Before the merger: Bac Giang exceeds growth expectations

BAC GIANG - Once a purely agricultural province, Bac Giang has made a strong breakthrough thanks to bold decisions and strategic vision. Not only maintaining a stable agricultural foundation, the province has also built industry into the main growth engine. Thanks to that, Bac Giang has continuously achieved outstanding achievements. That spectacular development has created a solid foundation for Bac Giang to confidently enter a new phase, when it merges with Bac Ninh to form the new Bac Ninh province with the expectation of becoming a dynamic and modern economic development center of the Capital region.

Growth beyond expectations

According to the Bac Giang Provincial Statistics Office, from 2022 to 2024, Bac Giang has achieved the highest growth target in the country. With trust and expectation, in 2025, Bac Giang was assigned by the Government a growth target of 13.6%, leading the country. Thanks to determination, drastic measures, and synchronous implementation of measures, in the first quarter of this year, the province's economic growth led the country. In the first 6 months of the year alone, economic growth is estimated at 14.04%, exceeding the expected scenario (12.86%). The industrial and construction sector continues to have the highest growth rate and contribution rate to the overall growth of the economy (up 17.5%), this is the main sector leading the economic growth rate of the province. Contributing to this industrial growth is the breakthrough of enterprises, especially enterprises operating in the industrial sector, typically corporations such as Foxconn, Luxshare-ICT, JA Solar, Hana micron...

According to Mr. Chau Nghia Van, Head of Foxconn Headquarters in Vietnam, Foxconn has invested in Bac Giang since February 2007, and currently has 11 projects with a total investment of more than 2.2 billion USD, making it the largest foreign-invested enterprise in the province, creating jobs for about 80,000 workers. In 2024, the enterprise's revenue will reach more than 268 trillion VND, export goods will reach more than 11 billion USD, and pay the budget more than 550 billion VND. Foxconn Group in Vietnam has achieved a revenue growth of more than 70% in 2024 and aims for a growth of 50% in 2025.

In June 2025 alone, some enterprises of the Group had high revenue growth compared to the same period last year such as: Fukang Technology Co., Ltd.; Fuyu Precision Co., Ltd.; Fulian Precision Technology Component Co., Ltd.... In the coming time, Foxconn is committed to promoting its strengths, closely following the development orientation of the country and the locality, promoting technological innovation, improving management quality, expanding the market, aiming to become a sustainable enterprise, competitive in the international arena; focusing on implementing social responsibilities, creating a better working environment for employees, actively contributing to the overall development of the province.

Along with economic growth, the local economic scale has been constantly expanding, ranking 12th in the country, exceeding the target set by the Resolution of the Provincial Party Congress for the 2020-2025 term. In the first 6 months of 2025, despite facing many difficulties and disadvantages in the world trade situation, the province has proactively implemented many solutions to support businesses, thanks to which import and export activities have achieved many outstanding results, especially export growth. Export turnover is estimated at 21.6 billion USD, up 61.8% over the same period last year; domestic budget revenue reached 16,980 billion VND, up 78.2% over the same period, equal to 93.6% of the year's estimate. Investment attraction reached more than 1 billion USD, continuing to affirm that Bac Giang has become an attractive destination for many domestic and foreign investors.

Forming a dynamic industrial center

To attract investors, Bac Giang prioritizes resources for synchronous investment in traffic infrastructure; implementing infrastructure projects for industrial parks. Up to now, traffic from rural to urban areas is smooth and open. Bac Giang has 17 industrial parks, of which 8 have been put into operation with more than 500 projects, creating jobs for hundreds of thousands of workers inside and outside the province. In fact, all industrial land with clean land has been rented by investors. Catching the new wave of investment, the province is focusing on procedures to form more new industrial parks, promoting site clearance to have clean land ready, creating favorable conditions for investors with the motto of proactively "making nests to welcome eagles", the success of investors is the success of the province.

Along with industrial development, Bac Giang considers agriculture as the mainstay of the economy.

The strong development of industry plays a role as a growth driver, contributing to reshaping Bac Giang's economic picture to be more diverse, more dynamic and more deeply integrated into the global value chain. Thanks to the focused and key attraction policy, Bac Giang is increasingly affirming its role as an emerging industrial production center of the North. From Bac Giang, businesses can easily connect to the capital, international airports, seaports and border gates, creating ideal conditions for international trade and global supply chains. Therefore, many multinational corporations in the fields of electronic components, semiconductors, renewable energy from Singapore, China, Korea, and Japan have chosen the province as the place to set up their production facilities.

According to experts, Bac Giang has also emerged as a bright spot attracting investment thanks to its favorable geographical location, synchronously invested infrastructure and dynamic business environment. A clear proof is that the provincial competitiveness index has been constantly improving, ranking among the leading groups in the country for many years and is considered the province with the highest improvement in this index in the country over the past 20 years (2005-2025).

Realistic decision

Re-established on January 1, 1997 with more than 380 thousand hectares of natural land, Bac Giang used to be a purely agricultural locality with an economy heavily dependent on traditional agricultural production. However, with a correct and decisive vision, a breakthrough transformation strategy was planned, which is to take industrial development as the pivot for growth. On the basis of closely following the Party's guidelines on industrialization and modernization, along with a correct recognition of local potential and reality, the 15th Provincial Party Congress (term 2000-2005) affirmed the strategic orientation: "Exploiting potential and internal resources; issuing mechanisms and policies to encourage investment; at the same time, taking advantage of support from the Central Government to focus on developing industry and handicrafts".

One of the important solutions to achieve the goal in the coming time is to arrange and stably operate the two-level local government model; effectively implement the resolutions of the Party and the National Assembly, especially the Resolution of the 13th National Party Congress, focusing on three breakthroughs and the "four pillars" of science and technology, innovation, digital transformation, international integration, law making and enforcement, and private economic development.

The Resolution on Industrial and Handicraft Development for the 2001-2005 period was issued, marking the start of a breakthrough. In 2001, the first year of implementing the Resolution, foreign investment capital in the province tripled compared to the total of the previous 10 years, opening a new chapter in attracting investment. Although modest compared to previous localities such as Ho Chi Minh City, Binh Duong, Dong Nai or Vinh Phuc, the capital flow into Bac Giang at that time was still a positive signal, demonstrating the initial confidence and attraction of a changing locality.

Bac Giang's industrial development journey has not been without hardships, but the initial difficulties have become "leverages" for the province to learn lessons and gradually improve its institutions and management methods. By 2021, with the promulgation of Resolution No. 147-NQ/TU dated July 15, 2021 on industrial development in the 2021-2030 period, Bac Giang once again clearly demonstrated its strategic vision of "Taking industry as the pillar and main driving force for growth; developing industry in a modern, efficient and sustainable direction; closely linking industry - urban - service to form a comprehensive industrial ecosystem".

From an agricultural province, Bac Giang has boldly developed industry systematically, with a roadmap and based on internal strength. Along with industrial development, Bac Giang has exploited the advantages of stable agricultural development, promoted high-tech agriculture; gradually overcome the "recess" in services. Today's achievements are not only the "sweet fruit" of a long-term vision but also a testament to the strong spirit of innovation and the desire to constantly rise up of a land rich in potential. With what has been achieved in the past two decades, Bac Giang in the structure of the new Bac Ninh province has enough foundation and aspiration to rise up to become a new development model.
