The 2030 Agenda with 17 Sustainable Development Goals is one of the important pillars for countries to concretize policies, models and actions on their development path. In particular, the development, completion and implementation of policies to promote sustainable production and consumption, economical and efficient use of resources and energy, development of renewable and recycled fuels are of great significance, contributing to improving production and business efficiency, reducing emissions, improving people's quality of life, and moving towards a green and circular economy . Emission reduction, climate change response and sustainable development have been and are becoming the dominant and strong trends in the world.
To date, more and more initiatives promoting sustainable models based on the product life cycle approach such as Sustainable Production and Consumption (SCP) and Circular Economy (CECO) are being valued and prioritized for application in practice. Along with that, initiatives on Energy Efficiency and Conservation (EEC), development of renewable energy sources and Greenhouse Gas Emission Reduction (GHG Emission Reduction) are being promoted to contribute to the implementation of goals and commitments on sustainable development and climate change (CC) of countries, regions and the world.
Sustainable and trustworthy partner
Sharing at the Vietnam - EU Cooperation Forum 2024, Ms. Nguyen Thi Lam Giang - Director of the Department of Energy Saving and Sustainable Development, Ministry of Industry and Trade said: In addition to political determination and national efforts, Vietnam chooses to promote international cooperation, especially with countries and regions with outstanding resources and experience. In particular, the EU is one of the leading regions in promoting sustainable development, energy transition, green transformation and emission reduction, and circular economy. Based on the close, positive, and long-term cooperative relationship with Vietnam, the EU has become one of Vietnam's major and reliable partners in sustainable development, especially in sustainable energy transition and green transformation.
Ms. Nguyen Thi Lam Giang - Director of the Department of Energy Saving and Sustainable Development, Ministry of Industry and Trade shares Vietnam's orientations on sustainable production and emission reduction.
" One of the biggest EU supports for the Industry and Trade sector today is the Vietnam - European Union Sustainable Energy Transition Program. The financial agreement of the Program was signed on December 31, 2021, with 02 components (1) Support for rural electrification projects in Vietnam and (2) support for the National Energy Efficiency and Renewable Energy Program for the period 2019 - 2030 (VNEEP3 Program) of Vietnam.
In addition to the above cooperation, EU member countries also have other cooperation activities in implementing international commitments on climate change and sustainable development such as the Just Energy Transition Mechanism as well as many other bilateral activities. These are very meaningful cooperation activities that the Ministry of Industry and Trade hopes will be implemented most effectively in the coming time, " Ms. Lam Giang added.
Policy development and improvement
In Vietnam, the policy system on promoting Sustainable Development has been basically formed, clearly reflected in documents of the Party, Government and State, specifically: Resolution No. 136/NQ-TW dated September 25, 2020 on Sustainable Development; Decision 622/QD-TTg on the National Action Plan to implement the 2030 Agenda for Sustainable Development; Law on Environmental Protection 2020; Socio-economic Development Strategy for the period 2021-2030; National Strategy on Climate Change and National Action Plan on Green Growth; Law on Energy Efficiency and Conservation and strategies, policies and regulations on renewable energy, energy conservation, climate change response, and circular economy in Vietnam.
In these documents, the tasks and solutions for implementation have been identified, with a focus on prioritizing the development and completion of legal policies towards sustainability, (ii) promoting the application of sustainable models, developing the market for green raw materials, recycling and strengthening cooperation for sustainable development. At the same time, the roles and responsibilities of ministries (including the Ministry of Industry and Trade) have been defined.
Sustainable development is a consistent policy of our Party and State and is an issue that attracts the attention of society.
In order to carry out the assigned tasks, in recent years, the Ministry of Industry and Trade has focused on coordinating with domestic and international agencies and organizations in the implementation of priority tasks and activities, including: Building and perfecting legal policies on sustainable and efficient use of renewable energy, renewable energy, climate change response and green growth, specifically the Power Plan VIII, the Action Plan on Climate Change Response and Green Growth of the Industry and Trade sector to 2030 with a vision to 2050; Promoting greening, applying sustainable models of sustainable production and consumption, and circular economy in potential sectors. Sustainable models are focused on not only being applied in production, but are gradually expanding to the fields of trade and consumption, approaching the product life cycle.
Although the tasks and activities to promote sustainable development in the industry and trade sector have received attention and focus, there are still many difficulties and challenges. This stems from subjective and objective reasons such as: the prolonged impact of the Covid pandemic; fluctuations in the regional and global economy; the scope of new areas of sustainable development such as climate change and circular economy is quite wide and complicated, making it difficult to approach and implement in practice.
In addition, policies on sustainable development, especially in the field of climate change and circular economy, are not comprehensive, including a lack of relevant regulations, guidelines, and technical standards; Difficulties also come from a number of causes such as: access to information on international policies and regulations on sustainable development, exchange of experiences and learning about innovation in applying sustainable business models; the ability to attract investment, support green finance; innovate technology application; development cooperation and sustainable linkage in the chain is still limited.
Promoting international cooperation towards sustainability
Based on identifying the opportunities and challenges of the PTBV sector of the Industry and Trade sector and the practical needs of sustainable development and international trade integration of enterprises, the Ministry of Industry and Trade will focus on prioritizing activities and tasks to promote sustainable production and reduce emissions such as researching, reviewing, perfecting, developing, promulgating and guiding enterprises to implement Green Regulations and Standards such as standards on Circular Economy, ecological design, EGS standards (environmental governance and society); standards on raw materials, recycled products; policies to promote the development of green industries (renewable energy, waste recycling, etc.), policies to reduce emissions, develop carbon markets, etc.
At the same time, continue to promote pilot application and replication of Cleaner Production and Efficient Resource Use models; prioritize the application of waste recycling models, sustainable product design models, industrial symbiosis models, ecological industrial clusters, sustainable and circular chain development; Promote sustainable business certification and eco-labeling activities; as well as promote sustainable trade and export of green products; Strengthen linkages in sustainable production and consumption.
Increasing the attraction of green investments in Vietnam
Also in the coming time, in order to promote sustainable development of the Industry and Trade sector, strengthen international cooperation towards sustainability between the EU and Vietnam, the Ministry of Industry and Trade recommends promoting cooperation activities with the EU as well as asking businesses to participate in the following activities:
Firstly , cooperation in the field of green finance through capacity building for agencies and financial institutions; supporting businesses to access green finance.
Second , technical support in applying PTBV toolkits to support businesses in innovating their business strategies towards sustainability, implementing EGS standards, applying sustainable models in potential fields (textiles, footwear, electronics, beverages, food, packaging, plastics, chemicals, etc.)
Third , cooperation and linkage to promote trade and investment between the EU and Vietnam for green technologies, materials and products; promote sustainable circular chains through supporting connections and linkages between suppliers, businesses, brands, customers and stakeholders in the chain.
Fourth , strengthen cooperation, experience exchange and technical support in the field of economical and efficient energy use, including: Exchange and transfer of solutions and technologies for economical and efficient energy use; Share experience in developing and implementing legal regulations on economical and efficient energy use, standards and technical and economic norms on economical and efficient energy use in industry, transportation, construction, energy management and auditing; Share experience in developing regulations and implementing, checking compliance with energy labels for industrial products on the market;
Fifth , strengthen cooperation, experience exchange and technical support in the field of climate change response within the framework of the Industry and Trade sector through the exchange and transfer of solutions and technologies for carbon capture-use-storage; Share experiences in calculating carbon footprints, carbon markets and related issues; Share experiences and technologies in measuring, reporting, assessing greenhouse gas emission reduction and greenhouse gas inventory;
Sixth , support training, capacity building, human resource training from state management, policy makers to technical level, enterprises,... on policies, regulations, international standards on energy saving, climate change response and sustainable development and sustainable models, prioritizing in the fields of energy saving and efficiency, SXTDBV, KTTH, climate change response and green growth, energy auditing and management, carbon credit, greenhouse gas emission inventory of energy and industry sectors.
On December 31, 2021, Minister of Industry and Trade Nguyen Hong Dien, authorized by the Government of Vietnam and the Representative of the European Union, signed the Financial Agreement for the Vietnam - European Union Sustainable Energy Transition Program (SETP Program) with a total capital of 142 million Euros, focusing on supporting rural electrification projects and supporting activities of the National Energy Efficiency and Renewable Energy Program for the period 2019 - 2030 (VNEEP3 Program) of Vietnam. Experiences and successful lessons from EU countries show that policy development and improvement, promoting innovation in applying modern technology, applying sustainable models in potential sectors and strengthening sustainable cooperation are prerequisites to promote sustainable development, create economic and social environmental values for people, businesses and communities in the region and spread sustainable values globally. |
