On the afternoon of August 1, Deputy Prime Minister Nguyen Chi Dung chaired a meeting with ministries and branches on the National Innovative Startup Project.
At the meeting, the representative of the Ministry of Science and Technology said that it had coordinated with relevant units (Ministry of Education and Training, Ministry of Finance ) to develop the Project, send it to Party Committees, agencies, People's Committees of provinces and cities for comments and synthesize a report to the Government.
According to the direction of the Prime Minister, the tasks and solutions of the Project need to focus on reviewing and supplementing a number of key contents such as raising people's awareness of startups and innovation; startups have no boundaries or age; mobilizing the participation of all people in the innovation movement; researching and perfecting institutional policies; emphasizing the Project's viewpoint of spreading the entrepreneurial spirit throughout society, all people participating in startups, innovation, and digital transformation.
Identifying startups associated with rapid and sustainable national development, making important contributions to GDP growth and labor productivity growth.
In response to comments, the Ministry of Science and Technology has completed the project in the direction of expanding the concept of startups, including individuals, business households, cooperatives and creative startups (start-ups), diversifying models in the spirit of national startups, all-people startups; reducing barriers (anyone can start a business). Startups are based on creative ideas, technology, especially digital transformation.
The national startup model spreads the entrepreneurial spirit widely throughout the people, the whole society, in all regions and fields, honoring creative thinking, accepting risks, encouraging personal enrichment, and national prosperity.
The project has introduced a number of breakthrough solutions in thinking, developing a start-up culture to enrich the people; institutional solutions, cutting administrative procedures, applying science and technology, innovation, digital transformation to create a favorable environment for people, start-up businesses and improve productivity and efficiency...
At the meeting, representatives of ministries and branches clarified the scope, objects, and content of the Project, the issue of incorporating startup content into training and teaching, financial solutions, etc.; requested consideration to avoid duplication and overlap with policies and resolutions that have been issued.
Emphasizing that the Project should focus on creative startups, Deputy Prime Minister Nguyen Chi Dung said that promoting startups in creativity and relying on technology, digital platforms, and digital environments to develop ideas, supporting from the incubation of ideas to the trial production stage, testing investment, and commercializing products. Clearly identifying the target audience for specific design will make it easier to do.
Sharing that he has participated in start-ups for decades, according to the Deputy Prime Minister, we currently lack a legal basis for start-up businesses.
“How to build a supportive ecosystem from start to finish, from the smallest but very good idea that must be nurtured and incubated, until it can be formed, researched, developed and commercialized,” the Deputy Prime Minister emphasized.
The Deputy Prime Minister requested the Ministry of Science and Technology to unify within the Ministry the name of the Project, from there rewrite the scope, content, report to the Government, have solid arguments, political basis, legal basis, and international experience.
Noting that the focus is only on start-up businesses and unicorn businesses, the Deputy Prime Minister said that it is necessary to review the issued Resolutions to see what issues need the Party's policies and decisions to create a framework for start-ups and promote innovation.
On that basis, adjust the viewpoints, goals, tasks, and solutions for this target group. Review to clearly show the new and breakthrough points, impacting creative startups nationwide.
The spirit of building a Resolution must be concise, brief, succinct, highly general but specific, and can be implemented immediately.
The Deputy Prime Minister requested to ensure the progress of the project implementation time, and submit it to the Government no later than August 15./.
