
22 localities implement emission reduction production.
Deputy Minister of Agriculture and Environment Hoang Trung emphasized that reducing emissions in crop production is not only a solution for environmental protection but also an essential requirement for the development of modern, sustainable agriculture and international integration. The implementation of the project must be linked to the goal of improving production efficiency, reducing input costs, increasing profits for farmers, and meeting the green standards of export markets.
The agricultural sector will continue to refine mechanisms and policies; develop a set of criteria for emission-reduction farming; develop brands for low-emission agricultural products; and form large-scale production areas linked to value chains and a synchronized emission data system. This is considered the foundation for gradually participating in the carbon market and carbon credit trading mechanisms in the future.
According to Ms. Nguyen Thi Thu Huong, Deputy Director of the Department of Crop Production and Plant Protection, 22 provinces and cities have issued provincial-level action plans; many international organizations, businesses, and localities have registered to participate in implementing emission reduction production programs and models; and many key tasks regarding technical procedures, measurement-reporting-verification (MRV) systems, model building, and resource mobilization are being urgently implemented.
The project's current core activities focus on developing emission-reducing farming practices; efficient use of fertilizers, pesticides, and irrigation water; promoting the reuse of agricultural by-products; developing circular agriculture; applying science and technology and digital transformation; and building an emission data system.
The Department of Crop Production and Plant Protection announced that it has completed the development of emission reduction farming practices and measurement, reporting, and verification (MRV) procedures for rice cultivation. Initially, a database for measuring rice emissions in registered rice models/areas for implementation in 2026 has been established. The department will standardize the database to support emission reduction measurement and monitoring.
For sectors such as corn, coffee, and durian, specialized working groups are currently meeting to finalize implementation plans. By 2026, these sectors will have established procedures for greenhouse gas inventory, measurement, reporting, and verification (MRV) to mitigate greenhouse gas emissions, and will be connected to the online greenhouse gas inventory system.
