
This dispatch aims to implement the Prime Minister's dispatch No. 222/CD-TTg dated November 19, 2025, and dispatch No. 223/CD-TTg dated November 20, 2025 on focusing on responding to exceptionally large floods in Khanh Hoa, Dak Lak and Gia Lai , and at the same time to ensure safety for people and vehicles participating in traffic.
The Ministry of Construction requests heads of agencies and units including the Vietnam Road Administration, Vietnam Railways, Vietnam Maritime and Waterways, Vietnam Airlines, Construction Infrastructure, Construction Investment Economics and Management, and the Departments of Construction of Khanh Hoa, Dak Lak, Gia Lai, Lam Dong and Vietnam Railways Corporation to monitor, update and grasp the situation of floods and rains based on their functions and tasks. At the same time, continue to implement the instructions of the Ministry of Construction in the Ministry's previous dispatches and focus on responding to particularly large floods in Khanh Hoa, Dak Lak and Gia Lai.
Currently, floods on rivers in Khanh Hoa, Dak Lak and Gia Lai are at very high levels, some places in Dak Lak and Khanh Hoa have exceeded historical levels. According to the forecast of the National Center for Hydro-Meteorological Forecasting, on November 20 and 21, 2025, in Khanh Hoa, Dak Lak and Gia Lai areas, there will be heavy to very heavy rain.
Floods on the Ba and Kon rivers remain at very high levels, while those on rivers in Khanh Hoa continue to rise and are likely to exceed historical flood levels; severe flooding will continue to occur over a wide area, especially in Khanh Hoa and Dak Lak provinces (due to current high tides), and there is a very high risk of continued landslides in mountainous areas and steep slopes.
Faced with that situation, the Ministry of Construction requested the Vietnam Road Administration to direct Road Management Zones III and IV to coordinate with the Departments of Construction of Khanh Hoa, Dak Lak, Gia Lai, Lam Dong to organize on-duty, remote traffic diversion, assign guards, install buoys, barriers, and signals at flooded locations, overflow tunnels, broken roads, and landslides; control traffic, proactively regulate traffic; prohibit roads at dangerous locations (overflow tunnels, bridges, ferries, etc.) on national highways in the areas affected by the Ba River and Kon River basins, etc.; resolutely not allow people and vehicles to enter these locations to ensure traffic safety for people and vehicles participating in traffic.
The Vietnam Road Administration directs road management units to focus on inspecting, reviewing, and implementing plans to ensure traffic safety on national highways under their management, promptly remedying landslides and traffic disruptions, ensuring smooth traffic, especially on key national highways and main traffic axes; focusing on ensuring safety for people, construction equipment, and construction items under construction to overcome consequences caused by floods, especially construction items in areas that are experiencing landslides and deep flooding.
At the same time, the Vietnam Railway Authority and Vietnam Railway Corporation directed railway maintenance management units to strictly implement the patrol and guard regime at key railway works and locations, especially those in the Ba River basin (Dak Lak), Kon River (Gia Lai) and rivers in Khanh Hoa; concentrate machinery, vehicles, and human resources to be ready, proactively respond promptly when incidents occur, and ensure absolute safety for people and vehicles participating in incident handling.
At the same time, direct the Railway Transport Joint Stock Company to have a reasonable plan to stop and space trains, proactively stop trains from a distance to avoid congestion at stations and sections where rail and road traffic are isolated; coordinate with relevant agencies and units in localities where rail traffic is blocked to arrange essential supplies to serve passengers on trains that have to stop at sections and stations.
In addition, the Ministry of Construction requested the Vietnam Maritime Administration to direct units managing and maintaining waterways to coordinate with local forces to request watercraft anchored near river bridges to urgently move to safe locations; absolutely do not let vehicles drift due to floods crash into river crossing structures; regularly monitor and grasp the situation; if detecting drifting vehicles, promptly notify local authorities to coordinate handling.
The Civil Aviation Authority of Vietnam is assigned to direct relevant units to strengthen inspections of airports, terminals, communication systems, flight operations and command at airports in areas affected by rain and floods to promptly detect and handle incidents; ensure safety in the exploitation and transportation of goods and passengers by air.
The Department of Infrastructure, the Ministry of Construction assigned the task of directing and guiding localities to review and inspect the drainage system of urban areas to ensure effective flood prevention; inspect measures to ensure safety for technical infrastructure key works, technical infrastructure systems in urban areas to ensure safety of the power grid to operate and supply clean water to flooded areas.
The Department of Economics - Construction Investment Management is responsible for directing Project Management Boards, investors, construction contractors, and related consulting units in the flood-affected areas to inspect and review all construction sites, promptly detect potential unsafe locations to have timely solutions; arrange adequate human resources, machinery, equipment, supplies, materials, etc. to focus on completing the construction items to the technical stopping point before the flood comes.
At the locations where the old road is being expanded, urgently clean up and move machinery and equipment to the right places, ensuring safety for people, constructions, machinery and equipment; do not leave machinery, equipment and vehicles in locations with potential risks of collapse, landslides, deep flooding, etc.
Along with proposing solutions for bracing, supporting, and anchoring machinery and equipment that cannot be moved, it is necessary to clear the flow and ensure drainage works are always clear; fully arrange signaling systems, warning signs and on-site forces according to the "four on-site" motto to ensure safety for people, construction equipment and construction items under construction, paying special attention to underwater construction items and routes that are both under construction and in operation.
At the same time, advise the Ministry's leaders in urging and closely coordinating with localities to regularly monitor and grasp market developments and fluctuations in construction material prices in the market to proactively have timely and effective price management solutions, especially construction materials, sand, stone, gravel, bricks, leveling materials, roadbed materials, etc.; in cases beyond authority, immediately report to competent authorities for timely and effective consideration and decision.
The Department of Construction of Khanh Hoa, Gia Lai, Dak Lak and Lam Dong provinces needs to proactively coordinate with regional road management units and local authorities in traffic diversion and regulation, ensuring traffic, especially in the basins of Ba River (Dak Lak), Kon River (Gia Lai) and rivers in Khanh Hoa.
In particular, the Ministry of Construction requires focusing on checking and immediately reviewing areas at risk of landslides and land subsidence on the roads under its management (especially national highways); being ready to respond and promptly fix landslides and traffic routes to ensure traffic in the fastest time, ensuring safety for people and vehicles participating in traffic, participating in troubleshooting at points of landslides; having plans to arrange vehicles and equipment to promptly support people passing through landslide and flooded areas.
The Departments of Construction of these 4 provinces need to direct and notify automobile transport business units to regularly monitor and update the situation of rain, floods and areas at risk of landslides and land subsidence on the road to have appropriate transport plans, ensuring absolute safety of life and property for people and transport business vehicles when participating in road traffic; prepare plans to arrange vehicles to transport goods and passengers in case of an incident; strictly comply with the road and bridge bans, lane separation and traffic regulation plans of the agencies and functional forces in the locality where the journey and route pass through.
In addition, the Departments of Construction of the 4 provinces directed and notified the management and operation units of the bus stations to proactively monitor, update, and promptly notify information on complicated developments of weather, floods, and landslides on the route to transport businesses, vehicle owners, and drivers operating at the stations to have timely preparation and prevention plans. Thereby, ensuring absolute safety of life and property for passengers, goods, and transport business vehicles of the units when participating in road traffic.
In addition to strengthening coordination with local agencies, units and functional forces to strictly control departure activities, it is necessary to propagate and remind drivers of transport units at the station (especially fixed-route passenger buses with night routes) not to drive through prohibited areas, prohibited bridges, and areas where the road is being eroded.
