According to the Ministry of Education and Training, in the 2025 university admission process, the Ministry will provide technical support to training institutions (hereinafter referred to as universities) on the general admission support system regarding: admission information, candidates' admission registration wishes, high school graduation exam scores, graduation exam scores, competency assessment test scores, thinking, V-SAT (if any), high school academic performance scores (for candidates studying grade 12 in 2025), evidence of priority and admission software...

The Ministry of Education and Training noted that the system for processing admission requests does not consider admission requests on behalf of universities, but only filters out candidates who have passed higher admission requests to other universities from the expected admission list that universities send to the system. The system does not have the function of adjusting the quotas and benchmarks that universities have determined.

Universities will receive full priority information of candidates after they register for admission on the system. Universities organizing admissions are not allowed to set out requirements that cause inconvenience to candidates contrary to the Government 's regulations on abolishing the requirement to submit and present household registration books and certificates of residence information when carrying out administrative procedures. They must strictly comply with and uniformly implement the regulations on the admission list. The official list of candidates admitted to the university is the list that the admission application processing system sends back to the university (based on the list of candidates expected to be admitted by the university uploaded to the system) after processing the application for the last time on August 20. Universities are absolutely not allowed to adjust this official admission list.

Universities that simultaneously use multiple combinations, methods, and foreign language certificates for a major or group of majors for admission (hereinafter referred to as majors) must determine and publicly announce the conversion rules equivalent to the input threshold and admission score, and conditions for receiving application documents for admission according to the instructions of the Ministry of Education and Training.

Candidates only register for admission by major. Therefore, universities that use many methods and combinations for admission must consider all methods and combinations for candidates (if they meet the regulations) according to the announced admission information.

For foreign language certificates used to exempt high school graduation exams according to current high school graduation exam regulations, universities can convert them into foreign language subject scores to include in the admission subject group with the weighted score not exceeding 50%. The conversion must ensure that different levels of foreign language proficiency have different conversion scores.

REQUIREMENTS FOR CORE SUBJECTS IN THE ADMISSION COMBINATION

The new content added compared to the draft guidance is that the Ministry of Education and Training sets out requirements for universities in developing admission methods (combinations, independent tests). Accordingly, subject combinations or independent assessment tests used for admission must be developed scientifically , practically and ensure the selection of candidates with basic knowledge and core competencies suitable for the training program, in which a number of requirements must be met.

Specifically, in cases where a university or college training program requires basic knowledge in a certain subject, the university must specify an entry threshold for that subject to ensure that the candidate has studied that subject in high school. For example, a medical training program that requires basic knowledge in biology must specify a requirement for high school biology scores or high school graduation exams.

Universities must specify the minimum percentage of core content (related to the major) that a candidate must achieve in the total score of the exam. For example, when considering admission to a mathematics major using an independent assessment test, universities must clearly specify the percentage of math scores in the exam.

The Ministry of Education and Training also allows for exceptions, such as not requiring the above requirements to be applied to language training majors where learners start from a basic level (for example, learning French from scratch). Or majors such as technology pedagogy or information technology pedagogy can also have appropriate adjustments.

Bonus points, priority points

With bonus points for candidates that schools base on achievements in the admission application, the Ministry of Education and Training requires a maximum bonus of 10% according to the review scale and added before adding priority points (regional priority, subject priority).

Schools must implement a unified and synchronized priority score (regional priority, subject priority) in accordance with the regulations in the admission regulations issued by the Ministry of Education and Training. In case of admission based on a scale other than 30 points, the university must determine the corresponding priority score as the 30 points scale according to the admission regulations. The university stipulates the secondary criteria for candidates with outstanding abilities (if any) to ensure that the admission score is not greater than the maximum score, including priority points and bonus points (if any).
