Regarding the content of the supervision program, the National Assembly resolved that at its first session, the 16th National Assembly will review the report on the results of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; review the Government's reports on additional assessments of the results of the implementation of the socio -economic development plan and the State budget in 2025, the first months of 2026; and the practice of thrift and anti-wastefulness in 2025...

The National Assembly will consider the implementation of a number of resolutions of the National Assembly on investment policies for major projects such as the high-speed railway on the North-South axis; the Lao Cai- Hanoi -Hai Phong railway; and the piloting of a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

One of the important supervision contents of the 2nd session of the 16th National Assembly is to review the implementation of social insurance policies and regimes, management and use of the Social Insurance Fund in 2025; and the management and use of the Health Insurance Fund in 2025.

In addition, at the second session taking place in 2026, the National Assembly will consider the implementation of the National Assembly's resolution on the Ho Chi Minh Road project; Long Thanh International Airport; some expressway sections on the North-South eastern route; the North-South eastern expressway project; Ring Road 4 - Hanoi Capital Region; Ring Road 3 of Ho Chi Minh City...

In the recently passed resolution, the National Assembly assigned the National Assembly Standing Committee to preside over the issuance of a plan and organize the effective implementation of the resolution, along with completing the draft law on Supervision Activities of the National Assembly and People's Councils (amended), to submit to the National Assembly for consideration and approval at the 10th session.

Based on the National Assembly's supervision program and actual conditions and situations, the National Assembly assigns the National Assembly Standing Committee, the Nationalities Council, National Assembly committees, National Assembly delegations, and National Assembly deputies to proactively develop and implement its supervision program.

In particular, the National Assembly requested to study and organize supervision of contents related to the implementation of resolutions of the National Assembly and the National Assembly Standing Committee on the arrangement of administrative units at provincial and communal levels and the implementation of the 2-level local government model in appropriate forms, or integrated with other supervision activities, to ensure effectiveness.

In his report before the National Assembly approved the 2026 supervision program, Chairman of the National Assembly's People's Aspirations Committee Duong Thanh Binh said that, according to the National Assembly Standing Committee's viewpoint, the arrangement of provincial-level administrative units is an important decision, demonstrating wisdom and high political determination to build a streamlined, efficient, effective and efficient state apparatus.

However, during the implementation process, there will be many impacts and influences on people, businesses, cadres, civil servants, public employees, workers, public finance management, public assets, etc. Therefore, it is very necessary to monitor, review and evaluate the implementation of the resolution, promptly perfect mechanisms and policies to remove difficulties and obstacles (if any).

In 2026, based on the actual situation and deemed necessary, the National Assembly Standing Committee will propose that the Government have a thematic report on this content to submit to the National Assembly for consideration and discussion at an appropriate time.
