
This is the largest volume of legislative work since the beginning of this term.
Reporting at the session, the Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Manh, stated that in 2025, under the close leadership and guidance of the Chairman of the National Assembly , the Vice-Chairmen of the National Assembly, the agencies of the National Assembly and the National Assembly Office focused their efforts on timely, creative, and highly efficient work, completing an enormous volume of tasks.
The advisory and support work for the activities of the National Assembly Party Committee was implemented systematically, synchronously, and effectively, successfully organizing the First National Assembly Party Congress, term 2025-2030, and the First National Emulation Congress of the National Assembly Standing Committee, term 2025-2030.
The advisory and support agencies assisted in over 600 activities of the National Assembly Chairman and Vice-Chairmen during their working visits and inspections at ministries, agencies, and localities; promptly led and directed the resolution of difficulties and major, important issues; and successfully advised on the organization of 3 National Assembly sessions, 23 sessions of the National Assembly Standing Committee, and 61 conferences, sessions, meetings, and working sessions of the National Assembly Party Committee...
The Secretary General of the National Assembly and Head of the National Assembly Office stated: Constitutional and legislative work clearly demonstrates a renewed approach to lawmaking and fulfills a very high volume of requirements, including: advising and submitting to the National Assembly amendments and supplements to several articles of the 2013 Constitution, along with many synchronized laws and resolutions, creating a legal basis for the reform and restructuring of the two-tiered local government apparatus from July 1, 2025. The volume of legislative work in 2025 is the largest since the beginning of the term, comprising 89 laws and 24 normative legal resolutions, and providing opinions on 6 other draft laws to promptly institutionalize the policies of the Central Committee of the Party, the Politburo , and the Secretariat, removing bottlenecks, unlocking resources, creating momentum for development, and a solid legal foundation for the new development phase of the country. Four ordinances and 32 resolutions were submitted to the Standing Committee of the National Assembly for approval.
Regarding oversight activities, the advisory agencies successfully organized the questioning session at the 9th Session on finance and education and training, and innovated the questioning method at the 10th Session by requiring written questions. Simultaneously, they advised on the issuance of the 2026 oversight program and plan, implemented two oversight thematic areas, organized the Forum "Parliamentary Oversight for Development Creation," and conducted legal reviews, oversight, and accountability regarding the implementation of policies and laws on preventing and combating counterfeit drugs and food products.
Regarding preparations for the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term, the agencies have advised and assisted the National Election Council in successfully organizing the National Conference to disseminate the Politburo's Directive on election work; issued guiding documents on election work; and launched the election information website.
Simultaneously, the restructuring and streamlining of the organizational apparatus has been implemented seriously and decisively. Parliamentary diplomacy has been carried out proactively and effectively. Activities commemorating the 80th anniversary of the Vietnamese National Assembly have been organized systematically and in depth. Digital transformation in the National Assembly's operations continues to be promoted.
Secretary General of the National Assembly and Head of the National Assembly Office, Le Quang Manh, emphasized that the results of the work in 2025 have made a significant contribution to the achievements of the 15th National Assembly term and the glorious 80-year tradition of the National Assembly; demonstrating the high sense of responsibility, creativity, and political determination of the National Assembly Party Committee; affirming the correctness and appropriateness of the new organizational model, promoting the comprehensive leadership role of the Party, and meeting the development requirements of the country in the new situation.
Legislative work is a "breakthrough of breakthroughs".

In his directive speech, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the results achieved by the National Assembly's agencies and the National Assembly Office in 2025; and commended the efforts of all officials, civil servants, and employees in fulfilling their assigned tasks.
Regarding key tasks and requirements for the coming period, the Chairman of the National Assembly requested that agencies promptly finalize and submit for signing and promulgation the laws and resolutions recently passed at the 10th Session. Noting that some legal documents and implementing guidelines, drafted in a short time, may inevitably contain some inconsistencies, the Chairman of the National Assembly emphasized the need to proactively review and update new viewpoints and directives, and to advise on amendments, additions, and the promulgation of new documents to better suit current realities.
The National Assembly's agencies and the National Assembly Office are focusing on guiding, inspecting, and preparing all conditions for the successful organization of the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term. The deputies of the 15th National Assembly will continue to perform their duties well until the end of their term, wholeheartedly and diligently serving the Fatherland and the people.
The Chairman of the National Assembly requested a focus on successfully organizing activities commemorating the 80th anniversary of the Vietnamese National Assembly; including the awarding ceremony of the fourth National Journalism Award on the National Assembly and People's Councils (Dien Hong Award); and the commemoration of the 80th anniversary of the first general election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026). Agencies were urged to promptly summarize and draw lessons from the 10th session, while also making thorough and complete preparations for the first session of the 16th National Assembly.
Emphasizing that 2026 is of particular importance, determining the quality and effectiveness of the National Assembly's operations throughout the 16th term, the Chairman of the National Assembly requested that agencies and units closely follow the Party's leadership; promptly implement and institutionalize the resolutions, directives, and conclusions of the Central Committee; and strengthen supervision and inspection of the implementation of the Party's resolutions.
The Chairman of the National Assembly pointed out that legislative work is a "breakthrough of breakthroughs," with institutions leading the way and paving the path for development; a strong shift from a management mindset to a development-oriented mindset, considering institutional reform as a national competitive advantage; and strengthening discipline and order in lawmaking. Supervision activities must be substantive, and the 16th National Assembly term must have a comprehensive supervision program with clear priorities and key areas.
The Speaker of the National Assembly emphasized the need to strengthen the monitoring and supervision of the implementation of laws and resolutions of the National Assembly, promote the application of information technology and artificial intelligence in the activities of the National Assembly, and move towards a digital National Assembly; continue to innovate in the work of addressing citizens' petitions, strengthen thematic and sectoral contact with voters; comprehensively prepare for the election of deputies to the 16th National Assembly, strengthen parliamentary diplomacy, and promote Vietnam's role in international forums.
Noting that the National Election Council held its fourth session on December 15th, assigning specific tasks to its members and each subcommittee, the Speaker of the National Assembly requested the Vice-Speakers of the National Assembly and the heads of the subcommittees to immediately begin their work and vigorously implement the assigned tasks.

The Committee on Law and Justice is responsible for advising on the development of the legislative orientation for the 16th National Assembly term; preparing and submitting the legislative program for 2027; and promptly advising on adjustments to the legislative program for 2026, ensuring the full and timely institutionalization of the Party's policies and practical requirements.
The Economic and Financial Committee is responsible for advising and meticulously preparing the economic and financial content to be submitted to the First Session of the 16th National Assembly, especially the system of five-year plans for the period 2026-2030.
The Committee on Citizen Petitions and Supervision is responsible for advising on the development of the National Assembly's and the Standing Committee's supervision programs; strongly innovating supervision activities towards a more substantive approach, selecting the right pressing issues; and strengthening the monitoring and urging of the resolution of voters' petitions.
The Committee on Delegate Affairs proactively advises on personnel matters, ensuring the early consolidation of the organizational structure of the National Assembly and state agencies; and pays attention to the training, development, and management of delegates.
The Committee on National Defense, Security and Foreign Affairs is responsible for advising and effectively supporting the foreign affairs activities of the National Assembly leadership; and for implementing the parliamentary foreign affairs plan in a focused and targeted manner.
The Committee on Science, Technology and Environment continues to advise on the effective implementation of Resolution No. 57-NQ/TW of the Politburo; promote digital transformation in the activities of the National Assembly; and organize the substantive operation of platforms serving "Digital Popular Education - Digital National Assembly".
The National Assembly Office is responsible for coordinating and ensuring comprehensive support for the National Assembly; meticulously preparing for National Assembly sessions and major events; and strengthening the monitoring and urging of the implementation of conclusions and directives from National Assembly leaders.
Considering that 2025 has concluded with many important milestones for the country, including the significant contributions of the National Assembly, the Chairman of the National Assembly hopes that the National Assembly's agencies will uphold discipline and strict adherence to regulations to further improve the quality of their operations.
On this occasion, National Assembly Chairman Tran Thanh Man presented Certificates of Commendation from the Standing Committee of the National Assembly to 6 collectives for their outstanding achievements in advising and serving the 10th Session of the 15th National Assembly.
