Building laws that serve development is fundamental and strategic.

On the afternoon of January 17th, Prime Minister Pham Minh Chinh chaired the 7th session of the Government's Steering Committee on reviewing and organizing the implementation of solutions to obstacles in the legal system.

Prime Minister Pham Minh Chinh emphasized the need to continue identifying "institutions as the breakthrough of breakthroughs" in order to have appropriate approaches in leadership and guidance; in allocating and mobilizing human resources, infrastructure, and other conditions for the work of building and perfecting legal institutions.

It is essential to recognize that institutions and laws serve as both goals, driving forces, and resources for the rapid and sustainable development of the country. Alongside this, we must innovate our thinking in lawmaking, shifting from a management-centric approach to a constructive and service-oriented one; abandoning the mindset of prohibiting what we cannot manage and ignoring what we do; and promoting decentralization and delegation of power, assigning tasks to those who can perform them best.
