Opening of the 17th Hanoi Women's Congress

On November 21, at the Vietnam-Soviet Friendship Labor Cultural Palace, the 17th Congress of Hanoi City Women's Delegates for the 2025-2030 term took place.

In her opening speech, Ms. Le Kim Anh, President of the Hanoi Women's Union (VWU), said that the Congress has an important task of focusing on comprehensively and objectively summarizing and evaluating the achievements of the women's movement and the results of implementing the Resolution of the 16th Women's Congress, period 2021 - 2025, seriously reviewing the limitations and shortcomings, drawing lessons, deciding on goals, tasks and solutions for the 2025 - 2030 term; contributing opinions to the draft documents of the 14th National Women's Congress and the draft Charter of the Union (supplemented and amended); electing the Executive Committee of the 17th Hanoi Women's Union and electing the delegation of women from the capital to attend the 14th National Women's Congress.

After 4 years of implementing the Resolution of the 16th Hanoi Women's Congress, the Hanoi Women's Union at all levels is proud of the results achieved; but there are still many difficulties and challenges ahead, especially the requirement to strongly innovate the content and methods of operation of the Union in the digital age, in accordance with the new organizational model under the Fatherland Front and the implementation of two-level local government.

With the motto "Solidarity, creativity, aspiration, development", the Hanoi Women's Union is determined to "Promote the cultural and heroic tradition, solidarity, intelligence and aspiration of Hanoi women to rise up in the new era, build a strong organization; contribute to promoting gender equality, developing a civilized, cultured and modern capital".

“With the position of the Capital, the heart of the whole country, and at the same time being the honored unit chosen as the focal point of the Central Committee of the Vietnam Women's Union, the Congress Presidium requests that the delegates attending the Congress uphold the spirit of responsibility, concentrate their intelligence, promote democracy and solidarity, contribute to the success of the Congress, build a truly strong Hanoi Women's Union organization, exemplary in the women's movement of the whole country, actively and successfully implement the Resolution of the 18th City Party Congress”, Ms. Le Kim Anh emphasized.

The total number of official delegates summoned to attend the Congress was 448, of which 27 were ex officio delegates (6%), 421 were elected or nominated delegates (94%). The number of delegates present at the Congress was 446, 2 delegates were absent with reasons.

The alternate delegates replacing the official delegates are 12 delegates from the delegations of the communes: Dong Anh, Soc Son, Noi Bai, Phu Nghia, Phu Xuyen, O Dien, Gia Lam, Son Tay ward, Vinh Tuy, Vinh Hung, Dong Ngac, Women's Union, Bar Association, Women's Working Committee.

Presenting a summary of the Political Report of the Congress, Ms. Pham Thi Thanh Huong, Permanent Vice President of the Hanoi Women's Union, term XVI, said that in the 2025 - 2030 term, the Union will strongly innovate the content and methods of operation of the Union, adapt and meet the requirements in the new context; the Union's staff will be exemplary, courageous, intelligent, dedicated, creative pioneers, close to the grassroots, close to the members; arouse the potential and aspirations of women in the Capital. In particular, participate in building a clean and strong Party and political system, contributing to firmly consolidating the great national unity bloc; promote gender equality, representation, care for the comprehensive development of women, ready to enter a new era, join hands to build a civilized, modern and happy Capital.

At the same time, 4 groups of indicators were implemented: The group of indicators supporting women in economic development; the group of indicators for family building; safety for women and children; the group of indicators participating in Party building, government building and the group of indicators for building the Union organization, digital transformation and international integration. At the same time, 55 key tasks were implemented such as: Supporting women in comprehensive development, building a prosperous, happy, progressive and civilized family; mobilizing society to implement gender equality for women's development; participating in Party building, a clean and strong political system, participating in state management, building the great national unity bloc; developing members and building a strong Union organization; and promoting the active and proactive role of the Union and women in people's foreign affairs.

In particular, 3 groups of solutions will be deployed: Innovating propaganda methods, raising awareness, and improving capacity for cadres, members, and women; innovating direction, management, and operating methods; and improving the effectiveness of coordination, connection, and resource mobilization.
