Comments on the Draft Documents of the 14th National Party Congress: Perfecting mechanisms and policies for developing innovative startups

The Draft Political Report submitted to the 14th National Congress of Delegates identified science, technology, innovation and digital transformation as the main driving force of new growth, playing a key role in the development model for the 2025-2030 period and vision to 2045. The draft report recorded many outstanding results in Science and Technology (S&T) and Innovation (I&T) during the 13th Congress term, demonstrating a strong shift to a development model based on knowledge and technology.

The 12th National Party Congress (2016) marked a breakthrough change in the Party's thinking on innovative startups. For the first time, the concept of "innovative startups" appeared in the Congress Documents. The Documents emphasized "building a startup ecosystem", promoting innovation, identifying enterprises as the center of the innovation system. By the 13th National Party Congress (2021), the Party's thinking on innovative startups had reached a new level: considering innovative startups not only to create jobs but also to become the driving force of the growth model and the digital economy .

The XIII Congress documents demonstrate a clear maturity in awareness: affirming that science and technology , innovation and digital transformation are the main drivers of growth. Setting the goal of strongly developing the national creative startup ecosystem. Emphasizing the role of technology enterprises and creative enterprises (startups) in promoting national productivity and competitiveness. Orienting the development of digital economy, green economy, and circular economy - the foundation for a new wave of startups.

Accordingly, the position of science and technology - innovation in the economy has been significantly enhanced. Science and technology, innovation and digital transformation continue to be identified as the driving force for development , making an important contribution to improving growth quality. The contribution of total factor productivity (TFP) to economic growth reached about 47% - the highest level ever - reflecting the increased role of technological innovation and governance improvement. The innovation and creative startup ecosystem has expanded; major cities have initially formed innovation centers, high-tech zones...

The science and technology institutions have been innovated, and international integration has been promoted. Policies to promote research, high-tech application, digital transformation, and the development of the science and technology market have been gradually improved. International integration in science and technology has been strengthened; cooperation with leading corporations and research institutes in new technology fields (AI, big data, biotechnology, etc.) has brought about many positive results.

At the same time, the innovative startup ecosystem has developed. Many new business models – especially those based on digital platforms – have developed strongly, creating the premise for a new productive force. Promoting the development of the private economy as “the most important driving force of the economy” has created new space for innovative businesses, forming a number of large private corporations with the ability to compete internationally.

Not really become the main driving force of growth and industrialization

Besides the achievements, the Draft Report frankly points out many structural limitations.

Accordingly, technological capacity and innovation level are still weak.
The economy still lacks fundamental and strategic technology sectors. Research and development (R&D) capacity is still scattered; the pace of technological innovation is slow. Despite improvements, science and technology have not really become the main driving force of growth and industrialization.

Institutions and policies on science and technology, innovation, and creative startups still have many problems. Many mechanisms on financial management, research orders, autonomy of institutes and schools, and preferential policies for intellectuals and scientific experts are not suitable; the organization and implementation methods are still cumbersome and inflexible. The science and technology market develops slowly, and the connection between universities and businesses is still loose.

In addition, enterprises have not really played a central role in the innovation system. The rate of enterprises investing in R&D is still low; innovative startups have difficulty accessing high-quality technology, finance and human resources. The startup ecosystem still lacks important institutions such as the venture capital market, policy testing mechanism (sandbox), and specialized advisory network.

Science and technology infrastructure and digital transformation have not met new development requirements.

Despite improvements, the material and technical facilities of many science and technology organizations are still outdated; digital infrastructure is not yet synchronized; and data analysis and application capacity is limited.

These limitations, according to the Draft, stem from slow innovation in development thinking, lack of proactive policy response, and institutional development that has not kept up with world technology trends.

From "startup support" to "building a creative startup nation"

From the above reality, it can be seen that in order to perfect the mechanism and policy for developing innovative startups, first of all, it is necessary to unify the concepts of startup ecosystem or innovative startup ecosystem, innovative startup enterprise or innovative startup enterprise.

The lack of consensus on the content of Creative Startups and the startup ecosystem will create difficulties and confusion in implementing professional activities; in state management, there will be inappropriate behaviors, or disadvantages for the subjects of true KNST. Therefore, the Draft Report also needs to agree on which terminology to use when referring to the startup ecosystem and startups in science and technology, and innovation.

Second, creative startups are not only an economic issue, but also a central component of the country's development strategy in the period of growth model transformation. In the upcoming 14th Congress Document, it is necessary to clearly affirm: "Science - technology - innovation - creative startups are the pillars and strategic driving force for rapid and sustainable development, improving productivity, competitiveness and national position."

Innovation and creative startups must be placed in the national science and technology value chain, from basic research - application - commercialization - global market expansion. It is recommended to study and supplement the content on "building and perfecting institutions for science and technology development, innovation and digital transformation", creating a foundation and favorable conditions for the development of science and technology, innovation and digital transformation of the country in the coming period.

Third, building a creative State that promotes innovation. The document should emphasize: The State needs to play the role of creating an ecosystem, instead of just "licensing" or "administrative support". The Government must proactively create a market for innovation, through technology ordering mechanisms, public-private partnerships (PPP), and accompanying investments in strategic areas (AI, biotechnology, new materials, clean energy, etc.). At the same time, it is necessary to establish a policy testing mechanism (regulatory sandbox) for new business models in the fields of fintech, blockchain, and digital services, helping businesses experiment and expand innovation within a safe framework.

Fourth, develop a startup ecosystem associated with regional and innovative urban development. It is necessary to form a network of regional startup centers, connecting with universities, research institutes and high-tech industrial parks. Large cities such as Hanoi, Ho Chi Minh City and Da Nang City play a leading role in promoting regional innovation.

Building a national index on Creative Startups (National Startup Dashboard) to monitor and evaluate policy effectiveness and connect data between localities.

Fifth, strengthen the content of STEM, finance, start-ups, innovation, digital transformation in general education, vocational training and universities; credit policies for students, trainees, and researchers in science, technology, engineering and mathematics. This is an urgent requirement to balance human resources in science and technology. Promote the national communication program on entrepreneurship, encourage the spirit of daring to think, daring to do, daring to innovate among students.

The 14th National Party Congress is an important time to reaffirm the strategic role of science and technology, innovation and creative startups in national development. The startup ecosystem must be considered an organic component of the national innovation ecosystem, closely linking the State - enterprises - universities - society.

To realize the aspiration of a strong Vietnam, it is necessary to strongly shift from “supporting startups” to “creating a creative startup nation”. In which: The State creates institutions and markets; enterprises are the center of innovation; people are the creative subjects. At that time, creative startups will truly become a strategic driving force to promote rapid and sustainable growth, contributing to realizing the vision of Vietnam by 2045 - a developed, high-income country with an economy based on knowledge, innovation and high added value.
