Responding to exceptionally large floods in Khanh Hoa, Dak Lak, Gia Lai

On November 20, the Ministry of National Defense issued Official Dispatch No. 7453/CD-BQP on focusing on responding to exceptionally large floods in Khanh Hoa, Dak Lak and Gia Lai.

Currently, floods on rivers in Khanh Hoa, Dak Lak and Gia Lai provinces are at high levels, some places in Dak Lak and Khanh Hoa have exceeded historical flood levels. According to the forecast of the National Center for Hydro-Meteorological Forecasting, on November 20 and 21, 2025, in the above areas, there will continue to be heavy to very heavy rain; floods on Ba River and Kon River will remain at high levels; rivers in Khanh Hoa province will continue to rise and may exceed historical flood levels. Deep flooding will continue to occur seriously over a large area, especially in Khanh Hoa and Dak Lak provinces (due to the current high tide level), at the same time there is a high risk of landslides in mountainous areas and slopes.

Implementing the Prime Minister's Official Dispatch No. 223/CD-TTg dated November 20, 2025 on focusing on responding to exceptionally large floods in Khanh Hoa, Dak Lak and Gia Lai; to focus on responding to exceptionally large floods, ensuring the safety of people's lives, minimizing damage to State and people's property, the Ministry of National Defense requests agencies and units to continue to thoroughly grasp and strictly implement Official Dispatches No. 217/CD-TTg, No. 218/CD-TTg, No. 222/CD-TTg of the Prime Minister; Official Dispatches No. 7367/CD-BQP, No. 7388/CD-BQP, No. 7319/CD-BQP, No. 7426/CD-BQP of the Ministry of National Defense on focusing on responding to and overcoming the consequences of floods in the Central region.

At the same time, agencies and units strictly maintain the on-duty regime, proactively monitor and grasp the weather situation, especially the flood on Ba River, Kon River which is maintaining at a very high level and rivers in Khanh Hoa; mobilize maximum forces and means, by all means to immediately approach residential areas that are deeply flooded, cut off, isolated, and have landslides to promptly evacuate people to safe places and quickly overcome the consequences of floods, especially the risk of landslides, flash floods, inundation with the most urgent and drastic spirit, ready to respond to the worst scenarios, not to be passive or surprised; ensure the safety of barracks, warehouses and military bases.

Agencies and units proactively work with the government and people to promptly supply food to the people (priority is given to providing food that can be used immediately such as dry food, bread, butter, milk, etc.), not letting people go hungry, cold, or lack drinking water; ensuring absolute safety for forces and vehicles performing tasks.

The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to do a good job of responding to and overcoming the consequences of rain, floods, flash floods, landslides; ensure the safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve the work of responding to natural disasters; proactively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond to and overcome the consequences.

The Ministry of National Defense assigned Military Region 5 to direct its agencies, units and Military Commands of provinces and cities to coordinate with local Party committees and authorities to implement the "4 on-the-spot" motto, closely monitor the developments of especially heavy rain and floods, emergency floods on Ba River and Kon River; mobilize forces and means, by all means, to immediately approach residential areas that are deeply flooded, cut off, isolated, or have landslides to promptly evacuate people to safe places; continue to review, promptly detect, warn and proactively organize the evacuation of all people from dangerous areas, especially areas at high risk of landslides, flash floods, and deep floods.

In addition, Military Region 5 deployed forces to block, control, and guide traffic, not allowing people to pass through dangerous and unsafe areas, especially on traffic routes at risk of landslides, deep flooded areas, and fast-flowing water; proactively deployed forces, vehicles, materials, and fully stocked food, provisions, and necessary necessities in key and vulnerable areas identified as having a high risk of isolation due to landslides and flooding; deployed additional supply plans in case of isolation lasting for many days, ensuring smooth communication for command and control work.

Military Region 5 coordinated with local authorities to support people with food, necessities, and clean water; handle environmental sanitation, prevent and control diseases and epidemics; ensure learning conditions for students, provide medical examination and treatment for people, and restore production and business activities immediately after the flood receded.

The Ministry of National Defense requested the Vietnam Navy and Coast Guard to prepare forces and means to participate in overcoming consequences and conducting search and rescue in the areas where they are stationed. The Border Guard directed the Border Guard Commands of Khanh Hoa, Dak Lak, and Gia Lai provinces to coordinate with local authorities where they are stationed to participate in overcoming consequences of floods and landslides.

The Air Defense - Air Force, Corps 18 is ready with forces and means to conduct search and rescue flights; transport food, provisions, and necessities to deeply flooded, isolated, and cut-off areas when ordered.

The Ministry of National Defense noted that the 34th Corps, the Artillery - Missile Command and other military branches, corps, academies and schools direct their subordinate units to proactively coordinate with local authorities, Military Commands of provinces and cities where they are stationed and where they carry out tasks, and organize forces and means to participate in overcoming the consequences of floods and landslides.

The Information and Communications Corps and the Military Industry and Telecommunications Group mobilized maximum forces, materials, and equipment to ensure telecommunications supply in areas affected by floods and landslides, immediately overcome telecommunications signal loss, and ensure uninterrupted communication.

Agencies and units shall organize implementation and report to the Ministry of National Defense through the Ministry's Command and the Department of Rescue and Relief (General Staff) for the Ministry to monitor and direct.
