Through monitoring the online environment, the Cyber ​​Security and High-Tech Crime Prevention Department of the Hanoi City Police discovered a Facebook account posting information related to a traffic accident that occurred on March 5, 2024, on Tran Cung Street, Cau Giay District, Hanoi, with the following content: "It has been determined that the woman allegedly related to the Minister of Transport, whose name is TO Lan Huong (the article wrote it in reverse as LHT), is the one who caused the accident and is being protected by the police like a king or general, which is causing the most public outrage. The Facebook link is below."

On March 10, 2024, the Cyber ​​Security and High-Tech Crime Prevention Department of the Hanoi City Police, in coordination with the Internal Political Security Department and the Thanh Oai District Police, summoned the owner of the aforementioned Facebook account, Mr. VST (born in 1986; residing in Cu Khe, Thanh Oai, Hanoi), to the police station for questioning.

At the police station, the individual admitted to posting false information. The Cyber ​​Security and High-Tech Crime Prevention Department has compiled a file to penalize the violator.

The Cyber ​​Security and High-Tech Crime Prevention Department of the Hanoi City Police has compiled a file and issued an administrative penalty decision against Mr. VST for the act of "Providing and sharing false information, untrue information, distorted information, slander, and insulting the reputation of agencies, organizations, and the honor and dignity of individuals" according to point a, Clause 1, Article 101 of Decree 15/2020/ND-CP of the Prime Minister.

The total fine for this case is 7.5 million VND.
