The agencies and units under the People's Committee of Hai Phong City are planning to merge 12 departments into 6, including: merging the Department of Planning and Investment and the Department of Finance; the Department of Transport and the Department of Construction; the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development; the Department of Culture and Sports and the Department of Tourism; and the Department of Information and Communications and the Department of Science and Technology. Hai Phong will also merge the Department of Labor, War Invalids and Social Affairs and the Department of Internal Affairs, transferring the function of managing vocational education to the Department of Education and Training, and transferring the function of state management of social protection, children, and prevention of social evils to the Department of Health.
