Construction of Tuy Loan Interchange: Solution to reduce traffic congestion and promote economy

The project of the intersection of National Highway 14B with the Da Nang - Quang Ngai Expressway and the Hoa Lien - Tuy Loan Expressway (Tuy Loan intersection) is one of the important projects in the area, which has just been approved for investment by the Chairman of the City People's Committee to solve traffic congestion and create momentum for socio-economic development in the area.

Investment scale over 537 billion VND

This intersection has become a traffic hotspot in recent years, especially during rush hours and holidays. Accordingly, the Prime Minister assigned the Ministry of Construction (formerly the Ministry of Transport) to preside over the study of separating Tuy Loan intersection into an independent project, and assigned Da Nang city as the competent authority to implement it.

On August 18, Chairman of the City People's Committee Luong Nguyen Minh Triet signed the approval for the project of the intersection of National Highway 14B with the Da Nang - Quang Ngai Expressway and the Hoa Lien - Tuy Loan Expressway. The project has a total investment of more than 537 billion VND, implemented from 2025 - 2028 in Ba Na commune.

In terms of scale, investment in construction and completion of the interconnecting intersection is based on the principle of making the most of the invested and constructed part of the Da Nang - Quang Ngai expressway project.

In particular, building a bridge on National Highway 14B over the expressway, the first section of the bridge is invested in accordance with the scale of National Highway 14B being deployed; utilizing and expanding the existing bridge of the Hoa Lien - Tuy Loan expressway; expanding the Hoa Lien - Quang Ngai radial branch within the intersection to ensure connection of indirect left turns, synchronous with the scale of the Hoa Lien - Tuy Loan expressway being deployed for construction.

In addition, take advantage of the invested part of 4 direct right turns and continue to invest in completion according to the approved scale; build 4 indirect left turns, build 4 collector roads to serve people's lives...

Reduce traffic congestion, promote economic development

When completed, Tuy Loan Interchange will not only solve the local traffic problem but also bring many great benefits. This will be an important connection point between the main routes, helping vehicles from Da Nang to the Central Highlands provinces to travel more conveniently.

The convenient movement will facilitate investment attraction, tourism development, industry and agriculture in the area. The new design will minimize direct intersections, thereby limiting the risk of traffic accidents.

The Tuy Loan intersection project is a testament to Da Nang's initiative and determination in investing in transport infrastructure, contributing to the overall development of the entire key economic region of the Central region.

Previously, on May 13, 2025, Deputy Prime Minister Tran Hong Ha signed Decision No. 905/QD-TTg officially assigning the People's Committee of Da Nang City to receive and manage the intersection of National Highway 14B with the Da Nang - Quang Ngai Expressway (ie Tuy Loan intersection). The Decision clearly states: Assign the People's Committee of Da Nang City to manage the intersection of National Highway 14B with the Da Nang - Quang Ngai Expressway to meet the needs of smooth traffic in the region, socio-economic development and the ability to allocate local resources.

The People's Committee of Da Nang City is responsible for receiving the assigned Tuy Loan intersection and organizing its implementation in accordance with the assigned purpose; ensuring the scale and level of the project is not lower than the approved road network planning and road infrastructure planning; ensuring resources for investment in construction, management, operation, exploitation and maintenance of the assigned Tuy Loan intersection.

The Ministry of Construction is responsible for handing over Tuy Loan intersection to the People's Committee of Da Nang City; preparing documents to transfer infrastructure assets to the People's Committee of Da Nang City for management, use and exploitation; implementing the provisions of the Road Law and other relevant legal provisions.

The Prime Minister has assigned the Ministry of Construction to preside over the study of separating Tuy Loan intersection into an independent project, and assign Da Nang city as the competent authority to implement it. The capital plan is that the central budget will allocate about 50% of the total investment of the project, the rest will be balanced by the local budget, ensuring compliance with the law and striving to complete it in 2025.

Tuy Loan Interchange plays an important role in connecting Da Nang - Quang Ngai Expressway, Hoa Lien - Tuy Loan Expressway and National Highway 14B, promoting inter-regional socio-economic development, reducing traffic congestion, improving connectivity between industrial zones, urban areas and neighboring areas.

Previously, the intersection was severely degraded, with potholes and potholes affecting traffic order and operational safety. Despite the traffic volume of up to about 15,000 vehicles/day, the overpass project has not been implemented yet, the repair is only temporary.

The Government's assignment of Da Nang City as the investor and capital support, along with the approval of the total investment and specific roadmap from the city, has created strong momentum to speed up progress and overcome the prolonged delay and degradation.
