Regarding the Law on High Technology, Minister Nguyen Manh Hung said that he has identified the types of technology and scientific and technological products that need to be prioritized for development, and the Law on Technology Transfer regulates the transfer, commercialization and management of technology, including high technology.
Minister Nguyen Manh Hung said that the two laws have a very clear relationship with each other. The Law on High Technology determines the subjects to have priority development policies, and the Law on Technology Transfer is the law regulating activities.
According to Minister Nguyen Manh Hung, the goal of amending these two laws is to help Vietnam truly have high technology and create a technology market.
Regarding the Law on High Technology, Minister Nguyen Manh Hung said: High technology is not only a field of investment incentives, but also an invaluable economic, defense, security and competitive strategy. High technology is also national sovereignty . This is a change in our Party's perception, Vietnam has announced the list of mastery strategies, this is also Vietnam's "declaration" of autonomy and self-reliance in technology.
This revised Law on High Technology aims to institutionalize the above viewpoints, distinguishing high technology, strategic technology, and core technology for development management. High technology is for national development; strategic technology is a national priority for autonomy that requires special policies; core technology is what we must do and command.
According to Minister Nguyen Manh Hung, amending the Law on High Technology in the direction of adding 4 breakthroughs demonstrates the Party's innovative thinking on science and technology. Specifically: One is adding the concept of strategic technology, handling well the relationship between high technology and strategic technology, core technology. Two is adding preferential policies to increase the localization rate, increase the current technology content; shift from processing and assembly to research, design and creation of high-tech products of Vietnam. Three is focusing on national goals and strategies for double-digit growth, labor productivity, and mastery of technology. Four is forming a high-tech urban area, a place worth living, working creatively in a high-tech environment.
The established mechanisms and policies for high technology will continue to be maintained and incentives will be increased when FDI increases automation, technology transfer, etc. Build special policies, strongly promote mastering strategic technology such as direct assignment of tasks, specific mechanisms in decoding and purchasing technological know-how. Establish a special laboratory area for strategic technology and special purchases of strategic technology and strategic technology products depending on each period.
Regarding the Law on Technology Transfer, Minister Nguyen Manh Hung said that the main goal of this amendment is to form a real technology market, technology transfer becomes a mechanism for commercialization to bring technology into production faster and stronger.
Shift from controlling transfer to promoting innovation, reducing administrative procedures, shifting from potential control to post-control, creating an open mechanism for developing intermediary organizations so that businesses can quickly import new technologies, master and innovate technology; shift from thinking about machinery and equipment technology to thinking about knowledge technology, data, algorithms, software, artificial intelligence and consider all as equal transfer objects.
Minister Nguyen Manh Hung said: The Law on Technology Transfer expands new technology subjects, new forms of technology transfer in addition to ownership and usage rights, expanding to renewable technology, co-developed technology... Temporary technology transfer and transfer based on results, adding new technology subjects such as design, algorithms, AI data models... There is a new approach to invisible technology subjects.
Decentralization of technology appraisal to localities must be accompanied by the design of a unified national set of criteria. Information on technology appraisal must be published and the Central Government has the right to monitor, post-audit and veto.
Minister Nguyen Manh Hung said that in order to strongly promote the science and technology market, the Law on Technology Transfer stipulates more regulations on the development of intermediary organizations, brokers, consultants, technology evaluation based on valuation, connecting supply and demand. Organizing trading floors and supporting the budget for technology innovation.
According to Minister Nguyen Manh Hung, the two amended laws will strengthen the state management capacity to carry out comprehensive digital transformation to monitor, compile statistics, measure, and publicly announce the effectiveness of high-tech activities and technology transfer.
