On the afternoon of July 30, Prime Minister Pham Minh Chinh worked with the Party Committee of Bac Ninh province to assess the socio -economic development situation and results of the province in recent times and propose directions and tasks for the coming time; and resolve a number of recommendations of the province.
Also attending the meeting were Party Central Committee members: Minister of Education and Training Nguyen Kim Son, Minister of Health Dao Hong Lan, Minister of Natural Resources and Environment Dang Quoc Khanh, Governor of the State Bank of Vietnam Nguyen Thi Hong, Secretary of the Bac Ninh Provincial Party Committee Nguyen Anh Tuan; leaders of central and local ministries and branches.
GRDP per capita ranks 3rd in the country
Reports and opinions at the meeting unanimously assessed that in recent years, despite many difficulties and challenges, the Party Committee, government and people of Bac Ninh province have strived and achieved positive and quite comprehensive results.
In the period of 2021-2022, the province's GRDP will increase sharply (in 2021 it will increase by 6.9%, in 2022 it will increase by 7.39%). In particular, in 2022, the industrial sector will increase by 6.93%, services will increase by 13.67%, and agriculture will increase by 0.52%.

The province's economic scale in 2022 will reach nearly 250,000 billion VND, ranking 9th in the country; GRDP per capita ranks 3rd in the country; the economic structure has shifted positively (the proportion of industry and construction accounts for 76.5%, services account for 17.22%, agriculture accounts for 2.53%).
The largest industrial production value in the country (nearly 1.35 trillion in 2022). The total import-export turnover is high, ranking 2nd in the country (in 2021 it reached 83.2 billion USD, trade surplus of 6.6 billion USD; in 2022 it reached 83.7 billion USD, trade surplus of 6.5 billion USD). Attracting FDI well, currently the total FDI capital reaches 24.2 billion USD, ranking 6th in the country.
Many administrative reform indexes are among the top in the country. In 2022, PCI ranked 7/63, provincial Green Index ranked 3/63. Digital transformation is promoted; Digital Transformation Index (DTI) in 2022 ranked 7/63.
Bac Ninh is the first province to be hit by the COVID-19 pandemic in the fourth outbreak, with its many industrial parks, large numbers of workers, and complicated travel. The province has focused on directing decisively and effectively with many flexible and creative solutions and has controlled the COVID-19 pandemic well. At the same time, it has provided timely support to businesses and people facing difficulties due to the impact of the pandemic.
The fields of culture, society, health, education and training, and social security are of interest, and people's lives are improved. The rate of trained workers is 77%, ranking 3rd in the country. The poverty rate is low, only 0.94% (down 0.1% compared to 2020).
In the first 7 months of 2023, in an extremely difficult context mainly due to objective factors, the province's socio-economic situation still has many bright spots. Production has shown signs of recovery, the industrial production index - IIP from March 2023 to present has tended to be higher each month than the previous month, with July having the highest growth rate, up 23.84% compared to June.

Total retail sales of goods and services reached nearly VND53.7 trillion, up nearly 21% over the same period. The number of newly registered and re-established enterprises was 2,637, larger than the number of enterprises withdrawing from the market, which was 1,425. Newly registered FDI capital in the first 7 months reached 768.8 million USD, up nearly 4.6 times over the same period. Total outstanding credit by the end of July increased by 10.7% over the same period.
The fields of culture, society, education, health, labor, and social security are of interest. As a province implementing the "Traffic Safety Province", traffic accidents have decreased in all three criteria. The quality of key education continues to affirm its top position in the country. National defense and security are maintained; social order and safety are ensured. The province has two more towns, Thuan Thanh and Que Vo.
Party building and the political system are focused on; the leadership capacity of Party committees at all levels and the direction and administration of governments at all levels are improved.
A land of talented people and great development potential
In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and assessments at the meeting; acknowledged and commended the efforts and achievements of the Party Committee, government, army and people of Bac Ninh province, contributing significantly to the overall achievements of the whole country.
Spending a lot of time analyzing the distinct potential, outstanding opportunities, and competitive advantages of Bac Ninh, the Prime Minister and delegates pointed out that Bac Ninh belongs to the Red River Delta region, located in the key economic triangle of Hanoi - Hai Phong - Quang Ninh and is the northeastern gateway of the capital, adjacent to major economic centers in the north.

Bac Ninh has the smallest natural area in Vietnam (822.7 km2 ) but a population of nearly 1.5 million people (ranked 6th/63 provinces and cities), and the population density is the 3rd highest/63 provinces and cities (after Hanoi and Ho Chi Minh City).
The Hanoi - Bac Ninh expressway system, important routes connecting the northern economic centers; located in the two economic corridors of Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh and Nanning - Lang Son - Hanoi - Hai Phong - Quang Ninh; has convenient waterways connecting to neighboring areas; near Noi Bai international airport, Hai Phong seaport and major economic centers in the North, convenient for trade.
The system of industrial parks and clusters is developing rapidly, a bright spot in attracting FDI. With 26 industrial clusters with a total area of nearly 900 hectares, Bac Ninh owns a large production area attracting large domestic and international investors.

The infrastructure system of information technology, telecommunications, electricity, water, housing, etc. is being built synchronously. The business environment is favorable and open, the speed of business and socio-economic development is at a high level.
Great potential for tourism development with a rich culture, imbued with national identity, the depth of cultural values of thousands of years of historical accumulation, of historical relics, temples, pagodas and ancient architectural works.
Bac Ninh is a land of outstanding people. Kinh Bac region has 17 top scholars and 622 doctors; rich in tradition of patriotism, fighting against foreign invaders, in every period there are many famous people who have made great contributions to the country.
Bac Ninh has a treasure trove of folk culture - famous for Quan Ho folk songs - the ancient center of Kinh Bac (there are more than 300 large and small festivals, 41 festivals are maintained annually, such as Dau Pagoda festival, Lim festival, Do Temple festival, Ba Chua Kho Temple festival,...).
The province has many unique cultural and artistic works, lyrical Quan Ho folk songs, famous Dong Ho folk paintings, etc. Many traditional craft villages (with 62 craft villages such as Dong Ho painting village, Phu Khe fine art wood village, Phu Lang pottery village, Dai Bai bronze casting village, etc.).
Bac Ninh people "respect love", love their country, and are martial; are diligent, dynamic, and creative in production and labor, skillful and agile in trade; intelligent, studious, and have a tradition of academic achievements; passionate about activities and creating many typical and unique cultural and artistic values...
According to the Prime Minister, by identifying and effectively exploiting distinct potentials, comparative advantages, and outstanding opportunities, Bac Ninh will develop rapidly and sustainably, meeting the expectations of the Party, State, and people, and soon becoming a civilized and modern city.

Growth decline is mainly due to objective reasons.
In addition to the very basic results, the Prime Minister and delegates pointed out some shortcomings and limitations of Bac Ninh. Economic growth in the first months of 2023 decreased sharply (GRDP decreased by 12.59% in 6 months). The index of industrial production (IIP) in 7 months decreased by 16.62%.
Public investment disbursement needs more effort; planning needs to be more urgent; site clearance is still difficult... Total FDI capital in Bac Ninh in the first 7 months of 2023 reached more than 1 billion USD, down 32.4% over the same period. Regional connectivity infrastructure is still weak and lacking. Meeting the demand for high-quality human resources; administrative reform needs more effort.
The Prime Minister said that the province needs to analyze more deeply the causes of the limitations, thereby having measures and solutions to overcome them early and effectively. Accordingly, Bac Ninh's economic growth in the first months of the year declined sharply due mainly to objective reasons, due to the difficult world economic situation, especially the decline in demand in the world market for products in which Bac Ninh has strengths.
On the contrary, many problems have subjective causes due to the low awareness and responsibility of some cadres and civil servants in performing their duties. They still push things away, avoid, wait; do not dare to do; and refuse to do.

Promoting the role of satellite cities of Hanoi Capital
Regarding the future direction, the Prime Minister stated that building Bac Ninh to develop rapidly and sustainably, quickly becoming a centrally-run city, playing the role of a satellite city of Hanoi - this is both an advantage and a challenge for the province.
The Prime Minister emphasized a number of guiding and operating viewpoints, first of all, it is necessary to continue to thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress; Resolution 30-NQ/TW dated November 23, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta. Closely follow the guidelines and policies of the Party and State and the leadership and direction of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister.
Along with that, Bac Ninh needs to take advantage of and maximize its unique potentials, outstanding opportunities, and competitive advantages. The Prime Minister suggested two priority options for Bac Ninh: First, development based mainly on human resources, science and technology, innovation, focusing on emerging industries such as digital economy, green economy, circular economy, sharing economy, etc. Second, development based on strongly promoting rich and heroic cultural and historical traditions.
Bac Ninh needs to focus on harmonious, reasonable and effective development between economy, culture - society and environmental protection associated with ensuring national defense and security; not sacrificing progress, social justice and environment in exchange for mere economic growth. The province needs to strongly promote the spirit of self-reliance, self-strengthening, solidarity, rising from the hands and minds, rising strongly with endogenous strength, not waiting or relying on others.
Continue to focus on improving the business investment environment, further enhancing competitiveness; request provincial leaders to consider this a political task that needs to be prioritized.
Strengthen decentralization, delegation of authority, individualization of responsibility along with inspection, supervision, control of power, appropriate allocation of resources, and enhancement of implementation capacity of subordinates. Encourage and protect cadres who dare to think, dare to do, dare to take responsibility for the common good.
Focus on restructuring the economy for rapid and sustainable development with higher determination, greater efforts, more drastic actions, more focused work, and finishing each task thoroughly.
Focus on Party building and building a system of administrative agencies that are united, united, honest, democratic, active and effective. In directing and operating, it is necessary to take the people as the center, the subject, the goal, the resource and the driving force for development. Improve the leadership capacity and fighting strength of the Party organization and Party members. Build a team of professional, clean, dedicated cadres serving the people. Streamline the payroll and apparatus in conjunction with restructuring and improving the quality of the cadres, civil servants and public employees.

"Planning comes first, construction comes later, planting trees first, building houses later"
Regarding the key tasks and solutions in the coming time, the Prime Minister requested the province to continue to thoroughly grasp and concretize the Resolution of the 13th National Party Congress; effectively implement the goals and tasks set out in the 5-year Plan, 10-year Strategy and Resolution of the 20th Provincial Party Congress. Proactively develop resolutions, projects and development plans to implement Resolution 30-NQ/TW of the Politburo.
In the current period, the Prime Minister requested Bac Ninh to focus on promoting 3 growth drivers (investment, export, consumption) with tasks and solutions on monetary and fiscal policies..., promoting public investment disbursement, implementing the recovery and development program, and 3 national target programs.
At the same time, focus on leading and directing the planning and development of infrastructure. Urgently submit for approval and organize the implementation of the provincial planning for the period 2021-2030, with a vision to 2050, to be completed no later than October 2023.
The Prime Minister noted that in planning, it is necessary to pay attention to the issue of regional connectivity; promote potential, opportunities, and advantages; overcome existing problems and limitations such as traffic and environment. The spirit is "planning comes first, construction comes later, planting trees first, building houses later, exploiting the underground first, exploiting the surface later".
Promote digital transformation, administrative reform, simplify administrative procedures, ensure publicity and transparency; put yourself in the position of the people when handling work and procedures for people and businesses.
Focus on developing high-tech agriculture, shifting agricultural production thinking to agricultural economics, developing domestic and foreign agricultural markets.
Along with that, effectively manage and use resources, protect the environment. Promote environmental protection and adapt to climate change, especially the management of urban environment, industrial zones, and craft villages; do not trade the environment for pure economic growth; develop circular economy, green economy, low carbon... We must pay attention to investing and improving rivers associated with green, sustainable development, ensuring water safety, serving production and people's daily life.
Comprehensively develop cultural and social fields; improve the quality of human resources; create jobs. Pay attention to ensuring social security and welfare, especially for the poor, pay special attention to building social housing, Bac Ninh is a model for the whole country on this issue.
Develop medical and educational services, coordinate with agencies to establish a university worthy of the future centrally-run Bac Ninh city.
Promote festival tourism; diversify tourism products (festivals, craft villages, cuisine, etc.); improve the quality of tourism human resources; preserve and promote the intangible cultural heritage of Quan Ho folk songs; continue to complete the dossier of Dong Ho folk painting craft village for UNESCO recognition as a world intangible cultural heritage.
Strengthen national defense and security, maintain political security and social order and safety. Determined to reduce criminal offenses, drugs, smuggling and traffic accidents in the area.
Assign specific tasks to propose amendments to a series of current regulations
Also at the meeting, leaders of ministries and branches specifically answered 18 proposals and recommendations from Bac Ninh, including many contents related to institutions, mechanisms, and common policies for localities.
To clarify these contents, the Prime Minister assigned the Ministry of Home Affairs to urgently coordinate with the Ministry of Justice to complete the draft Decree to encourage and protect dynamic, creative cadres who dare to think, dare to do, and dare to make breakthroughs for the common good.
Regarding the investment capital for the 285B road project connecting Que Vo 1, Que Vo 2 industrial parks and Gia Binh 2 industrial park, Bac Ninh reviewed and determined the order of investment priorities, proactively balanced within the allocated capital in the medium-term public investment plan for the period 2021 - 2025 and mobilized other legal capital sources to implement the project according to regulations.
The Prime Minister assigned the Ministry of Culture, Sports and Tourism to coordinate and guide the People's Committee of Bac Ninh province to complete the dossier to submit to UNESCO for recognition of Dong Ho folk painting as a representative intangible cultural heritage of humanity.
Notably, regarding the completion of a number of decrees, circulars, and policies to remove obstacles for localities (including 3 decrees, 1 policy, and 1 circular), the Prime Minister welcomed Bac Ninh for boldly proposing; and at the same time assigned specific tasks to ministries and branches.
Accordingly, the Prime Minister assigned the Ministry of Planning and Investment to urgently complete the draft Decree amending and supplementing the Decree detailing and guiding the implementation of a number of articles of the Law on Construction Investment, and submit it to the Government for consideration and promulgation in the third quarter of 2023.
The Ministry of Planning and Investment and the Ministry of Agriculture and Rural Development urgently complete the draft Decree amending and supplementing Decree No. 57/2018/ND-CP on mechanisms and policies to encourage enterprises to invest in agriculture and rural areas, and submit it to the Government for consideration and promulgation in August 2023.
The Ministry of Industry and Trade urgently completes the draft Decree amending and supplementing Decree No. 68/2017/ND-CP and Decree No. 66/2020/ND-CP on management and development of industrial clusters, and submits it to the Government for consideration and promulgation in August 2023.
Regarding the policy to remove difficulties and obstacles related to the use of land funds to pay investors implementing BT projects, the Ministry of Planning and Investment urgently performs the assigned tasks in Resolution No. 53/NQ-CP dated April 14, 2023, and reports to the Prime Minister in August 2023.
Regarding the adjustment of industrial park land use targets, the Ministry of Natural Resources and Environment urgently synthesizes proposals from localities (including Bac Ninh province), reports to the Government on the adjustment of the National Land Use Plan for the period 2021 - 2030, with a vision to 2050 and the 5-year National Land Use Plan 2021 - 2025.
The Ministry of Planning and Investment shall preside over and coordinate with relevant ministries and agencies to study, synthesize and handle recommendations of Bac Ninh province in the process of studying and amending the 2019 Law on Public Investment and in the process of drafting the Law amending and supplementing laws related to investment and budget to remove difficulties and obstacles of public investment projects according to Resolution No. 95/NQ-CP dated July 7, 2023 of the Government.
Regarding the proposal to issue regulations on allocating funds to organize compensation, support and resettlement when the State reclaims land to facilitate localities in carrying out site clearance work, the Prime Minister assigned the Ministry of Natural Resources and Environment to preside over, research and synthesize recommendations from Bac Ninh province in the process of developing decrees guiding the implementation of the Land Law (amended) after it is approved by the National Assembly.
Regarding the proposal to supplement the guidance on the dossier and procedures for granting growing area codes and packing facility codes for export, the Prime Minister assigned the Ministry of Agriculture and Rural Development to synthesize recommendations from Bac Ninh province in the process of drafting the Decree on granting and managing growing area codes.
