Accordingly, Vice Chairwoman of Ho Chi Minh City People's Committee Tran Thi Dieu Thuy has just signed a document directing relevant departments and agencies to implement the inspection conclusion of the City Inspectorate on the activities of the American International School Vietnam Primary, Secondary and High School (AISVN International School).
AISVN International School shows signs of appropriating parents' property
To implement the inspection conclusion, the City People's Committee also assigned the City Police to direct the Investigation Police Agency and the City Police to receive information and documents for review and handling according to the provisions of law against the American International Education Joint Stock Company AIS.
Review and handle according to the provisions of law for American International Education Joint Stock Company AIS in raising capital through various types of loan contracts or educational investment contracts for the purpose of training and educating students, but the school used it to pay interest on loans of 120.4 billion VND;
Failure to check and control the collection, expenditure and use of mobilized funds led to false payments for volumes with a total value of more than VND 1,219 billion (Toan Cau Architecture Construction Joint Stock Company with a total value of more than VND 1,152 billion and Cao Lo Consulting and Construction Company Limited with a contract value of more than VND 67.1 billion) but without related documents;
The cost of unfinished construction investment according to the books is more than 1,745 billion VND (of which there are no invoices or documents, more than 1,467 billion VND, accounting for 84%).
The school has paid and liquidated 159 educational investment contracts (total amount of more than 404 billion VND) with repayment terms from 2024 to 2038, while there are currently 321 contracts due from 2018 to 2023 (total amount of more than 717.7 billion VND) but not yet paid, showing signs of abuse of trust to appropriate property of parents of students.
In addition, Ho Chi Minh City Police were also assigned to clarify the case of Cao Lo Consulting and Construction Company Limited, whose director is Mr. Le Van Linh, who is also an employee of the project department of Tri Thuc Resource Management Joint Stock Company, responsible for supporting construction supervision and stamping to confirm construction quality management records.
The management and payment of salaries to employees are carried out by Tri Thuc Company and 247 Investment Service Trading Joint Stock Company, with Mr. Ho Quang Trung as Chairman of the Board of Directors, General Director, and also Vice Chairman of the Board of Directors of AIS American International Education Joint Stock Company. Thus, the two companies above have dependent relationships in terms of economics , finance, management, and operation.
Check the issuance of financial invoices for companies providing services to the school
Considering the recommendation of the City Inspector, the Chairman of the Ho Chi Minh City People's Committee directed the Chairman of the Board of Directors of AIS American International Education Joint Stock Company to organize an inspection and review to correct the accounting of revenue and expenditure that led to violations as stated in the inspection conclusion of the City Inspector;
Fully implement the conclusions and recommendations of the interdisciplinary working group on inspecting the operations of AIS American International Education Joint Stock Company (investor) and AISVN International School.
At the same time, the Head of the Tax Department of Region II was assigned to inspect and review the issuance of financial invoices for 247 Investment Service Trading Joint Stock Company in providing technical services, support, cleaning, security, environmental landscape; bus driving and bus guardian services... for AISVN International School, with a total value of more than 189 billion VND in 5 years (period from 2019 - 2023), but by the time of inspection, the school had not provided related invoices and documents.
Inspecting and evaluating the operations of private schools in Ho Chi Minh City
The Chairman of the Ho Chi Minh City People's Committee also assigned the Director of the Department of Education and Training to continue monitoring AISVN International School in overcoming the contents stated in Decision No. 2042 of the Ho Chi Minh City Department of Education and Training.
In addition, develop a plan to inspect and evaluate the operations of private schools in Ho Chi Minh City in general in implementing the curriculum; collecting and managing tuition fees; service prices in the field of education and training, especially private schools, so that schools operate in accordance with legal regulations and promptly handle violations when they are detected to limit the occurrence of difficult-to-remedy consequences.

On March 30, the new group of investors of AISVN International School notified parents, denouncing "the illegal behavior of Ms. Nguyen Thi Ut Em".
According to this new group of investors, they have officially received the handover of all facilities and management rights of AISVN International School from Ms. Nguyen Thi Ut Em (Chairwoman of the Board of Directors of AISVN International School - PV) since September 2024.
At 4:00 p.m. on March 26, Ms. Ut Em claimed to be the "school owner" and led a group of staff and parents to the school gate, inciting, vandalizing, and intentionally retaking the school.
"This action was carried out under the name of a legal entity that has been suspended and using a seal that is no longer legally valid (there is a written request to revoke the seal from the competent authority). This is a serious violation of the law. We were forced to report to the competent authority to restore order and ensure safety," said the new group of investors.
At that time, speaking to Tuoi Tre Online, Ms. Ut Em said: "I went to school to get important documents and papers but they did not let me in. So I called someone to open the school door."
