In the 2020-2025 term, the former Xuan Phu and Lang Minh communes have made efforts to carry out local political tasks and achieved many positive results. To exploit the advantages and potentials of the commune in the new development space, immediately after its establishment, the Xuan Phu Commune Party Committee immediately set about positioning the local development in the future.

Positioning Xuan Phu in the overall development of the province

Party Secretary and Chairman of Xuan Phu Commune People's Council Lai The Thong said: After the merger, Xuan Phu Commune has a natural area of more than 5,562 hectares; more than 29,400 people, of which religious followers account for more than 59% and ethnic minorities account for more than 28%.

The people of the commune mainly live on agriculture. In the 2020-2025 term, the average economic growth rate of Xuan Phu commune is 8.02%/year; people's lives are gradually improved...

However, compared to the advantages of Xuan Phu commune with abundant agricultural land, hard-working people, and a convenient traffic location with national highways, provincial roads, and expressways passing through... the economic scale of the commune is still not commensurate with its potential; growth quality is still modest; infrastructure has not met development needs...

To develop Xuan Phu strongly in the new space after the merger is the concern of the local leadership team. In order to contribute to solving this problem, the Party Committee of Xuan Phu commune has just organized a scientific seminar, inviting experts, scientists, commune leaders of different periods and retired cadres in the area to give advice to the locality on the development orientation of Xuan Phu commune in the future.

Associate Professor Dr. Pham Tien Dat, Principal of the University of Finance and Marketing, said: For Xuan Phu's economy to develop, three key factors are needed: improving public administration capacity at the commune level; investing in building infrastructure to serve agricultural production and consumption; developing local product brands, especially potential OCOP products (One Commune One Product Program). In addition, establishing a commune-level socio-economic advisory group, inviting experts and businesses to join the implementation.

Associate Professor Dr. Nguyen Hoang Phuong, senior lecturer of the Faculty of Economics - Society and Environment, Regional Political Academy II, proposed: Xuan Phu needs to develop the economy in conjunction with improving the quality of life and culture. Build a learning society, a culture of community behavior. In addition, it is necessary to establish a model of a community digital technology team as an extension of the government, creating an environment for people to learn, interact and participate in monitoring and giving policy comments.

Meanwhile, Dr. Phung Ngoc Bao, Head of the Department, Head of the Communist Magazine's permanent office in the South, believes that if he knows how to connect the strengths of the four "houses": the State, farmers, scientists and entrepreneurs, Xuan Phu commune will have a comprehensive transformation in the next term.

Some other opinions stated: The Party Committee of the commune must pay special attention to the work of cadres, especially the leadership team of the commune, because cadres are the root of all work, all successes or failures are due to good or bad cadres. In the new development stage of the country, leaders must know how to manage according to the digital society model, linking digital transformation with innovation in leadership and management methods; must put people at the center of all development plans, must dare to dream big and start with small, specific things that can be done today...

From consulting the opinions of experts and scientists and based on the results achieved in the past term as well as the current situation of the commune, the guiding viewpoint of the Party Committee of the commune for the 2025-2030 term is to improve the leadership capacity of the Party Committee, effective and efficient administrative management with the motto of creation - companionship, promoting intelligence, creative thinking, the strength of "unity - the truth of all times"; "unanimity from top to bottom, smooth communication" throughout the entire political system to ensure that all guidelines and policies of the Party and State are thoroughly, consistently and effectively implemented, meeting the needs and legitimate aspirations of the people in the commune.

Identifying innovation and green development as the consistent orientation; developing high-tech agriculture as the key sector; developing eco-tourism, trade services and handicrafts as important supports, in order to create a driving force to promote rapid and sustainable growth, improve income and quality of life for people.

Taking socio-economic development as the center; Party building as the key; cultural development as the spiritual foundation of society; ensuring national defense and security as an important and regular task. Determined to build Xuan Phu into an innovative commune in the socio-economic development strategy.

To implement the above guidelines, the Party Committee of the commune has set specific targets in each field.

Implement planning well, use resources effectively, economically, protect the environment, balance ecology...

With the above goals, tasks and solutions, it can be seen that Xuan Phu is gradually becoming a convergence point of intelligence, identity and aspirations of the entire community, where the Party's ideals and the people's aspirations will come together for the sustainable, humane and modern development of the homeland and country.
