On the morning of March 3, at the 2023 University Admissions Conference, Associate Professor, Dr. Nguyen Thu Thuy, Director of the Department of Higher Education, Ministry of Education and Training, announced data for the 2022 university admissions and the 2023 plan.
The national average rate of candidates enrolling in universities in 2022 is 48.09%. That means out of every 100 high school graduates in 2022, 48 will confirm their university admission. The country has only 24 localities at or above the average rate.

The 5 localities with the highest university admission rates are Binh Duong (67.42%), Thua Thien - Hue (62.57%), Da Nang (61.88%), Khanh Hoa (60.76%), and Ho Chi Minh City (60.74%).
Among the top 5 provinces and cities on the list, there is no locality in the Red River Delta - an area still considered to have a high level of general education, and the socio -economic life of the people is generally not as difficult as many other areas.
The top 10 leading localities also include Hai Phong (58.25%), Phu Yen (57.10%), Hanoi (56.81%), Bac Ninh (56.12%), and Hung Yen (56.02%).
The 10 lowest localities in the country (under 30%) are all in the midland and mountainous regions of the North, including: Quang Binh (30.72%), Yen Bai (29.36%), Tuyen Quang (28.8%), Hoa Binh (28.54%), Dien Bien (27.46%), Cao Bang (24.92%), Lang Son (24.87%), Son La (23.66%), Ha Giang (21.53%) and Lai Chau (20.39%).

This year, the Ministry of Education and Training plans to maintain the same university admissions as last year, without issuing new admission regulations. The Ministry will continue to implement online admissions on the common system.
The new point this year is that the university admission schedule is expected to be earlier than last year. Accordingly, candidates for direct admission and priority admission must submit their applications before June 30, receive results before July 5, and confirm their admission on the Ministry's admission system before 5 p.m. on August 15.
With early admission methods, schools complete and notify candidates of the results to register for admission on the system from July 4.
From July 5 to July 25, all candidates can register and adjust their admission wishes without limit on the Ministry of Education and Training's system. After that, candidates have 11 days to pay the admission fee, from July 26, receive the results (standard scores) on August 14 and confirm the first admission before 5:00 p.m. on August 30.

For the health and teacher training sector, the Ministry will announce the threshold to ensure input quality on July 20. From there, schools training in this sector will set the score to receive application documents for admission (floor score).
Thus, the time to register for admission this year is only two weeks, while in 2022 it is one month. The time for candidates to know the admission score and enroll is also one month earlier than the September 17 and September 30 deadlines of last year.
