In implementing Resolution No. 57-NQ/TW of the Politburo on the development of science, technology, innovation, and national digital transformation, Hien Luong commune (Phu Tho province) has deployed many digital solutions suitable to the local conditions. Among them, the launch of the Zalo Mini App “Hien Luong Digital Commune” is considered a practical step to innovate the method of information provision, improve the efficiency of serving the people, and promote information poverty reduction at the grassroots level.
Accordingly, in early April 2026, the Zalo Mini App “Xã Hiền Lương Số” officially went into operation, creating an additional online interaction channel between the government and the people. The application is built on the Zalo platform – a familiar and easy-to-use platform for most rural residents – allowing people to easily access digital utilities without needing to install complex additional software.
To ensure the application's effectiveness, the Party Committee and People's Committee of the commune have assigned specific tasks to each specialized department, while also promoting the role of the community digital technology team in guiding and supporting people in accessing and using the application.

The commune has implemented a comprehensive propaganda campaign through its local broadcasting system, community meetings, associations, and social media. For the elderly or those unfamiliar with smartphones, local youth union members and officials provide hands-on guidance, helping people gradually develop digital skills in their daily lives.
The Zalo Mini App “Xã Hiền Lương Số” is built as a smart digital ecosystem, integrating many utilities aimed at serving people quickly, conveniently, and effectively.
Key features include AI Camera-based scene reporting for rapid information reception and processing; and a 24/7 chatbot acting as an "AI officer" to provide legal advice and administrative assistance anytime, anywhere.
The application also integrates appointment scheduling and QR code scanning functions to help people reduce waiting times when carrying out administrative procedures; GIS maps to support visual and transparent planning lookup; and an administrative podcast channel providing official information in audio format so that people can easily listen to and access it anywhere.
Through these utilities, residents of Hien Luong commune can proactively access information, submit feedback, look up planning information, understand administrative procedures, or listen to propaganda content directly on their phones. This is considered an important solution to help narrow the information gap between the central area and rural areas, contributing to sustainable reduction of information poverty.
According to the People's Committee of Hien Luong commune, the program is implemented in three phases: building the foundation; operating and optimizing the system; and connecting and expanding utilities. This step-by-step implementation helps the locality both improve its digital infrastructure and gradually enhance people's access to technology.
During its operation, the application received numerous feedback from citizens regarding their daily lives. Specifically, this included feedback on land leveling and resource exploitation, and requests for relevant authorities to investigate whether these activities were carried out in accordance with regulations.
In addition, residents have also reported that the road surface on National Highway 32C is being dug up, uneven, and has obstacles affecting traffic. All information received is forwarded to the relevant department for verification and handling according to regulations.
The fact that people are proactively submitting feedback through digital platforms shows that awareness and skills in accessing the digital environment at the local level are gradually improving.

Mr. Nguyen Hong Thao, Vice Chairman of the People's Committee of Hien Luong commune, said that the deployment of the Zalo Mini App "Hien Luong Digital Commune" not only serves administrative reform but also aims to build a government closer to the people and better serve the people through the digital environment.
In the coming time, the commune will continue to improve and expand the application with more new features; and at the same time strengthen propaganda and guidance to help people effectively utilize digital utilities.
The locality also determined to continue promoting the role of community digital technology groups in supporting people to access official information, use online public services, and improve safe digital skills in the online environment.
It can be said that, starting from a small application on smartphones, "Hien Luong Digital Commune" is gradually becoming an information bridge between the government and the people. This approach not only contributes to promoting digital transformation at the grassroots level but also opens up opportunities for more equal access to information for rural people.
