On February 16, Prime Minister Pham Minh Chinh, Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 9th meeting of the Steering Committee.

The meeting was held in a direct and online format between the Government headquarters and 46 provinces and centrally-run cities with important national projects and key transport sector works and projects.

Attending the meeting were Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Minister of Transport Nguyen Van Thang; Minister, Head of the Government Office Tran Van Son; Minister of Construction Nguyen Thanh Nghi; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; leaders of ministries, ministerial-level agencies, and government agencies; Chairmen of People's Committees of provinces and cities; representatives of project management boards, state-owned economic groups, investors, consulting units, and construction contractors.

The meeting focused on discussing, assessing the situation, proposing solutions to ensure progress and shorten the progress of works and projects, ensuring quality, technical/aesthetic works, ensuring labor safety, hygiene, environmental landscape and removing arising difficulties and problems.

Most newly implemented projects meet or exceed plans.

Reports and opinions at the 2023 review meeting, the Prime Minister chaired 05 Steering Committee meetings and together with Deputy Prime Ministers directly inspected the construction sites and projects; directed and issued many directives, telegrams, and documents to remove difficulties and obstacles, and urged ministries, branches, and localities to implement tasks.

Right in the first days of 2024, the Prime Minister issued 02 dispatches directing agencies and units to continue to promote the highest sense of responsibility, speed up the implementation of traffic infrastructure projects and works, and focus on removing difficulties and obstacles related to construction norms and unit prices; exploitation and supply of construction materials.

In 2023 and January 2024, ministries, branches, and localities, especially the Ministry of Transport, actively coordinated, made efforts to implement and achieved many results in implementing works and projects.

Many difficulties and problems that have been encountered for a long time in some projects have been focused on being resolved, such as the Ben Luc-Long Thanh expressway project (which has been stalled for many years and has focused on resolving capital problems and resolving issues arising in construction contracts to restart and progress according to plan), the Tan Son Nhat Airport Terminal 3 project (difficulties in site clearance), and the Long Thanh International Airport project (difficulties in contractor selection and site clearance).

Investment preparation for projects has been accelerated, many projects have been started such as the North-South Expressway in the East phase 2021-2025, 03 East-West axis projects, the Ring Road of Hanoi and Ho Chi Minh City, Tuyen Quang-Ha Giang Expressway, An Huu-Cao Lanh, Ho Chi Minh Road section Chon Thanh-Duc Hoa...

At the same time, many projects have also completed the approval of investment policies and investment projects such as the Hoa Binh-Moc Chau, Huu Nghi-Chi Lang, Dau Giay-Lien Khuong expressways to continue selecting contractors and start construction in 2024.

Many expressway projects have overcome difficulties in site clearance, construction materials, the COVID-19 pandemic, and extreme weather to be inaugurated and put into use, promoting investment efficiency, such as: 07 component projects of the North-South expressway in the East with a length of 412 km, My Thuan-Can Tho expressway with a length of 23 km, and Tuyen Quang-Phu Tho with a length of 40 km.

With newly implemented projects, the provinces have focused their forces to organize the implementation of site clearance work, basically meeting the construction schedule; investors and contractors have made efforts to organize construction to speed up the construction progress, most of which have achieved or exceeded the set plan; the disbursement results of the projects have all reached a high level or exceeded the requirements.

During the 3rd and 4th days of the Lunar New Year, Prime Minister and Deputy Prime Minister Tran Hong Ha inspected the construction work during the Lunar New Year and encouraged workers at the construction sites of 5 key projects in Hanoi, Ho Chi Minh City, Dong Nai province and issued orders to work at Tan Cang-Cai Mep in Ba Ria-Vung Tau province.

At construction sites, thousands of workers and engineers are still working tirelessly through Tet, sacrificing personal happiness, temporarily putting aside family reunions during the spring days to work with the spirit of national development, and soon completing transportation projects.

Turning Party and State policies into concrete products

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the implementation of important national and key projects in the transport sector is difficult in terms of scale, target, and scope, with a huge total investment of VND422,000 billion in 2024.

The implementation of the projects has encountered many difficulties and challenges, but under the leadership of the Party and the high consensus of the National Assembly, we have proposed and the basic legal difficulties have been resolved; ministries, branches, localities, project management boards, contractors, consulting units, officers, workers and laborers at the project sites have made great efforts; achieved positive and highly commendable results, creating a movement and trend for infrastructure development across the country.

The Prime Minister thanked the people for their agreement, support, and endorsement of the major policies of the Party and State, giving up land and housing for projects, changing habits, customs, occupations, and livelihoods for the development of the country.

Regarding the overall tasks in the coming time, the Prime Minister stated that, with their functions, tasks and powers, the Government, ministries, branches, agencies and localities must implement the correct and wise policies and guidelines of the Party and State on 3 strategic breakthroughs, including infrastructure breakthroughs, into specific products, achieving the set goals, contributing to the country's rapid and sustainable development.

The Prime Minister emphasized that if we can disburse 422,000 billion VND in investment capital for transport infrastructure projects in 2024, it will contribute to promoting growth, creating jobs and livelihoods for people, and creating new development space for localities, regions and the whole country.

If 2021-2022 is the project initiation, preparation and approval phase, and 2023 is the simultaneous implementation phase, then 2024 is identified as the year to accelerate the implementation of key traffic projects.

The Prime Minister requested ministries, branches, localities, members of the Steering Committee, project management boards, investors, contractors, consulting and supervisory units, cadres, civil servants, public employees and workers participating in the projects, based on their functions, tasks and powers, to proactively and actively implement and complete assigned tasks, existing commitments and agreements, with the requirements of ensuring progress, improving quality, ensuring technical and aesthetic aspects of the projects, ensuring safety, environmental sanitation, green, clean and beautiful.

"Where there are difficulties, there must be solutions; where there are obstacles, there must be solutions; when there are difficulties, we must go and inspect, urge, sit down together to share, sympathize, find solutions, and spare no time for this work," the Prime Minister said.

Relevant entities and individuals must proactively coordinate closely and effectively, resolve work within their authority, perform work with focus and key points, and not avoid or shirk responsibility.

The Prime Minister noted that special attention should be paid to jobs, livelihoods, medical, educational and social infrastructure for people at resettlement sites of projects, and that new housing must be equal to or better than the old housing.

The Prime Minister emphasized that corruption and negativity must be strictly prohibited; everything must be done with a spirit of impartiality and transparency, all for the common good; complicated problems must not arise; and violations related to "hoarding and price gouging" of materials for projects must be strengthened.

Regarding the recommendations at the meeting, the Prime Minister assigned the Government Office and the Ministry of Transport to synthesize and classify them for agencies to handle according to their authority. With the issues already contained in the issued legal documents, the agencies will continue to issue clear guidance documents for implementation, protecting those who dare to think, dare to do, and dare to take responsibility.

Regarding specific tasks, the Prime Minister assigned the Government Office and the Ministry of Transport to absorb opinions at the meeting and promptly complete and submit to the Prime Minister the meeting's conclusions so that ministries, branches, agencies and entities can implement them seriously, synchronously and effectively.

Emphasizing some experiences such as being close to the situation, reacting quickly and promptly, performing tasks with focus and key points, completing each task thoroughly, not letting it drag on, the Prime Minister once again emphasized: "The most important thing is that we must be proactive and actively perform tasks according to our functions, tasks, powers and commitments to deploy tasks in the spirit of "only discussing work, not backtracking", "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", working "3 shifts, 4 shifts", through holidays, through Tet"".
