This information was provided by Mr. Huynh Van Chuong, Director of the Quality Management Department (Ministry of Education and Training), at a nationwide online conference to discuss the organization of the 2026 high school graduation exam.
Mr. Chuong stated that the Ministry of Education and Training established the exam question drafting council based on the question bank developed over the years and a team of leading experts, curriculum and textbook authors, and teachers directly involved in teaching.

The Ministry of Education and Training is coordinating with the Government Cipher Committee to implement a method of transporting exam papers through the committee's system, ensuring security and confidentiality in accordance with regulations. At this time, localities are actively carrying out printing and copying work according to the plan and guidelines of the Ministry of Education and Training.
The report from the Ministry of Education and Training also anticipated difficulties in organizing this year's high school graduation exam and requested solutions to overcome them. The exam is held in June, therefore there is a high risk of natural disasters. This year is predicted to have complex weather patterns including heatwaves, thunderstorms, and heavy rain, storms, and floods, particularly in the northern mountainous regions.
This year's high school graduation exam is being held in 34 provinces/cities, marking the first exam after the mergers. Consequently, the number of candidates per province has increased significantly compared to previous years. For example, Ho Chi Minh City is expected to have 150,000 candidates this year (an increase of over 50% compared to 2025); Ninh Binh is expected to have approximately 50,000 candidates, about four times the number in 2025.

This requires provincial Departments of Education and Training to proactively develop plans and methods for organizing and managing the exams to ensure smooth operation, given the expanded scale of the exams compared to previous years.
Another difficulty pointed out by the Ministry of Education and Training is the increasingly complex situation regarding the use of high technology to cheat in exams. In recent years, the Ministry of Public Security has dismantled many networks selling miniature listening devices that are worn in the ear for cheating.
The 2025 high school graduation exam has recorded and detected cases of candidates using AI to cheat during the exam.
The Ministry of Education and Training stated that from now until the exam, it will continue to direct, guide, and strengthen inspection and supervision to ensure the successful implementation of all stages of the exam, such as printing and copying exam papers, invigilation, marking, comparing exam score data, announcing exam results, reviewing exam papers, and considering the recognition of high school graduation in 2026.
For localities, the Ministry of Education and Training focuses on the security and safety of exam paper printing and copying locations, and exam sites, developing contingency plans for potential situations, especially for newly merged provincial-level administrative units, localities with exam sites in difficult and complex areas, and those anticipated to be affected by unusual natural disasters.
Directing the organization of review sessions in a manner appropriate to local conditions; conducting mock exams according to plan, and drawing lessons from them to improve the organization of the actual exam in the locality.
This year's high school graduation exam took place on June 11th and 12th. Nationwide, 1,223,776 candidates registered to take the exam (an increase of 61,642 candidates compared to last year), of which 1,204,806 registered online (98.45%), with 2,487 examination centers and nearly 50,000 examination rooms.
