On June 9, 2014, the Party Central Committee (11th tenure) issued Resolution No. 33-NQ/TW on building and developing Vietnamese culture and people to meet the requirements of sustainable national development. Resolution No. 33 sets out the goal of building a comprehensively developed culture and people, aiming at truth - goodness - beauty, imbued with national spirit, humanity, democracy and science. A decade of implementing the Resolution has brought about many positive results, contributing to the comprehensive promotion of socio -economic life and arousing humanistic values in the community.

Implementing Resolution No. 33, the Provincial Party Executive Committee has specified the objectives of the Resolution in Action Program No. 37-CTr/TU, dated July 22, 2014; directed Party committees and authorities at all levels to specify them in socio-economic development programs, plans and projects of localities, agencies and units, focusing on effective implementation to contribute to building a healthy cultural life and environment. Mr. Nguyen Anh Tuan, Deputy Director of the Department of Culture, Sports and Tourism, said: After 10 years of implementing the Resolution, the movement "All people unite to build a cultural life" has been focused on, deeply penetrating the awareness of all levels, sectors and people. Some cultural indicators have increased: by the end of 2023, the whole province will have 93.2% of cultural households; 91.8% of cultural residential areas; 100% of communes, wards and towns have planned and built commune-level cultural and sports centers. The gap in cultural enjoyment between urban and rural areas has gradually narrowed, preventing the decline and degradation of social ethics. The results of the movement such as building cultural families, cultural residential areas, implementing civilized lifestyles in weddings, funerals and festival organization... have contributed to comprehensively promoting socio-economic life, ensuring security and national defense in the province.
In Thai Binh city, promoting cultural values and resources to create motivation to build the city into a modern urban area, in recent years, many works serving the cultural life of the people have been inaugurated and put into use such as Ky Ba park, Ty Ruou lake, 30/6 park... In addition, grassroots cultural institutions in villages and residential groups have received investment and upgrading attention, sports and cultural activities have taken place enthusiastically and widely with 35 poetry clubs operating regularly and effectively, each residential area has at least 1 folk dance club... From 2014 to now, in the city, 33 relics have been supported to be restored and embellished with a budget of tens of billions of VND.
Ms. Ha Thi Thu Phuong, Permanent Vice Chairwoman of Thai Binh City People's Committee shared: Looking back at 10 years of implementing Resolution No. 33, the city's cultural facilities and equipment have been gradually standardized and synchronized. The team working in cultural work is increasingly professional. The urban cultural and civilized lifestyle has many clear changes. The picture of the city today has not only changed in appearance to become spacious and modern, but the cultural and civilized lifestyle has spread to every agency, unit, community and citizen of the city.
Culture is the foundation of development
After the implementation of the Resolution, the construction of a healthy cultural environment has truly become a good condition to help shape the personality of people with a cultural lifestyle, promote the traditions of the homeland, and develop new cultural values. Determining that the young generation is placed at the center of the human development strategy, from the province to the grassroots level, attention has been paid to organizing political activities, innovating educational forms to attract young people to major political events and major holidays of the country. From 2019 to now, the Youth Union chapters at all levels in the province have organized nearly 4,700 activities to educate about traditions and patriotism, attracting over 760,800 union members and young people to participate. In particular, at the provincial level, in early 2024, the Standing Committee of the Provincial Youth Union organized the forum "Thai Binh Youth with the task of preserving and promoting national cultural values, participating in cultural revival in the new era" in the form of direct and online combination with over 2,600 union members and young people participating, attracting over 10,000 accesses on digital platforms. Mr. Nguyen Ba Cat, Deputy Secretary of the Provincial Youth Union informed: In the face of the increasingly profound impacts of international integration and the influence of foreign cultures, one of the solutions promoted by the provincial Youth Union chapters in the coming time is to continue to effectively implement the campaign "One good news every day, one beautiful story every week" on cyberspace to share and spread good information, beautiful images, stories with humane values, humane lifestyles, creating a positive trend of good things in life, contributing to overpowering bad and toxic information. In addition, Thai Binh youth are pioneers in participating in digital transformation. Through training, coaching, and advanced training activities for union members and youth in the province, they will contribute to forming a generation of "Thai Binh digital citizens" in the coming time.
Young generation preserves and promotes national art.
From the achievements of 10 years of implementing Resolution No. 33, all levels, sectors and localities continue to have positive solutions to develop Thai Binh culture and people in the new period. Mr. Dinh Trong Xa, Secretary of Quynh Phu District Party Committee shared: The cultural sector has played a very important role in the development of the district over the past years. In order to continue to effectively implement the Resolution, Quynh Phu district pays special attention to innovating regular propaganda work to all classes of people. In addition, the district is determined to review, complete, upgrade and build cultural houses in villages and residential groups because these are important cultural institutions, directly associated with the spiritual and cultural life, and are places for community activities of the people. Through the organization of traditional festivals, cultural and artistic activities, physical training and sports taking place in all residential areas, and the inspection and supervision work in the cultural sector being strengthened, it will contribute to preserving and developing the unique beauty of traditional culture.
One of the key tasks in the coming time that was put forward at the conference summarizing 10 years of implementing Resolution No. 33 of the province is to complete and soon issue mechanisms and policies to promote cultural development. With the consensus and efforts of Party committees and authorities at all levels, the response and cooperation of all classes of people, the "endogenous" strength of culture will become a great resource, contributing to realizing the socio-economic development goals of the province.
