Improving the quality of commune-level officials is the 'key of keys'

On November 18, Deputy Prime Minister Pham Thi Thanh Tra and the working delegation inspected Hai Chau ward and worked with leaders of Da Nang city on the implementation of the organization and operation of the two-level local government model.

At the meeting, Deputy Prime Minister Pham Thi Thanh Tra highly appreciated the organization and operation of the apparatus of Da Nang city from July 1 to present. The entire system from the city government to the commune level is synchronous, interconnected and stable. In particular, during the natural disasters and floods from the end of October to present, the local government at two levels in Da Nang city, although having to focus on overcoming heavy damage, still stabilized social security and ensured people's lives. In the 10 months of 2025, the Party Committee, government and people of Da Nang have made great efforts to achieve the results set out at the beginning of the year, both in Party building, socio-economic development and ensuring security and national defense...

Setting out a number of specific tasks that Da Nang city needs to continue implementing in the coming time, Deputy Prime Minister Pham Thi Thanh Tra requested the city to focus on building a team of communal-level officials and civil servants, considering this a "key of the key" task. The city needs to review, re-evaluate, restructure and focus on measures to improve the quality of this team, not to continue the situation of having excess staff in some places and shortages in others.

"Cadres should no longer have the concept of going from the provincial level to the grassroots level. They need to think that everywhere is work, and they must contribute, that is the honor of a cadre. When we erase the boundaries between provincial and grassroots cadres, then the two-level local government can operate smoothly and successfully," Deputy Prime Minister Pham Thi Thanh Tra directed.

The Deputy Prime Minister also requested that, based on the Government's decree, Da Nang city urgently organize, review, and complete the organizational structure of commune-level administrative units. The Government will stipulate a framework for the average total number of departments in commune-level areas. The city needs to be flexible in practice, suitable to the characteristics of each commune-level administrative unit, and needs to determine that some communes need 5 departments but some communes only need 4 departments. How can the commune-level administrative apparatus both improve its ability to serve the people and create development and promote local governance? Decentralization and delegation of power must also go hand in hand with resource allocation. Do not let a situation of assigning too many tasks but not having enough resources to carry them out...

Reporting to the Deputy Prime Minister, Secretary of the Da Nang Party Committee Le Ngoc Quang said that recently, the locality has suffered very heavy damage from natural disasters. This is also a test for the operation of the two-level local government in emergency response situations. The authorities from the city to the commune and ward levels have made efforts to overcome difficulties, thoroughly implementing and applying very seriously but also very flexibly in organizing "4 on-site" to respond to floods and landslides. Through that, many experiences have been drawn from coordination, organization and implementation to operate the two-level local government better in the future.

The city will also continue to increase the number of provincial-level cadres, civil servants and public employees going to the grassroots level, contributing to increasing resources and improving the effectiveness and efficiency of state management at the local level; at the same time, continue to deploy in-depth training and fostering to improve the capacity and professionalism of cadres, civil servants and public employees at the People's Committees of communes and wards in the new context...

After the arrangement of provincial and commune-level administrative units, Da Nang city has 94 commune-level administrative units (including 70 communes, 23 wards and 1 special zone); the number of villages and residential groups in Da Nang city (old) and Quang Nam province (old) is kept intact. Da Nang city has a total of 53,314 assigned cadres, civil servants and public employees; 1,335 quotas for non-professional workers at the commune level; 1,764 quotas for labor contracts at public education and training units in the city; 279 positions of the Military Command of communes and wards.
