Focus on propaganda and support
In the first 6 months of this year, the whole province had more than 17.9 thousand people with new jobs, reaching nearly 55% of the plan. Of which, more than 1.4 thousand people went to work abroad under labor contracts, reaching 64% of this year's target. According to Mr. Hoang Van Thang, Head of the Department of Labor - Employment (Department of Home Affairs), sending workers to work abroad is a solution to both create jobs and income, and contribute to improving the quality of human resources; at the same time, promoting the process of labor migration in a positive direction. Therefore, along with connecting supply - demand, solving employment in the province, the department proactively advised the Department of Home Affairs (formerly the Department of Labor - Invalids and Social Affairs) to coordinate with related sectors and localities to promote propaganda and provide information on cooperation programs to send workers to work abroad; specific needs of prestigious markets such as Taiwan (China), Korea, Japan; Support policy for priority workers…

Although it is not a "hard" target in the annual employment plan, localities in the province always strive to implement this task, creating job opportunities with high income for workers. As the experience of Luc Nam district, right from the beginning of the year, the Steering Committee for vocationaleducation and employment settlement of the district has developed a specific implementation plan; surveyed the employment needs of workers according to specific criteria on age and qualifications. From there, coordinate with the Employment Service Center, licensed labor export enterprises to organize transaction sessions, mobile job fairs in communes and villages to advise people in need. As a result, for many consecutive years, Luc Nam district has exceeded its target, sending an average of nearly 500 people to work abroad/year.
Being a difficult area, for many years now, the number of workers in Son Dong district who need to find jobs abroad has increased annually. From 2020 to now, on average, each year, the whole district has had 200-300 people going abroad to work. To complete the target, every year, the Steering Committee for vocational education and employment of the district coordinates with specialized agencies to organize propaganda and provide information about reputable markets to those in need. The District People's Committee also directs the implementation of preferential loan support packages, creating favorable conditions for workers from poor households, near-poor households, and ethnic minorities to have the opportunity to go abroad. Thereby, making an important contribution to the implementation of the locality's sustainable poverty reduction goal.
High income, many options
In the period of 2020-2024, the whole province has nearly 24 thousand workers working abroad under labor contracts. The market is concentrated in some countries such as: Japan 30.9%; Taiwan 29.4%; Korea 9.7%; average income reaches 25-30 million VND/person/month. According to the assessment of the functional sector, Bac Giang workers working abroad basically strictly comply with the laws of the host country and the contracts signed with the employer; comply with returning home when the working term expires.

Recognized as a bright spot in the overseas labor market, from 2020 to now, the whole province has received 5,000 applications from workers registering to take the Korean language test under the EPS Program (a program to grant work permits to foreign workers under the provisions of the Korean Employment Law). Of these, more than 800 people have left the country. For example, Mr. Nguyen Trung Kien (born in 2001), in Xuong Lam commune (Lang Giang). Passing the Korean language test, at the end of 2022, he left for Korea to work. Being proficient in mechanical engineering techniques, good health, agile and hard-working, he was paid a salary of 50 million VND/month by a manufacturing enterprise in the land of Kim Chi.
In recent years, the trend of studying abroad combined with working has been chosen by many young workers. This model has many advantages, that is, young people can accumulate knowledge, have international degrees, and can ensure income abroad and find stable job opportunities when returning home. To meet this practical need, from 2023 to present, Lien Viet GMP Limited Liability Company (Bac Giang City) has expanded its study abroad field.
Mr. Nguyen Van Dinh, Director of the Company, said: This year, the Company plans to send more than 200 people to study abroad, mainly in the Taiwan market. With a low departure cost (all-inclusive package of 45 million VND), after passing the interview of the school in Taiwan, the workers will be supported by the Company to learn the language, free of charge for dormitory accommodation, organized a kitchen right at the Company, and complete exit procedures to ensure regulations. According to the commitment, after leaving the country, the students will be introduced to suitable jobs by the school, no more than 20 hours/week to ensure study time.
As one of 6 young people from Bac Giang who left the country in early March this year to study in Taiwan, Nong Thi Trang (born in 2006), Thanh Hai ward (Chu town) has now stabilized her studies and part-time job. Trang shared over the phone: “In the first year, the school will teach the language, in the next 4 years, she will study a major, living and traveling are all supported by the school, so it is very convenient. Every month, I also have extra income from working part-time at a restaurant introduced by the school.”
Although the “golden” period has passed when the number of people going abroad to work has decreased over the years, this is still an important solution in solving employment and increasing income for people. Because currently, workers are concentrated in prestigious markets with strict requirements on foreign languages and professional qualifications, but they are good working environments and significantly improved income sources.
According to Mr. Tran Van Ha, Deputy Director of the Department of Home Affairs, workers who have worked abroad with an industrial style, advanced qualifications and skills become human resources that can meet the needs of foreign-invested enterprises when returning home. In the coming time, the Department will promote propaganda about the orientation of labor export; inform about preferential policies for those in need. Pay attention to introducing reputable labor export service enterprises to the locality for consultation and selection; strengthen inspection and supervision of sending workers to work abroad, promptly detect and handle violations.
