Resolutely resolve difficulties and problems at the commune level when operating two-level local government

(Chinhphu.vn) - The Government's Steering Committee requested local Party committees and authorities to identify the task of perfecting the organizational apparatus and staff of cadres, civil servants and public employees at the commune level as a key and urgent task that needs to be basically completed and difficulties removed by December 2025.

Deputy Prime Minister Pham Thi Thanh Tra, Deputy Head of the Government 's Steering Committee on the arrangement of administrative units at all levels and the development of a two-level local government organization model, has just signed Official Dispatch No. 171/CV-BCĐ to the Chairmen of the People's Committees of centrally-run provinces and cities on thoroughly resolving difficulties and problems at the commune level when operating two-level local governments.

Implementing Conclusion No. 210-KL/TW dated November 12, 2025 of the 13th Party Central Committee on continuing to build and perfect the organizational apparatus of the political system in the coming time and the direction of General Secretary To Lam at the Politburo meeting on November 14, 2025, the Government's Steering Committee on the arrangement of administrative units at all levels and the construction of a 2-level local government organization model requests the Chairmen of the People's Committees of provinces and centrally run cities to focus on, urgently direct, and thoroughly resolve difficulties and problems at the commune level when operating 2-level local governments, focusing on a number of contents.

Urgently remove obstacles in decentralization, delegation of power, and determination of authority

Specifically, regarding the organization of implementation of decentralized functions and tasks, decentralization, and division of authority , localities continue to assess the feasibility and ability to implement the law on decentralization, decentralization, and division of authority at the commune level to promptly adjust and guide according to authority or propose competent authorities to amend and issue new documents in accordance with the practical situation of the locality and the requirements of the Law on Organization of Local Government No. 72/2025/QH15.

For tasks at the district level that were previously assigned authority to the commune level in current legal documents, in case of problems or difficulties, the Provincial People's Committee shall be proactive and flexible in directing, operating and clearly assigning responsibilities to relevant agencies and organizations to promptly resolve difficulties and take responsibility for implementation according to authority. In case of exceeding authority, there shall be a written request to the Ministry managing the sector or field to consider and resolve according to authority or report to the competent authority for consideration and handling.

Focus on leading and directing the close, complete and effective implementation of decentralized tasks, delegated powers and assigned authority, promptly overcoming difficulties and shortcomings, comprehensively strengthening the commune level, ensuring that by the end of 2025 there will be no more difficulties or problems related to decentralized tasks, delegated powers and assigned authority at the local level.

Quickly complete the apparatus and improve the personnel at the commune level.

Regarding the improvement of the organizational apparatus and staff of cadres, civil servants and public employees at the commune level , local Party committees and authorities have identified this as a key, urgent task in the short and long term, requiring focused leadership and direction, and basically removing difficulties by the end of December 2025 under the direction of General Secretary To Lam.

Urgently direct the completion of organizational structure, arrangement and establishment of new public service units at commune level in accordance with the Central Government's policies, legal regulations and in accordance with the practical situation in the locality.

Continue to focus on supplementing and arranging enough professional cadres and civil servants at the commune level to strengthen management and operation capacity and service quality for people at the grassroots level, strongly shifting from passive to proactive state, from management to governance and creation, socio-economic development, and caring for people's lives.

Proactively implement measures such as recruiting, mobilizing, rotating or signing labor contracts to do specialized and professional work according to the provisions of law and instructions of the Ministry of Home Affairs to supplement specialized human resources at the commune level (especially human resources with experience in land management, planning, construction, finance, information technology, education management, health care, etc.).

Strengthen the organization of professional training courses for commune-level cadres and civil servants; research and develop support policies suitable to the local budget capacity for cadres and civil servants who have to move to work far away from the new administrative center in the first years.

Regarding facilities, headquarters and public assets , localities continue to review, count, arrange, allocate and handle headquarters and public assets of agencies, organizations and units under their management; renovate and purchase public assets according to regulations and instructions of the Central Government, ensuring adequate facilities and equipment for commune-level operations.

Regarding equipment, working facilities and information technology infrastructure , the Steering Committee requested to thoroughly overcome the shortage of equipment and working facilities, especially conditions for transmission lines and connection signals; complete digital infrastructure, digital platforms, and digital data to ensure smooth connection between local government levels; promote administrative procedure reform, reduce and simplify administrative procedures, especially internal administrative procedures; focus on digital transformation, standardize work processes, ensure quick, public, transparent settlement, creating convenience for people and businesses.

The Steering Committee requests the Chairmen of the People's Committees of provinces and centrally-run cities to urgently direct implementation, ensuring that by the end of December 2025, difficulties and problems at the commune level regarding the above four contents are completely resolved.
