Cyberspace, with its cross-border nature, anonymity, and rapid dissemination speed, has become fertile ground for hostile forces to sow doubt, distort the truth, and implement a "peaceful evolution" strategy to undermine the Party's ideological foundation.
For Dak Lak – the “heart” of the Central Highlands – the online space is frequently exploited by hostile and reactionary forces to distort ethnic and religious issues and incite division within national unity. The development of the Internet and social media allows the specter of “Degar Protestantism” or separatist ideologies to infiltrate even the smartphones of people in the most remote villages.
Given this situation, if we only focus on "combating"—that is, only removing, refuting, or dealing with harmful information when we see it—we will always be in a passive position. The reality is that fake news can spread to millions of people in just a few minutes, but correction efforts are often slower and less effective in reaching all those who have received the misinformation. Therefore, strategic thinking needs to change: "Combating" is important, but "building" is the root, the sustainable solution.
"Building" here primarily means building political fortitude for each official, Party member, and citizen. When each individual possesses a sufficiently strong internal "filter," they will be able to identify what is informational garbage and what is genuine value. Cultivating knowledge and updating theory in a lively and relatable way, instead of dry slogans, is the way to create natural "antibodies." Furthermore, we need to dominate the online space with official, transparent, and timely information. When the mainstream is positive information, dissenting voices will naturally be pushed back.
"Building" is also linked to spreading humane stories. A beautiful act by a police officer, a respected village elder's example of persuading villagers to abandon outdated customs, or the image of young people starting businesses with local agricultural products, when shared on social media, will carry more weight than a thousand words of advice. This is how we build trust, an intangible asset but one that has the strongest power to protect our ideological foundation.

Creating consensus between the Party's will and the people's aspirations.
Currently, the cyber war knows no boundaries between the front lines and the rear. Every smartphone in the hands of citizens can become a sharp weapon to protect or undermine the ideological foundation. Therefore, the task of "building" must begin with building consensus and understanding between the Party and the people.
To gain public trust, information must first be transparent. In the digital age, silence on pressing issues, especially those related to local security and order, is the biggest loophole for reactionary forces to fabricate stories and incite unrest. Authorities and local governments need to proactively provide information and not shy away from sensitive issues. When people have full and timely access to the truth from official sources, they will no longer need to search for information on unreliable, unverified websites and will not be misled by distorted narratives.
Furthermore, innovating methods of propaganda is an urgent requirement. Protecting the ideological foundation in cyberspace requires multimedia communication products: short videos , eye-catching infographics, or articles with a modern writing style that resonates with young people.
In particular, the role of intellectuals, artists, village elders, respected community leaders, and influential figures on social media at the local level needs to be maximized. They are the "gatekeepers" of public opinion, capable of guiding and spreading positive energy throughout the community. When we build a network of influential people in the community, we create a solid "steel fortress" within the hearts of the people.
Ultimately, the core of "building" lies in the practical results of Party building, rectification, and socio-economic development. There is no stronger counter-argument than the people's increasingly prosperous lives and the increasingly clean government apparatus. When the people's hearts are at peace and their trust is firm, all divisive and distorting schemes, no matter how sophisticated, will crumble.
Protecting the Party's ideological foundation in cyberspace is a long and arduous battle, especially in key areas like Dak Lak. In this battle, by using beauty to overcome ugliness, using positive information to push back negativity, and most importantly, building a strong foundation of public support in the digital space, we not only protect our ideals but also contribute to fostering a healthy, distinctive, and confident online culture in the nation's renewal process.
