The leaders of the Ministries and the Chairmen of the provinces and cities are requested to participate in the explanation session.

National Assembly Chairman Vuong Dinh Hue has signed and issued a Resolution guiding the organization of accountability activities at sessions of the National Assembly's Ethnic Council and committees.

This Resolution provides guidance on Articles 37 and 43 of the Law on Supervisory Activities of the National Assembly and People's Councils and relevant legal provisions regarding the organization of accountability activities at sessions of the National Assembly's Ethnic Council and Committees.

This includes: Principles and scope of accountability; criteria for selecting issues to be explained, individuals requested to provide explanations, and individuals requested to participate in the explanation process; sources of information for selecting issues to be explained; responsibilities and rights of individuals requested to provide explanations, relevant agencies, organizations, and individuals; procedures for organizing accountability activities; implementation of conclusions on issues to be explained; monitoring, urging, and reporting on the implementation of conclusions on issues to be explained by the National Assembly's Ethnic Council and Committees.

According to the Resolution, the explanatory sessions are held publicly, except in cases where the issue being explained involves state secrets, work secrets, personal secrets, family secrets, private life secrets, business secrets protected by law, or other cases decided by the Standing Committee of the National Assembly's Ethnic Council or the Standing Committee of the National Assembly's committees.

Policy - Requiring leaders of Ministries and Chairmen of provinces and cities to participate in the explanation session. — The National Assembly's Judicial Committee held a hearing on the implementation of laws on preventing and combating human trafficking on May 8, 2023.

The scope of accountability includes issues within the purview of the National Assembly's Ethnic Council and its committees; and issues within the purview of the National Assembly's Ethnic Council and its committees that are also related to the purview of other National Assembly committees and the National Assembly's Ethnic Council.

The issues to be addressed are selected based on one of the following criteria: specific issues, incidents that are topical, pressing, and prominent in social life; issues that are of concern to many National Assembly deputies , members of the National Ethnic Council, members of National Assembly committees, public opinion, voters, and the people, requiring clarification and timely resolution to ensure the interests of the State and the legitimate rights and interests of organizations and individuals;

The problems stem from violations of the law or numerous limitations and weaknesses that are slow to be rectified;

The issues have been addressed in Resolutions of the National Assembly and the Standing Committee of the National Assembly on questioning, thematic supervision, or conclusions on issues explained, and recommendations for thematic supervision by the National Assembly's Ethnic Council and Committees, but their implementation has been ineffective and has not met the requirements set forth.

Those asked to provide explanations include members of the Government, the Chief Justice of the Supreme People's Court, the Prosecutor General of the Supreme People's Procuracy , and the State Auditor General.

The person selected to provide an explanation at a specific hearing must be the head of the state agency with direct management authority or the function, duties, and responsibility to address the issue being explained.

At the same time, the person requested to participate in the explanation is a representative of the leadership of the Ministry, sector, the Chairman of the People's Committee of the province or centrally-administered city, or other individuals related to the authority of state management or having the function, duties, and responsibility to resolve the issue being explained .
