General Secretary and President To Lam has emphasized the need to build the Party not only to be clean and strong, but also to aim for a higher goal: building a "civilized Party" with progressive thinking, modern leadership methods, close ties with the people, and prioritizing the people's happiness. Accordingly, a civilized Party must first and foremost be exemplary in ethics and discipline, setting a good example; constantly innovating, improving leadership capacity and fighting strength, and adapting to the demands of the digital age and international integration.

From both a theoretical and practical perspective, "civilization" is not only a moral standard but also reflects the level of governance and leadership style. A civilized Party not only has a correct political line and a tight organization but also demonstrates a democratic leadership style that is close to the people, respects the people, and is able to adapt flexibly to the changes of the times.

Comrade Luong Nguyen Minh Triet, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, presented certificates of commendation to grassroots Party committees that had excellently fulfilled their tasks in 2025.

Synchronized action, spreading confidence.

From awareness to action, Dak Lak is implementing a comprehensive set of solutions to realize the goal of building a clean, strong, and ethical Party that embodies civilization. The focus is on continuing to strengthen Party building and rectification, linked with studying and following the ideology, ethics, and style of Ho Chi Minh; tightening discipline and order; enhancing control over power; and emphasizing the exemplary responsibility of cadres and Party members, especially those in leadership positions.

Effectively implementing the spirit of the 14th National Congress of the Party not only creates a solid foundation for socio-economic development but also spreads confidence, inspires aspirations for progress, and enhances the country's position in the new era.

Personnel work is identified as a key area, requiring practical innovation, with work efficiency and public satisfaction as benchmarks; ensuring transparency and effectively preventing negative manifestations. Comrade Tran Phu Hung, Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, and Chairman of the People's Council of Buon Ma Thuot Ward, affirmed: "Building a civilized Party first and foremost requires building a civilized team of cadres, possessing sufficient capacity, qualities, and a scientific, professional working style, for the common good."

In parallel, the province is accelerating administrative reforms, promoting digital transformation in the operations of Party and government agencies; applying technology to improve operational efficiency, increase transparency in processes, and gradually build a modern administration that serves the people.

Ideological, theoretical, and mass mobilization work continues to be reformed in a practical and modern direction; proactively grasping and guiding public opinion, resolutely protecting the Party's ideological foundation; strengthening inspection and supervision, improving the quality of Party branch activities, promoting the role of the people in supervising and contributing to Party building, and preventing wrongdoings early and from afar.

In particular, the fight against corruption, waste, and negative practices has been implemented decisively and comprehensively, linked with the improvement of mechanisms for controlling power, thereby contributing to strengthening the people's trust in the Party and the political system.

According to Comrade Luong Nguyen Minh Triet, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, building a civilized Party is an essential requirement to enhance leadership and governance capacity in the new era. Therefore, it is necessary to continue to innovate leadership methods and improve the effectiveness and efficiency of the political system to meet the requirements of rapid and sustainable development.
