In the past and in the future, the publishing industry has always been at the forefront of protecting the ideological foundation, building the foundation of social ethics, and spreading the aspiration for national development. With the power of information and knowledge, publishing contributes to consolidating and protecting the Party's ideological foundation, fighting against false and distorted arguments, and maintaining the ideological front against the complexity of information on social networks in the context of the whole country implementing the revolution of "streamlining the apparatus" and "science, technology, innovation, digital transformation". Publishing nurtures the soul, personality, morality, and guides people towards truth, goodness, and beauty.
In the digital age and globalization, publishing is an essential channel to preserve and spread traditional moral values, making an important contribution to building the national value system. In addition, publishing is an effective means to convey the goals, ideals and ambitions to develop a strong and prosperous country.
Innovation cannot lack basic knowledge and independent thinking when both are nurtured by a healthy and rich publishing environment. In particular, publishing is the foundation for providing knowledge for innovation. With the role of preserving, disseminating and accumulating knowledge over time, publishing is one of the first institutions to help form thinking capacity and basic knowledge for the whole society, is a space to promote critical thinking and individual creativity, nurture academic freedom, encourage new perspectives and different creative perspectives.
In the field of literature and art, publishing creates conditions for experimental works, stylistic innovation, and language experimentation, contributing to shaping a culture of creativity and innovation in society.

In the context of the 4.0 industrial revolution, digital publishing creates conditions for readers to become content creators (User-Generated Content), enriching the open creative ecosystem, promoting a community-based knowledge economy; connecting and spreading innovative values in society. A new policy, a new management mindset, a valuable scientific work will not create a spread without publishing. It helps convey successful models, lessons learned, and research works to the general public, thereby contributing to knowledge transfer, creating a "contagious effect" and promoting social progress, thereby building a creative spirit for society, the core element of the knowledge economy.
With the policy and strategy of developing cultural industry being strongly promoted in related fields, publishing is an important force for cultural development and a key point for developing cultural industry. Here, it is not only about the nature of cultural products but also an important cultural industry, connecting creators-recipients-market values-spiritual values. At the same time, publishing is also a tool to preserve, promote and spread national cultural identity through the preservation and dissemination of literary, artistic, theoretical-critical works, linguistic heritages, customs, history, etc.
As a center for producing original cultural content - an indispensable input for other industries such as cinema, television, video games, and multimedia, the publishing industry also plays a role as a bridge for international cultural integration, through translation activities, bilingual publishing, participation in international book fairs, and multi-platform content adaptation.
Strategic development orientation
Affirming its role as a key cultural institution, the publishing industry needs to continue to promote its role as a channel to disseminate ideas, orient values, and spread knowledge to all classes of people. The publication of publications with theoretical, political, cultural, and ethical values needs to be promoted, contributing to the comprehensive development of Vietnamese people.
To do so, the publishing industry first needs to improve the quality and depth of published content, prioritizing the publication of works of high ideological-academic-artistic value to improve people's knowledge, foster personality and social ethics; encourage creation, translation, research in social sciences and humanities, political theory, literature and art, and topics important to the cause of building modern Vietnamese culture and people.

In the future and long-term development orientation, publishing must be associated with digital transformation and the cultural industry. Publishing must link with media and technology to develop multi-platform products, increase the value of cultural products; create favorable mechanisms for international cooperation, develop the book export market, and enhance the image of Vietnam through publishing.
An important task is to continue promoting digital transformation and building a digital publishing ecosystem, building a system of publishers-technology units-distribution platforms-consumers that interact closely, forming a closed digital cycle.
With the strong digital transformation, in management and business, it is necessary to create conditions for technology enterprises to participate deeply in the publishing field, support the construction of digital publishing platforms, distribution, and analysis of reader data.
In addition, publishing should be strongly connected with other creative industries such as education, media, entertainment, etc., to create integrated cultural products with high added value. Along with that, it is necessary to build a digital publishing infrastructure, including: electronic publishing platforms, digital libraries, open knowledge databases, towards the task of "building a Vietnamese knowledge system".
An important issue is the human resources of the publishing industry. Accordingly, building a team of professional, multi-talented publishers with political courage, professional ethics, creativity and the ability to adapt to new technology. Publishers in the new era are not only book makers but also creators of cultural values with new requirements such as: critical thinking, ability to organize content, edit big data and create digital content, master digital tools serving modern publishing activities (AI, big data, digital publishing software, multi-platform design...).
In the development trend of the times, publishers must also constantly learn, be ready to change processes and working methods to adapt to the development direction of electronic publishing, online publishing, and multi-channel distribution. And, more importantly, move towards building a book culture for the mission of developing prosperity for the country, for the happiness of people; ensure access to books for all people, narrow the knowledge gap between regions, build a learning society, lifelong learning.
Publishing work always goes hand in hand with the strategy of human development and enhancing national culture, bringing books and reading culture to all social classes, especially in remote areas, disadvantaged groups; connecting the publishing system with libraries, schools, museums, and grassroots cultural institutions; promoting communication about the role of books and bookmakers in the new era on the basis of synchronously promoting the roles of subjects, the state, publishing units, technology enterprises and content creation enterprises, associations and communities. In particular, the State needs to play a guiding role through mechanisms and policies, ensuring budgets, and encouraging the creation of mass knowledge content.
In the period of deep international integration, Vietnamese publishing needs to constantly improve its position, proactively participate in international publishing activities, attend international book fairs; promote copyright export programs, publishing cooperation; participate in international publishing organizations such as IPA (International Publishers Association), Asia-Pacific Publishers Association (APPA), Southeast Asian Publishers Association (ABPA)... Developing publishing should be considered part of the national strategy on cultural diplomacy and investment in a synchronous and long-term manner.
In the coming time, we need to develop a strategy to bring Vietnamese books abroad through national programs on promoting works, supporting copyrights, and translation to realize the goal of "Promoting international cultural integration, promoting national identity, enhancing soft power and the position of Vietnamese culture in the international arena" as in the spirit of Resolution No. 59 NQ/TW dated January 24, 2025 of the Politburo "on international integration in the new situation".

State management in the publishing sector is not only about “control” but also needs to be seen as a system of development, in which the legal system needs to be improved to suit new development trends; the legal framework needs to be supplemented for new issues such as cross-border publishing, digital copyright, intermediary platforms, AI content censorship, etc.; and the effectiveness and efficiency of State management in publishing should be improved.
State management agencies need to strengthen their role in directing and regulating the planning, orientation of content, and supervision of publishing activities; establish mechanisms to encourage organizations and individuals to invest in publishing in a controlled socialized manner, ensuring content quality and information security; protect the legitimate rights of publishers, authors, translators, and professionals through strengthening the enforcement of intellectual property and copyright laws.
In the era of strong national development, more than ever, the publishing industry needs to affirm its role as a pioneering force on the cultural-ideological front, as a foundation of knowledge and creativity, as a bridge connecting the past with the present and the future. With courage, intelligence, aspiration and a spirit of innovation, the Vietnamese publishing industry can absolutely rise up to accompany the nation on the journey to build a strong, prosperous, democratic, fair, civilized and comprehensively developed Vietnam.
