Yen Khanh People highly agree on administrative unit arrangement

According to this year's plan, Khanh Thien and Khanh Tien communes (Yen Khanh district) will merge into a new administrative unit named Khanh Thien commune, to expand the area and population according to Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee.

Comrade Nguyen The Quang, Secretary of the Khanh Thien Commune Party Committee, said: To effectively carry out this work, the Commune Party Committee has organized a conference to disseminate the directive documents of the Central, Provincial and District Governments related to the implementation of the arrangement of administrative units at the district and commune levels in Ninh Binh province, period 2023 - 2030 to all cadres and Party members. Directing the Commune People's Committee, Party cell committees at all levels, the Fatherland Front and local socio-political organizations to carry out various forms of propaganda on the policy of arranging administrative units in Khanh Thien commune such as through: loudspeakers, Facebook, and oral propaganda.

At the same time, promote the role of Party Committee members in charge of Party cells, through regular Party cell activities to propagate and through activities of socio-political organizations and mass associations to stay close to the grassroots, listen to the thoughts and aspirations of the people to understand, from there propagate and explain so that they have the right perception of this issue.

Pay attention to doing a good job of ideological work among cadres, civil servants, and party members to maintain a firm stance, uphold the sense of responsibility in performing public duties, and promote exemplary pioneering spirit. Proactively research and discuss with former local leaders of different periods, veteran revolutionaries, and prestigious people in the community; through them, propose to competent authorities to consider factors related to history, tradition, culture, customs, beliefs, and religions of the locality so that the District Party Committee and District People's Committee can have a plan for arrangement and merger to ensure suitability with the characteristics of the locality.

In particular, direct the People's Committee of the commune to organize public consultation, review and publicly post the list of voters participating in the consultation on the content of the Project on the arrangement of administrative units of Khanh Thien commune in the period of 2023 - 2025; direct the People's Council of the commune to organize a thematic meeting on voting in favor of the Project's policy, ensuring compliance with the law. Up to now, the work has been basically completed with the consensus and high agreement of the delegates and the people.

Therefore, we highly agree on the policy of arranging the administrative unit of Khanh Thien commune and hope that after the two communes merge, it will increase the strength of the locality in the future, and the people's lives will be improved.

Yen Khanh district currently has 19 administrative units including 18 communes and 1 town. Implementing the regulations of the Politburo, the National Assembly Standing Committee, the Government and the leadership and direction of the Provincial Party Committee and the Provincial People's Committee; in the period of 2023-2025, Yen Khanh district has 2 administrative units that must be rearranged, Khanh Tien and Khanh Thien, because they have not met 70% of the standards on natural area and population size.

Identifying this as an important political task, aiming to create new development space, creating better conditions for local socio-economic management and development, Yen Khanh has focused on preparing conditions and procedures to serve the arrangement carefully, thoughtfully, ensuring the set roadmap and time.

In particular, promulgate a system of documents to lead and direct the work of rearranging commune-level administrative units of the district in the period of 2023 - 2025, ensuring consistency. Focus on propaganda so that all cadres, party members, and people know and understand the purpose and significance of rearranging administrative units, in order to create consensus and support among the people. In particular, promote thorough dissemination and propaganda to cadres, party members, and people of all walks of life about the leadership documents of the Central Government, the province, and the district related to the rearrangement of administrative units such as: Resolution No. 37-NQ/TW of the Politburo, Resolution No. 35-NQ/2023/UBTVQH15 of the National Assembly Standing Committee, Resolution No. 16-NQ/TU of the Provincial Party Committee; Plan No. 131/KH-UBND of the Provincial People's Committee; Directive No. 04-CT/HU of the Standing Committee of the District Party Committee and plans and projects to implement the arrangement of commune-level administrative units of Yen Khanh district, period 2023-2025.

In order to ensure democracy and transparency in implementation, the District People's Committee has directed and guided localities subject to the arrangement to carry out the steps in the process of collecting voters' opinions from the stage of making a list of voters to distributing ballots, posting the list of voters, writing ballots to collect voters' opinions, organizing to collect voters' opinions and synthesizing the results of collecting voters' opinions, ensuring the correct content and time as prescribed. In the process of implementing the arrangement of administrative units of communes, Yen Khanh always focuses on comprehensively considering all areas, especially historical factors and conditions to ensure people's lives and activities such as: culture, education, transportation, employment, economic development... At the same time, ensuring the overall nature and planning of the province and district in the following stages.

With the participation of the entire political system and the systematic implementation of methods and approaches suitable to practical conditions, the percentage of voters in the communes subject to the arrangement is high in agreement with the Project on arranging commune-level administrative units of Yen Khanh district, period 2023-2025. Up to this point, Yen Khanh has completed the collection of public opinions on the implementation of the arrangement of commune-level administrative units, ensuring the requirements set forth; in which Khanh Tien commune has 99.7% of voters agreeing, Khanh Thien commune has 99.8% of voters agreeing with the content of the Project.

In addition, the People's Councils of Khanh Thien and Khanh Tien communes also successfully organized the People's Council meeting and issued a Resolution approving the plan to reorganize commune-level administrative units of Yen Khanh district for the period 2023 - 2025 with 100% of delegates of the two communes agreeing. According to the approved plan, after the reorganization of commune-level administrative units, Yen Khanh district will have 18 administrative units (including 17 communes and 1 town); 1 commune less than before the reorganization.

Continuing the procedures for arranging commune-level administrative units in the district, in the coming time, Yen Khanh will continue to direct functional agencies to inform and propagate the Project on arranging provincial and district administrative units for the period 2023 - 2030. Direct relevant agencies and units to advise on completing the documents and procedures for the Project on arranging commune-level administrative units in Yen Khanh district, period 2023 - 2025 to submit to competent authorities according to regulations.
