Industrial wastewater treatment: The foundation for sustainable development

( Quang Ngai Newspaper) - Investing in a centralized wastewater treatment system to ensure environmental criteria in industrial development is a requirement for our province today. This is also an important factor in attracting investment, contributing to ensuring sustainable development.

Overload handling system

Currently, there are 4 centralized wastewater treatment stations in Dung Quat Economic Zone and the provincial industrial parks. They are the Saigon - Dung Quat Industrial Park Wastewater Treatment Station, Quang Phu Industrial Park Centralized Wastewater Treatment Station, Tinh Phong Industrial Park Centralized Wastewater Treatment Station (budgetary investment) and VSIP Quang Ngai Industrial Park Wastewater Treatment Station (invested and operated by VSIP Quang Ngai Company Limited). The wastewater treatment stations of Quang Phu Industrial Park and Saigon - Dung Quat Industrial Park are managed and operated by Quang Ngai Infrastructure Investment, Construction and Business Company Limited (QISC); the Tinh Phong Industrial Park Wastewater Treatment Station is operated by the Environmental Monitoring Technical Center (Dung Quat Economic Zone Management Board and the provincial industrial parks).

In particular, the Saigon - Dung Quat Industrial Zone Wastewater Treatment Plant was invested and put into operation in 2003; the treatment capacity reached 2,500 m³/day and night. The plant is installed with modern technology, with the function of collecting and treating all wastewater from factories and enterprises in the Saigon - Dung Quat Industrial Zone. However, because the investment was made 20 years ago and has not been upgraded, it is currently unable to meet the wastewater treatment needs of enterprises. Many enterprises here, during their operations, have the need to increase capacity and expand their scale, but have not been approved, due to the asynchronous wastewater treatment system.

As for the Quang Phu Industrial Park Wastewater Treatment Plant, it was invested and put into operation in 2010. The plant has a treatment capacity of 6,000m³/day and night, collecting and treating wastewater from factories and enterprises in Quang Phu Industrial Park, ensuring that the wastewater after treatment meets column B according to Vietnamese standard TCVN 5945:2005. However, according to the current assessment of the managing unit, the plant only has the capacity to connect, receive and treat about 50% of the wastewater from factories and enterprises. For many years, seafood processing plants in Quang Phu Industrial Park have requested the management unit to allow connection and wastewater treatment, but this has not been resolved because this wastewater treatment plant is overloaded. Therefore, during operation, the factories and enterprises have emitted foul odors, affecting the lives of people living near the industrial park.

For the Tinh Phong Industrial Park Wastewater Treatment Plant, phase 1 has just been put into operation, connecting, receiving, and treating wastewater for about 50 enterprises. Currently, there are still some enterprises that are not allowed to connect, due to exceeding the design capacity. As for the VSIP Industrial Park Wastewater Treatment Plant, the capacity is 7,000 m3/day and night, but is currently being increased to 12,000 m3/day and night to meet the needs of factories and enterprises.

Need to be invested

According to the general planning for the construction of Dung Quat Economic Zone until 2045, to ensure conditions for attracting investment, Quang Ngai needs to urgently invest in centralized wastewater treatment plants. The Management Board of Dung Quat Economic Zone and the provincial industrial parks have developed an environmental protection plan for Dung Quat Economic Zone until 2030, with a vision to 2045; at the same time, adjusting and supplementing the environmental monitoring network of Dung Quat Economic Zone. This is a key task, a decisive factor in the implementation of state management in the development of Dung Quat Economic Zone. In addition, according to the provisions of the Law on Environmental Protection in 2020, the province must invest in a centralized wastewater treatment system to ensure sufficient conditions to attract investment in Dung Quat Economic Zone.

Recently, the Dung Quat Economic Zone Management Board and the provincial industrial parks organized a workshop to develop an environmental protection plan until 2030, with a vision to 2045. Experts said that the province needs to pay attention to investing in wastewater drainage infrastructure in a synchronous, modern direction, with sufficient capacity to receive and treat industrial wastewater from factories and enterprises. That is a necessary and sufficient condition to exploit the potential and advantages of this key economic zone. The current trend, deep participation in the world economic integration requires that enterprises' products must be environmentally friendly. If the environment is not guaranteed, enterprises will not invest, because the products made will not be qualified to participate in the market.

Deputy Head of the Management Board of Dung Quat Economic Zone and Industrial Zones of the province, Dam Minh Le, said that the management board is assessing the trends and developments in environmental quality in Dung Quat Economic Zone. At the same time, it is completing the list of tasks to be implemented in the period of 2023 - 2030, with a vision to 2045; updating the environmental monitoring network in Dung Quat Economic Zone in accordance with the national planning. From there, it will propose an appropriate environmental protection strategy. In the immediate future, it is necessary to mobilize resources to upgrade and renovate the existing wastewater treatment system; invest in additional wastewater treatment stations in areas where there are none, ensuring that they meet the needs of enterprises.
