BHG - Implementing the breakthrough according to the Resolution of the 17th Provincial Party Congress on developing agricultural products with specific characteristics according to the value chain, the OCOP program and economic integration, in recent times, many agricultural products of the province have been focused on developing into commodities, ensuring standards to reach the international market. This is a good sign for the sustainable direction of the agricultural sector, but also poses many challenges when farmers enter the "big playground".

Pickled radish products of Xin Man district are packaged and exported to the Japanese market. |
Ha Giang is famous for its large area of ancient Shan Tuyet tea trees, about 20 thousand hectares, of which more than 6,700 hectares meet VietGAP standards, more than 1,500 hectares apply international organic standards. Promoting local advantages, many enterprises, cooperatives (HTX), and production households focus on investing in modern equipment, producing tea products that meet OCOP standards, meeting the international market. Phin Ho Tea Processing Cooperative in Thong Nguyen Commune (Hoang Su Phi) is a typical example. By innovating the entire production technology chain, improving product quality, linking with over 500 tea growing households in tea areas that meet European organic standards in Thong Nguyen, Nam Ty, Tung San communes, regularly participating in international trade fairs, building a national 5-star OCOP Shan Tuyet tea product, certified by the European Union as an EU Organic product... The cooperative's tea products have reached international standards, exported in large quantities to Taiwan, China and especially European countries, which are considered very demanding markets.
In early 2023, good news came to the people of Nan Ma commune (Xin Man) when the first 18 tons of pickled radish of the district were successfully exported to the Japanese market. This is the initial result of the radish cultivation linkage program according to the value chain associated with product consumption between Xin Man district and VietNam Misaki Company Limited in the period of 2021 - 2025. According to the linkage program, VietNam Misaki Company Limited supplies seeds and fertilizers to the people and consumes all products according to the commitment; the people carry out the linkage to grow radish 2 crops with a scale of 13.5 hectares, the profit from the export linkage is 4 times higher than that of corn cultivation, creating jobs and increasing income for many local workers.
In 2022, over 1.5 million broom products of Viet Thanh Handicraft Cooperative, Viet Lam Farm Town (Vi Xuyen) were exported to the world market, of which nearly 10,000 brooms were produced according to order standards and exported to the US at a selling price 5 times higher than the selling price of products in the domestic market. Also in 2022, 7.5 tons of buckwheat seeds from the province that met 3 criteria of standards, sustainable quality, and stable prices were exported to the Japanese market. The Japan - Vietnam Culinary Culture Association (JVGA) set a goal that from 2023, Ha Giang will be the main raw material area and each year, about 500 tons of buckwheat seeds will be exported to Japan to make Soba noodles.
To improve the quality of local agricultural products and meet quality standards for export, the province has implemented many synchronous solutions such as: Implementing the One Commune One Product (OCOP) Project for the period of 2018 - 2020, with a vision to 2030; issuing investment attraction policies; strengthening trade promotion; building product brands; focusing on foreign economic relations; developing border trade economy, effectively exploiting the advantages of Thanh Thuy International Border Gate, Xin Man Bilateral Border Gate and other openings to meet the needs of goods clearance; promoting international economic integration; actively participating in regional and international forums; promoting cooperation with localities of a number of countries and foreign organizations; signing agreements to establish friendly cooperative relations with foreign partners. Thereby, creating favorable conditions for organizations, enterprises, and cooperatives to cooperate, invest, and link to develop the local economy. In the period 2015 - 2022, the value and growth rate of goods exports increased gradually over the years, with the total export turnover reaching 7,033 million USD.
In addition to the achieved results, the journey to conquer the international market of the province's agricultural products still faces many difficulties and challenges: The international market always requires strict standards on quality, food hygiene and safety, production processes, ensuring export standards and strict agricultural import policies of countries, while the scale of agricultural production in the province is small, and large agricultural commodity production areas have not been formed to meet the consumption market; the advantages of border trade economy have not been effectively promoted; there is a lack of high-tech products, and production linkages according to the value chain are still fragmented. Enterprises, cooperatives and services are not strong enough to make a breakthrough in international trade; trade promotion and investment attraction activities still have many limitations.
To overcome barriers and integrate deeply into the economy, raise the level of local agricultural products, and increase people's income, it requires all levels, sectors, enterprises and cooperatives to continue implementing synchronous solutions; focusing on building product brands, ensuring quality, applying science and technology and complying with strict production processes, strengthening linkages and cooperation for sustainable development along the value chain.
