Building a cultural life: Starting from the grassroots.

Amidst the increasingly modern urban lifestyle and the relentless development of the capital city, the demand for cultural enjoyment and the creation of a civilized living environment among the people is also growing. In fact, many localities have proactively innovated the methods of implementing cultural movements to better suit the needs of the people's lives.

In Hoai Duc commune, the "All People Unite to Build a Culturally Rich Life" movement is gradually deepening, becoming a driving force for harmonious development between economy , society, and culture. A notable feature is that the movement is no longer merely a campaign but has become integrated into the daily lives of the people. From maintaining environmental hygiene and building a civilized lifestyle to participating in community activities, the people are actively responding with concrete actions.

In many villages and residential areas, clean and beautiful streets, shady green trees, and murals have become familiar sights. Environmental sanitation is maintained systematically through regular general cleaning activities, clearing drainage ditches, and collecting and sorting waste at the source. In particular, self-governing environmental models continue to be effective, contributing to raising the sense of responsibility of each household in preserving their shared living space.

According to Ms. Dong Thi Nga, Vice Chairman of the People's Committee of Hoai Duc commune, along with economic development, the locality always focuses on social welfare, healthcare, and education development. To date, the commune no longer has any poor households, and the living standards of the people are constantly improving. Environmental sanitation and urban beautification are regularly implemented, contributing to building a bright, green, clean, and beautiful urban landscape.

Along with Hoai Duc district, Minh Chau commune is also making many positive changes through the implementation of models for building a living environment linked to the development of experiential tourism. Aiming to build a "Green - Civilized - Happy" locality, the commune focuses on maintaining environmental hygiene in village roads and alleys; sorting and processing waste at the source; planting and caring for trees; and beautifying public spaces.

Notably, the locality has begun to combine the development of cultural life with the promotion of the image of the homeland on digital platforms. Many check-in points reflecting local identity have been created, both enhancing the landscape and contributing to attracting tourists, spreading the image of a green, clean, and beautiful new rural area. It can be said that in Minh Chau commune, the "Green Village - Clean Alley - Beautiful Destination" emulation movement is creating a positive ripple effect in the community, contributing to improving the living environment and gradually raising the quality of life for the people.

Meanwhile, in Tam Hung commune, environmental protection movements continue to be regularly maintained with the participation of a large number of people. From self-governing groups, women's associations, youth unions to individual households, everyone is working together to clear bushes, unclog drains, collect waste, and create a clean and tidy appearance for the roads and alleys.

One of the highlights in the locality is the movement to renovate neglected gardens, planting flowers and trees at the household level. Previously abandoned vacant land is now covered with green flower gardens and clean vegetable gardens, not only creating a beautiful landscape but also contributing to improving the quality of life. From these small but practical changes, an awareness of environmental preservation and the building of a civilized lifestyle is gradually taking shape sustainably within the community.

Harnessing the power of the people

A common thread in many current models of cultural life development is the shift from a proactive approach to one that empowers the people as the main actors. When people truly participate in, directly preserve, and benefit from their living environment, new cultural movements will deepen and create lasting impact.

At Thanh Thuy Secondary School (Tam Hung commune), the model "Building a green, clean, beautiful, and friendly space within the school grounds" not only focuses on landscape beautification but also aims to cultivate awareness and civilized behavior among students right from within the school.

From small actions like planting and caring for trees, creating "green corners" and "student flower gardens," maintaining classroom hygiene, and sorting waste at source, the model has brought about a clear transformation in the awareness of teachers and students. Subject departments proactively integrate environmental education into their lessons; the Youth Union and the Student Union organize many experiential activities and creative competitions on environmental protection and civilized behavior in schools. The school also strengthens coordination with parents and local authorities to create consensus between families, the school, and society.

The effectiveness of the model is not only evident in the increasingly spacious and clean school grounds, but also in the changes in students' behavior and awareness. They are gradually developing habits of tidiness, maintaining shared spaces, and becoming more responsible towards their surroundings. More importantly, the model has demonstrated the effectiveness of community engagement in education, where small actions today can contribute to shaping the lifestyle and community spirit of future generations.

Along with promoting the role of the people, many localities are aiming to build cultural movements that are practical, long-lasting, and closely linked to community needs. In Hoai Duc commune, during the period 2026-2030, the locality will continue to clearly define key tasks to improve the quality of the "All people unite to build a cultured life" movement.

In particular, the commune focuses on maintaining and improving the effectiveness of "Bright - Green - Clean - Beautiful" environmental models; replicating civilized roads, self-governing residential areas, and model alleys and hamlets. The system of village and neighborhood cultural centers is also being oriented towards innovating activities towards diversifying the content of activities, attracting a large number of people to participate, and gradually becoming a genuine community activity center instead of just a place for meetings.

In the journey of building a civilized, modern, and distinctive capital city, innovative thinking in building cultural life from the grassroots level is a crucial foundation for creating livable communities. Ultimately, a city is not only defined by its high-rise buildings or economic development speed, but also by the quality of its cultural life and the bonds between people in each residential area, each school, and every home in Hanoi.
