On the morning of October 4, at the press conference of the Provincial People's Committee, Mr. Le Quang Trung - Director of Lam Dong Department of Construction said that through inspection, a number of violations were discovered at two projects: Dai Tung Lam Hoa Sen Spiritual Tourism Area and Thien Ma - Madagui Horse Racing Course (both in Da Huoai district, Lam Dong) such as illegal construction on agricultural land, construction not in accordance with approved planning.

Providing information to the press about the handling of two projects that have recently attracted public attention in the area, the Director of Lam Dong Department of Construction said that through inspections of the two projects Dai Tung Lam Hoa Sen Spiritual Tourism Area and Thien Ma - Madagui Horse Racing Course, the authorities discovered a number of violations related to construction.
At the Thien Ma - Madagui Horse Racing Course - Polo Club and Horse Performance Project of Thien Ma - Madagui Horse Racing Joint Stock Company, there are a number of construction items that are not licensed on agricultural land that has not changed the land use purpose; there are 3 constructions that are not in accordance with the approved planning.
The above violations are handled by the Department of Construction according to the provisions of the Land Law. Currently, the investors have dismantled the inappropriate constructions. At the same time, the investors are completing the documents and adjusting the project according to the instructions of the competent authorities. The handling of violations is under the authority of the People's Committee of Da Huoai district and the locality is implementing.
The Dai Tung Lam Hoa Sen Spiritual Tourism Area Project in Da Huoai District is invested by Hoa Sen Investment Group Company Limited (Hoa Sen Group), with a scale of 526 hectares. Previously, in June 2022, the People's Committee of Lam Dong province issued a document suspending all construction activities at the Dai Tung Lam Hoa Sen Spiritual Tourism Area project.
During the investor’s construction of the project, the authorities discovered about 30 illegal constructions, including roads, houses and other structures. In addition, the investor also dug up a hill opposite the project to get soil and rocks for leveling the ground, filling up almost the entire Tien stream, a famous tourist destination in the middle of the Madagui forest.
The Thien Ma - Madagui Horse Racing Course project - Polo Club and Horse Show of Thien Ma - Madagui Horse Racing Joint Stock Company (abbreviated as Thien Ma - Madagui Horse Racing Course project) has a scale of 70 hectares in village 4, Da Oai commune, Da Huoai district, Lam Dong. The project was first granted an investment certificate in 2011, the project's operating period is until 2056. During the implementation process, the project investor committed a number of violations, the project progress was prolonged, slower than the regulations.
Previously, on August 25, 2023, the People's Committee of Da Huoai district issued Decision No. 613/QD-XPHC on administrative sanctions in the field of land against Thien Ma - Madagui Horse Racing Joint Stock Company when this unit had a series of violations at the Thien Ma - Madagui Horse Racing Project with a fine of 80 million VND along with the need to restore the original condition of the land before the violation.
Accordingly, the enterprise was forced to demolish and relocate the construction of corrugated iron roof structures, steel trusses, brick walls, and cement floors at 16 locations without permission from the authorities on agricultural land for perennial crops with an area of 6,429 square meters.
The authorities determined that at the Thien Ma - Madagui Horse Racecourse Project, there were administrative violations such as using agricultural land that is not rice land, not protective forest land, not special-use forest land, not production forest land for other purposes not permitted by competent state agencies as prescribed in Point d, Clause 1, Article 57 of the Land Law.
