Dak Lak: More people evacuated from flood-affected areas but houses are still isolated

On the evening of October 20, Dak Lak authorities and rescue units made efforts to rescue and evacuate more people from flooded areas to safety. However, hundreds of households in the eastern communes and wards of the province are still in danger. Rescue work at night encountered many difficulties due to high floodwater levels.

In Tuy Hoa ward, on the evening of October 20, local police, army and militia forces continued to be present at deeply flooded areas to rescue and evacuate hundreds of households in Quarter 9, Phuoc Khanh, Dong Hoa, Dong Binh... to safety. Many elderly people and children were taken by the force to their homes on canoes to high places near the ward center.

However, in the above neighborhoods, there are still many households whose houses are deeply submerged in floodwaters that have not been evacuated. In Dong Binh neighborhood, there was a case of a pregnant woman in labor. The authorities deployed canoes that night to respond. Ambulances were also present to promptly help the people. However, because it was dark, the floodwaters were still high and flowing rapidly, the forces' canoes could not reach the location. Talking over the phone, the pregnant woman was temporarily stable. The authorities were on standby waiting for dawn to take the pregnant woman to the hospital.

On the evening of November 20, many communes and wards in the downstream of the Ba River such as Hoa Thinh, Hoa My, Son Thanh, Tay Hoa, Phu Hoa 1... were still deeply submerged in floodwaters. Hundreds of households had their houses submerged 1-2 meters deep, many houses were flooded up to the roof, completely isolated. Local authorities are still trying to mobilize human resources and means to evacuate people to safety.

Chairman of Son Thanh Commune People's Committee Vo Ba Dat said that in the evening of November 20, the floodwaters had decreased but more than 1,000 households still had their houses submerged. The commune's functional forces also evacuated hundreds of households from dangerous areas to safe places. Currently, the commune has no human casualties, but property damage cannot be counted yet.

Regarding the incident of 100 cans of Sulfuric acid from Tuy Hoa Sugar Factory (located in Son Thanh commune) being swept away, the People's Committee of the commune promptly informed the people that this is an especially dangerous acid. At the same time, it is requested that people who pick it up do not open the lid and immediately notify the nearest authorities for handling. Currently, there is information that people have picked up 1 can, the locality is sending forces to check.

On the evening of November 20, National Highway 1 through Binh Kien Ward was flooded, cutting off traffic. Hundreds of vehicles had to stop moving and lined up for more than 2 km on this route. Many passengers sought shelter at hotels, motels, and gas stations. Many volunteer teams were present to support passengers with necessities and food.

According to a report from the Dak Lak Provincial People's Committee, the Song Ba Ha Hydropower Reservoir at 7:30 p.m. on November 20 had a water level of 105.96 m. The water flow into the reservoir was 6,310 m3/s. The water flow through the generator was 150 m3/s. The water flow through the spillway was 6,100 m3/s. The total water flow downstream was 6,250 m3/s. The company is operating the discharge flow approximately equal to the return flow to maintain the reservoir water level around the design flood level of 105.96 m.

According to the report of the Dak Lak Province Hydrometeorological Station, from 7:00 p.m. on November 19 to 7:00 p.m. on November 20, there was moderate rain, heavy rain, and very heavy rain in some places, with some places experiencing over 330m. Widespread flooding in low-lying areas in the communes: Tuy An Bac, Tuy An Dong, O Loan, Tuy An Nam, Tuy An Tay, Phu Hoa 1, Phu Hoa 2, Tay Hoa, Hoa Thinh, Hoa My, Son Thanh, Son Hoa, Van Hoa, Tay Son, Suoi Trai, Ea Ly, Ea Ba, Duc Binh, Song Hinh, Xuan Lanh, Phu Mo, Xuan Phuoc, Dong Xuan, Hoa Xuan, Xuan Tho, Xuan Canh, Xuan Loc, Ea Phe, Ea Kly, Tan Tien, Vu Bon, Krong Bong, Hoa Son, Dang Kang, Hoa Son, Ea Ning, Dray Bhang, Dur Kmal, Dak Lieng, Krong Ana, Nam Kar, Ea Na, Hoa Phu, Buon Don, Ea Sup, Ea Bung, Ia Lop, Ea Rok, Ea R've, Ea Nuol, Ea Wer and wards: Tuy Hoa, Phu Yen , Binh Kien, Dong Hoa, Hoa Hiep, Xuan Dai, Song Bridge, Binh Kien.

The maximum flood depth in the eastern part of the province in urban areas is from 1.5 - 2.5m; in the western part of the province in urban areas is from 0.5 - 1m. Flood risk warning level: level 4.
