(NLĐO) - The Chairman of the People's Committee of Ho Chi Minh City has just directed several tasks to reduce traffic congestion during the year-end period, such as reviewing the temporary use of sidewalks, resolving congestion within 48 hours, etc.


The Chairman of the Ho Chi Minh City People's Committee, Phan Van Mai, has just signed a document directing agencies and units to implement solutions to ensure traffic safety and reduce congestion in the city.

The Ho Chi Minh City People's Committee stated that the implementation of the 2024 Law on Traffic Order and Safety and Decree 168/2024 has led to positive changes in traffic order and safety in the city.

However, due to increased demand for goods transportation and people's travel during the end of the year, traffic density has been high, especially on central roads, leading to an increase in prolonged traffic congestion on many routes from the beginning of 2025 to the present.

Review the temporary use of sidewalks.

Therefore, the Chairman of the People's Committee of Ho Chi Minh City requested the City's Traffic Safety Committee to coordinate with relevant agencies and units to implement feasible solutions to immediately address traffic congestion at intersections in the city. In particular, the focus should be on implementing these solutions within 24-48 hours.

Simultaneously, review and propose the temporary use of sidewalks for traffic activities during the end-of-year period.

The City Traffic Safety Committee must strengthen coordination in inspecting, surveying, and evaluating the management and use of roadbeds, sidewalks, and pavements in the area: focusing surveys on areas and intersections where illegal encroachment on roadbeds and sidewalks for business, parking, and causing traffic congestion frequently occurs.

The task of monitoring and compiling weekly reports on traffic safety and congestion in the city will be carried out by the Ho Chi Minh City People's Committee from now until February 15th.

Continue to open the right turn lane.

The Department of Transportation is tasked with reviewing, rectifying, and promptly adjusting shortcomings in traffic organization, especially information and feedback related to traffic signal malfunctions; and addressing limitations and inadequacies in the system of traffic signs and directional signs for vehicles, ensuring they are consistent with the actual traffic situation.

Continue to review and open right-turn lanes or arrange continuous right-turn, left-turn, or straight-ahead lanes for some or all vehicles when participating in traffic in certain areas, ensuring safe and appropriate conditions.

The study, in coordination with the Ho Chi Minh City Police, proposes adjusting traffic light durations to better suit actual traffic conditions and address the issue of vehicles stopping for extended periods at intersections while waiting at traffic lights.

After installation, continued monitoring and evaluation are necessary to ensure feasibility and effectiveness, and to avoid installation in unnecessary locations. This could lead to drivers developing a habit of disregarding traffic signals, causing traffic safety hazards and creating difficulties for pedestrians and people with disabilities when crossing the road at designated pedestrian crossings.

At intersections that are three-way junctions and meet safety requirements, a solution is to allow vehicles to continuously turn right to reduce traffic congestion.

The Chairman of the People's Committee of Ho Chi Minh City has instructed the City Police to direct traffic police forces to strengthen coordination with local police to regulate traffic in crowded areas and intersections prone to congestion during peak hours, holidays, and Tet (Lunar New Year).

Continue to strengthen patrols and inspections, combined with guidance and public awareness campaigns, and strictly handle violations of the Law on Traffic Order and Safety.

"However, during the penalty process, it is necessary to verify and clearly identify the causes and conditions leading to the violations in order to consider handling them in a 'fair and reasonable' manner, with specific explanations so that people understand the regulations of the law and traffic rules," the Chairman of the People's Committee of Ho Chi Minh City directed.
