The incident, which took place at a railway crossing in Phuoc Luong village, An Cu commune, Tuy An district (Phu Yen province) – now O Loan commune ( Dak Lak province ) – was captured on camera by a reporter at 10:30 AM on the same day. At that time, a woman brought a makeshift cart made of an iron frame and ball bearing wheels onto the Trans-Vietnam railway line at the guarded crossing in Phuoc Luong village, then lifted four bags of packaged Cargill brand animal feed onto the cart to pull it northward.

When the reporter from the People's Police Newspaper took photos, the woman remained silent, pausing for only a few seconds before calmly pulling her makeshift cart along the railway tracks.
What's particularly concerning is that this woman used a makeshift vehicle placed on the railway tracks right at a level crossing guarded by a crossing guard to load and transport bags of animal feed. This was happening openly in broad daylight; how could the railway crossing guard from Phu Khanh Railway Joint Stock Company not detect it and prevent a potential accident?!
Upon receiving the information from the reporter via telephone that morning, Mr. Nguyen Hung Dung, Chairman of the People's Committee of O Loan commune, acknowledged the issue and stated that he would direct an investigation to handle it according to the law.
