Top 10 localities with the lowest university enrollment rates nationwide.

On the morning of March 3rd, at the 2023 University Admissions Conference, Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education , Ministry of Education and Training, announced the data for the 2022 university admissions period and the plan for 2023.

The overall enrollment rate for universities nationwide in 2022 was 48.09%. This means that for every 100 high school graduates in 2022, 48 confirmed their university enrollment. Only 24 localities nationwide achieved or exceeded this average rate.

The top 5 localities with the highest university enrollment rates are Binh Duong (67.42%), Thua Thien Hue (62.57%), Da Nang (61.88%), Khanh Hoa (60.76%), and Ho Chi Minh City (60.74%).

None of the top five provinces and cities on the list are located in the Red River Delta region – an area still considered to have a high standard of general education, and where the socio -economic life of the people is generally not as difficult as in many other regions.

The top 10 leading localities also include Hai Phong (58.25%), Phu Yen (57.10%), Hanoi (56.81%), Bac Ninh (56.12%), and Hung Yen (56.02%).

The 10 localities with the lowest rates nationwide (below 30%) are all located in the northern midland and mountainous region, including: Quang Binh (30.72%), Yen Bai (29.36%), Tuyen Quang (28.8%), Hoa Binh (28.54%), Dien Bien (27.46%), Cao Bang (24.92%), Lang Son (24.87%), Son La (23.66%), Ha Giang (21.53%), and Lai Chau (20.39%).

This year, the Ministry of Education and Training plans to maintain the same university admissions process as last year, without issuing any new regulations. The Ministry will continue to implement online admissions through a common system.

A new feature this year is that the university admissions schedule is expected to be earlier than last year. Accordingly, candidates eligible for direct admission and priority admission must submit their applications before June 30th, receive results before July 5th, and confirm their enrollment on the Ministry's admissions system before 5 PM on August 15th.

With early admission methods, schools will complete and announce the results to candidates so they can register for admission on the system from July 4th.

From July 5th to July 25th, all candidates can register and adjust their application preferences without limit on the Ministry of Education and Training's system. After that, candidates have 11 days to pay the application fee, starting from July 26th, receive the results (cut-off scores) on August 14th, and confirm their enrollment for the first round before 5 PM on August 30th.

For health and teacher training programs specifically, the Ministry will announce the minimum quality assurance threshold for admission on July 20th. Based on this, universities offering these programs will then set their minimum application scores (cut-off scores).

Thus, the application period for university admissions this year is only two weeks away, compared to one month in 2022. The time for students to know the cutoff scores and enroll is also one month earlier than the September 17th and September 30th deadlines of last year.
