Yen Khanh: People show high consensus on administrative unit reorganization.

According to this year's plan, Khanh Thien and Khanh Tien communes (Yen Khanh district) will merge into a new administrative unit named Khanh Thien commune, aiming to expand its area and population in accordance with Resolution No. 35/2023/UBTVQH15 of the Standing Committee of the National Assembly .

Comrade Nguyen The Quang, Secretary of the Party Committee of Khanh Thien commune, said: To effectively implement this work, the commune's Party Committee organized a conference to disseminate the directives from the Central, provincial, and district levels related to the rearrangement of district and commune-level administrative units in Ninh Binh province, giai đoạn 2023 - 2030, to all cadres and Party members. It directed the commune People's Committee, Party branches, the Fatherland Front, and local political and social organizations to carry out diverse forms of propaganda about the policy of rearranging Khanh Thien commune's administrative units, such as through loudspeakers, Facebook, and oral communication.

At the same time, we should leverage the role of Party committee members in charge of Party branches, using regular Party branch meetings to disseminate information and through the activities of political and social organizations and mass associations to stay close to the grassroots, listen to the thoughts and aspirations of the people, understand them, and then disseminate and explain the issues to them so that they have a correct understanding of this matter.

Pay attention to improving ideological work among cadres, civil servants, and Party members to maintain their stance, uphold a high sense of responsibility in performing their duties, and promote pioneering and exemplary conduct. Proactively research and exchange ideas with former local leaders from various periods, veteran revolutionaries, and influential figures in the community; through them, propose to the competent authorities to consider factors related to the history, traditions, culture, customs, beliefs, and religion of the locality so that the District Party Committee and the District People's Committee can develop a plan for arrangement and merger that is consistent with the specific characteristics of the locality.

Specifically, the People's Committee of Khanh Thien commune was directed to organize public consultations, review and publicly post the list of voters participating in the consultation on the content of the administrative unit rearrangement plan for Khanh Thien commune in the period 2023-2025; the People's Council of the commune was directed to hold a specialized session to vote in favor of the plan, ensuring compliance with the law. To date, the work has been basically completed with high consensus and agreement from delegates and the people.

Mr. Le Dinh Minh, from Phu Hau village, Khanh Thien commune, expressed: "Through the information disseminated, I learned that merging Khanh Thien and Khanh Tien communes is to support each other's development; to streamline the administrative apparatus and improve efficiency; and to create opportunities for people to engage in cultural exchange and enhance their spiritual lives... Therefore, we highly agree with the policy of rearranging the administrative units of Khanh Thien commune and expect that after the merger of the two communes, the locality will be strengthened in the future, and the lives of the people will be improved."

Yen Khanh District currently has 19 administrative units, including 18 communes and 1 town. In accordance with regulations of the Politburo , the Standing Committee of the National Assembly, the Government, and under the leadership and direction of the Provincial Party Committee and the Provincial People's Committee, during the 2023-2025 period, two administrative units in Yen Khanh District, Khanh Tien and Khanh Thien, must be reorganized because they have not yet met 70% of the standards regarding natural area and population size.

Recognizing this as a crucial political task aimed at creating new development opportunities and better conditions for local socio-economic management and development, Yen Khanh has focused on carefully and thoroughly preparing the necessary conditions and procedures for the reorganization, ensuring it proceeds according to the set schedule and timeline.

This includes issuing a system of documents to lead and direct the work of rearranging commune-level administrative units in the district during the 2023-2025 period, ensuring consistency. Focus on disseminating information so that all officials, Party members, and the people understand the purpose and significance of the administrative unit rearrangement, aiming to create consensus and support among the people. This includes promoting and widely disseminating to officials, Party members, and all segments of the population the leadership documents from the Central Government, the province, and the district regarding the rearrangement of administrative units, such as: Resolution No. 37-NQ/TW of the Politburo, Resolution No. 35-NQ/2023/UBTVQH15 of the Standing Committee of the National Assembly, Resolution No. 16-NQ/TU of the Provincial Party Committee; and Plan No. 131/KH-UBND of the Provincial People's Committee. Directive No. 04-CT/HU of the Standing Committee of the District Party Committee and the plans and projects for implementing the rearrangement of commune-level administrative units in Yen Khanh district, giai đoạn 2023-2025.

To ensure democracy and transparency in the implementation process, the District People's Committee directed and guided the localities subject to reorganization to carry out the steps in the process of soliciting voter opinions, from compiling voter lists to distributing opinion ballots, posting voter lists, filling out opinion ballots, organizing voter consultations, and summarizing the results, ensuring compliance with the prescribed content and timeframe. Throughout the process of reorganizing the administrative units of the communes, Yen Khanh district has always focused on comprehensively considering all aspects, especially historical factors and conditions ensuring the living conditions of the people, such as culture, education, transportation, employment, and economic development. At the same time, it has ensured the overall alignment with the provincial and district planning for subsequent stages.

With the involvement of the entire political system and the systematic implementation of methods and approaches appropriate to practical conditions, the percentage of voters in the communes subject to reorganization in Yen Khanh district for the period 2023-2025 has shown high levels of agreement with the plan for reorganizing commune-level administrative units. To date, Yen Khanh has completed the process of gathering public opinions on the reorganization of commune-level administrative units, ensuring that all requirements are met; in particular, Khanh Tien commune has 99.7% of voters agreeing, and Khanh Thien commune has 99.8% of voters agreeing with the content of the plan.

In addition, the People's Councils of Khanh Thien and Khanh Tien communes successfully held their meetings and issued resolutions approving the plan to reorganize commune-level administrative units in Yen Khanh district for the period 2023-2025, with 100% of the delegates from both communes unanimously agreeing. According to the approved plan, after the reorganization of commune-level administrative units, Yen Khanh district will have 18 administrative units (including 17 communes and 1 town); a reduction of 1 commune compared to before the reorganization.

Continuing the process of reorganizing commune-level administrative units in the district, Yen Khanh will continue to direct relevant agencies to disseminate information and promote the Provincial and District Administrative Unit Reorganization Plan for the period 2023-2030. It will also direct relevant agencies and units to finalize the dossiers and procedures for the Yen Khanh District Commune-level Administrative Unit Reorganization Plan for the period 2023-2025, to be submitted to the competent authority as prescribed.
