On the afternoon of November 22, at the National Assembly House, Party Central Committee member and Vice Chairman of the National Assembly Vu Hong Thanh attended the expanded Standing Conference of the Nationalities Council, preliminarily examining the proposed Report "National target program on new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the period 2026 - 2035".

Must highlight the novelty and specificity of the 2026 - 2035 period

Speaking at the Conference, Vice Chairman of the National Assembly Vu Hong Thanh agreed to merge the three national target programs (new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas) into one program, in order to create a stronger "push" to promote the implementation of the programs.

The Vice Chairman of the National Assembly requested that agencies continue to coordinate and clarify the scope of the program in the direction of clearly defining the central target axis, avoiding mechanical merging; clearly inheriting the tasks and projects of the previous phase, and having appropriate transition steps, not interrupting the contents being implemented, closely following the socio-economic development orientation of the country. Strengthen coordination between ministries and branches, avoid overlapping and conflicts in authority. Establish a system and regulations for coordination to quickly handle problems, "wherever problems arise, handle them immediately".

The Vice Chairman of the National Assembly noted that it is necessary to learn from the experience of implementing the three previous National Target Programs, merging them into a common Program with a large scale, wide range of beneficiaries, and different operating mechanisms, requiring a design of a smooth operating mechanism and hierarchy system. Specifically defining the tasks of the presiding agency, coordinating agency, and the level of decentralization to the locality. Especially the role of the commune and ward levels, with clear people, clear work, and clear responsibilities.

The Vice Chairman of the National Assembly pointed out, “decentralization must be linked to delegation of authority. If decentralization is unclear or lacks accompanying resources, it can easily lead to congestion, confusion, resource dispersion and slow progress. It is necessary to thoroughly decentralize to localities to decide on specific projects and policies, including detailed resource allocation. The central government (Government) decides on principles, mechanisms, goals and major policy directions.”

The Vice Chairman of the National Assembly also proposed simplifying procedures, shortening approval time, overcoming the situation of late capital allocation, slow disbursement, and streamlining the system of guidance documents.

Noting that the beneficiaries of the Proposal are very broad and will be implemented nationwide, the Vice Chairman of the National Assembly said that it is necessary to focus on the core poor areas, and to set out scientific indicators that are appropriate to the current context and situation; the indicators must be feasible, measurable, and have a roadmap for completion that is appropriate to reality.

“We must pay attention to core goals such as: income, essential infrastructure, residential land, production land, housing, domestic water, digital transformation, education, and healthcare,” the Vice Chairman of the National Assembly emphasized.

Regarding the content, it must be reviewed in a streamlined, unified and specific manner. The program can only operate effectively when the components are clearly designed and do not overlap. The contents related to infrastructure, poverty reduction and socio-economic development in ethnic minority areas need to be clearly defined, accompanied by a specific coordination mechanism between ministries, avoiding the situation where each ministry guides a part, causing dispersion of focal points like in the previous phase.

Regarding the general component, the Vice Chairman of the National Assembly frankly stated that there are up to 10 groups of tasks that can easily lead to dispersion, difficulty in management, and the risk of repeating the activities of the three previous national target programs and other national target programs. The contents that are regular tasks of ministries and branches (such as public administration, law, gender equality, etc.) need to be carefully considered to see if they really need to be included in the Program or if they need to be integrated and simplified to focus resources on key objectives.

“With the specific component, the requirement is to highlight the novelty and specificity of the 2026 - 2035 period. The content cannot be understood as “copied” from the previous Ethnic Minority Development Program without the necessary updates and breakthroughs,” the Vice Chairman of the National Assembly stated.

In addition, the Vice Chairman of the National Assembly also said that all content designs must be based on the principle of zoning and be suitable for regional characteristics, especially the new rural criteria must be suitable for ethnic minority and mountainous areas. It is impossible to use a common set of criteria for the whole country; it is even more impossible to apply the new rural criteria of the plains to ethnic minority areas, or use mountainous criteria to evaluate remote areas. If the diversity of terrain, economic - social and cultural conditions of each region is not taken into account, the Program will create great pressure on localities and make it difficult to achieve its goals.

Special attention should be paid to livelihoods, job creation, conversion of crop and livestock varieties to suit climate change, improvement of economic efficiency, and increase of income per unit area.

"The National Assembly's resolution should only stipulate the framework and general principles, from which the Government will provide specific and detailed regulations," the Vice Chairman of the National Assembly noted.

Overcoming the situation of policy fragmentation and multiple management agencies

Previously, in his opening speech at the conference, Chairman of the Ethnic Council Lam Van Man stated that the conference aimed to clarify the practical and objective basis for the necessity of merging the three National Target Programs into one Program to meet the requirements of streamlining the apparatus, integrating resources, increasing investment efficiency, and overcoming the shortcomings and limitations that were pointed out in the previous period.

At the same time, overcoming the situation of policy fragmentation, multiple management agencies, and multiple policy guidance documents in the same locality, contributing to mobilizing, allocating, and effectively using investment resources, which has been an obstacle in implementing the Programs for the 2021-2025 period.

According to the Proposal for investment policy of the National Target Program on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the period 2026 - 2035 presented by Deputy Minister of Agriculture and Environment Vo Van Hung, the merger of the 3 Programs is of utmost importance to realize the goal of the Party and State to make the people rich, the country strong, and the people have a prosperous and happy life. This is the highest goal, which needs to be unified in terms of awareness. The integration into one Program does not reduce policies, but helps to focus more on ethnic minority and mountainous areas in the coming time.

The program will be implemented over 10 years, from 2026 to 2035, divided into two phases: Phase I (2026 to 2030) and Phase II (2031 to 2035). The program has two components: General contents implemented nationwide, including 10 groups of contents; Specific contents for socio-economic development in ethnic minority and mountainous areas, including 5 groups of contents.

The total resources to implement the Program for the 2026-2035 period are expected to be about VND 2.8 million billion, of which, in Phase I (2026-2030), the total resources mobilized to implement the Program are expected to be at least VND 1.23 million billion. Phase II (2031-2035): Based on the implementation results of the Program for the 2026-2030 period, the Government will submit to the National Assembly for decision on the resources to implement the Program for the 2031-2035 period.
