Trial of embezzlement case of 50 billion VND at Coast Guard Command

In this case, 7 defendants were prosecuted for embezzlement of property, including: Nguyen Van Son, former lieutenant general, former commander; Hoang Van Dong, former lieutenant general, former political commissar; Doan Bao Quyet, former major general, former deputy political commissar and chief of political affairs; Pham Kim Hau, former major general, former deputy commander and chief of staff; Bui Trung Dung, former major general, former deputy commander; Nguyen Van Hung, former colonel, former director of the Technical Department; Bui Van Hoe, former lieutenant colonel, former deputy head of the Finance Department.

In 2019, the Technical Department was allocated 179 billion VND from the budget to purchase materials and equipment for units. Former Lieutenant General Nguyen Van Son requested former Director Nguyen Van Hung to withdraw 50 billion VND to transfer back to the General Department.

To facilitate the embezzlement, defendant Son directed defendant Bui Van Hoe to cut all the budget for maintaining and repairing equipment of the 4 coast guard regions, in order to have more money to allocate to the Technical Department. Following the direction of his superiors, defendant Hung requested 6 heads of departments under the Technical Department to withdraw 50 billion VND when spending the budget and transfer it to the head of the BTL. The heads of departments then discussed with the contractor to increase the price of materials and equipment.

From December 2019 to January 2020, the contractors transferred 50 billion VND to the department heads; the department heads transferred it to defendant Hung, who then transferred it to defendant Son. Defendant Son divided 10 billion VND between himself and defendants Dong, Hau, Quyet and Dung.
